Minutes <br /> ELK GROVE VILLAGE PLAN COMMISSION <br /> November 4, 1987 <br /> Members Present: Member Absent <br /> John Glass, Chairman Dave Paliganoff <br /> Leah Cummins <br /> Fred Geinosky <br /> George Mullen <br /> Phil Knudsen <br /> Clark Fulton (9:05 P.M.) <br /> Staff Present Others Present <br /> Earle Kracht, Plan Reviewer Charles Byrum, <br /> Robin Weaver, Administrative Assistant Attorney for John Gullo <br /> John Gullo, Gullo <br /> International, Inc. <br /> 10 Residents of Oakton/ <br /> Carroll Square area <br /> Chairman Glass called the meeting and the public hearing to order <br /> at 8:14 P.M. <br /> Docket 87-10 Gullo/Stanley Street: Petitions for Text <br /> Amendment and Special Use <br /> Charles Byrum, attorney for the petitioner, John Gullo, explained <br /> to the Plan Commission that the proposed text amendment would permit: <br /> warehousing and distribution; packaging; and light assembly activities <br /> with a Special Use permit on properties zoned Office-Transitional. <br /> Certain conditions are listed in the proposed text amendment as require- <br /> ments before a Special Use permit would be granted. These conditions <br /> prohibit detrimental influences upon surrounding properties, require a <br /> site plan, prohibit exterior storage and require screening where the <br /> property abuts property zoned for residential purposes. <br /> The petitioner is seeking their Special Use on 3.7 acres of land <br /> located on the north side of Oakton Street, east of the Carroll Square <br /> Apartments. <br /> Byrum provided the Plan Commission members with a brief chronology <br /> of previous attempts to rezone the property to industrial . He stated <br /> that during the past eight months there had been on-going discussion <br /> and negotiation between the residents in the area, the petitioner, <br /> and the Village Attorney which brought about this proposed text <br /> amendment. <br />
