RESOLUTION NO. 20-87 <br />A RESOLUTION CALLING ON THE ICC TO REJECT COMMONWEALTH EDISON'S <br />PROPOSAL FOR THE LARGEST RATE INCREASE IN ILLINOIS HISTORY <br />WHEREAS, fair and affordable electric rates are essential for the economic <br />well-being of both residential and business consumers in our community; and <br />WHEREAS, the Illinois General Assembly has granted the Illinois Commerce <br />Commission with the authority and the responsibility to assure fair and <br />reasonable electric rates; and <br />WHEREAS, Commonwealth Edison is the largest supplier of electricity to <br />consumers in northern Illinois, and Edison has been granted nine rate increases <br />in the last thirteen years, and these increases have totaled over 2.8 billion <br />dollars in higher rates to consumers during that period; and <br />WHEREAS, groups representing Illinois consumers are currently involved <br />in a number of proceedings before the Illinois Commerce Commission which may <br />result in significant rate reductions and refunds for Commonwealth Edison <br />customers; and <br />WHEREAS, Commonwealth Edison has asked the Commission to suspend these <br />proceedings involving potential savings of billions of dollars to utility <br />consumers and has requested that the Commission order the largest rate in- <br />crease ever in just nine weeks, and Edison has made this request despite the <br />opposition of every consumer group involved in rate case proceedings before <br />the Commission; and <br />WHEREAS, the issues involved are extremely complex, with rate cases <br />typically requiring eleven months of investigation, analysis and deliberation; <br />and <br />WHEREAS, the interests of business and residential consumers in our <br />community are being seriously compromised by suspension of current proceedings <br />and the unreasonably swift consideration of Edison's request for an increase; <br />and <br />WHEREAS, the decision made by the Commission in this case will have a <br />profound effect on the level of electric rates for the next twenty years. <br />NOW, THEREFORE, BE IT RESOLVED, by the President and Board of Trustees <br />of the Village of Elk Grove Village, Cook and DuPage Counties, Illinois as <br />follows: <br />Section 1. That the Village of Elk Grove Village memorializes the <br />Illinois Commerce Commission to reject Commonwealth Edison's proposal for <br />the largest rate increase in Illinois history. <br />
