• <br /> Minutes <br /> ELK GROVE VILLAGE PLAN COMMISSION <br /> May 4 , 1988 <br /> MEMBERS PRESENT: MEMBERS ABSENT: <br /> John Glass , Chairman Leah Cummins <br /> Clark Fulton (acting Secy. until George Mullen <br /> 10 : 06 P.M. ) Fred Geinosky <br /> Phil Knudsen <br /> Dave Paliganoff <br /> STAFF PRESENT: <br /> Robin Weaver, Administrative Assistant <br /> Earle Kracht, Building Department <br /> George Knickerbocker, attorney <br /> Chairman Glass called the meeting to order at 7 : 43 P.M. <br /> The public hearing on Docket 88-8 was opened at 7 : 45 P.M. <br /> DOCKET 88-8 Fence Regulations <br /> Staff Present: Tom Rettenbacher, Earle Kracht, Robin Weaver, <br /> George Knickerbocker <br /> Others Present: audience of 73 persons and two reporters <br /> George Knickerbocker, the Village Attorney, presented the <br /> petition from the Judiciary, Planning & Zoning Committee of the <br /> Village Board of Trustees to amend the Zoning Ordinance with <br /> respect to fence regulations . Over fifteen or sixteen years <br /> the Village has received numerous requests for variations for <br /> fences on double and triple frontage lots . A change was made <br /> in 1974 to make the requirements less restrictive for double <br /> frontage, and in 1982 to make the requirements less restrictive <br /> for triple frontage yards . <br /> The reason for a petition to amend the requirements is to <br /> permit residents fuller use of their yards and still maintain <br /> line of sight precautions . Definitions of open and solid <br /> fences were provided (attached) . George Knickerbocker explain- <br /> ed each exhibit to demonstrate current versus proposed <br /> requirements . <br /> Commissioner Knudsen stated his support of the proposal as <br /> it allows residents greater use of their property while still <br /> protecting the public safety. Commissioners Fulton and <br /> Paliganoff asked about the number of residents affected. The <br /> response was that it would potentially affect every corner lot. <br />
