Minutes <br /> ELK GROVE VILLAGE PLAN COMMISSION <br /> Wednesday, March 17, 1982 <br /> The regularly scheduled meeting of the Plan Commission was <br /> called to order at 8:18 p.m. on Wednesday, March 17, 1982 in the Multi- <br /> Purpose Room of the Municipal Building, 901 Wellington Avenue. <br /> MEMBERS PRESENT: MEMBER ABSENT: <br /> Glass, John R. , Chairman Stangeland, Orrin J. <br /> Cummins, Leah <br /> Paliganoff, David J. <br /> Mullen, George E. <br /> Geinosky, Frederick C. <br /> Fulton, Clark (arrived 9:10 p.m.) <br /> STAFF PRESENT: <br /> Thomas J. Cech, Village Engineer <br /> Jon Wildenberg, Administrative Assistant <br /> SDK Subdivision Unit I <br /> Staff reported that Stan Johnston of Draper and Kramer has withdrawn <br /> the Plat of Subdivision and sidewalk variation request for SDK Subdivision <br /> Unit I. Glass directed that the item be removed from the Plan Commission <br /> agenda. <br /> Soil Erosion and Sedimentation Control <br /> Thomas Cech, Village Engineer, was in attendance to make a presentation <br /> on soil erosion and sedimentation control. Cech explained that control of <br /> soil erosion and sedimentation is a relatively new concept in urban areas. <br /> Most of the development and application of soil erosion techniques have <br /> occurred in rural settings. Cech further stated that the Village should <br /> have an ordinance controlling soil erosion due to the problems sediment <br /> causes in Village sewers. In addition, soil erosion has become more of <br /> a problem during current economic times (i.e. , construction slowdowns) <br /> because the most dangerous time for erosion of soil is during the middle <br /> stages of development (which many areas of the Village are at now) . <br /> Cech informed the Commission of his intent to rewrite the entire <br /> Subdivision Control Ordinance and include in that rewrite a section for <br /> soil erosion and sedimentation control. Cech distributed a preliminary <br /> outline of the proposed rewrite. Cech pointed out that many of the <br /> revisions are technical in nature and are aimed at attaining state-of- <br /> the-art status. <br /> Cummins requested that the Plan Commission be allowed to review <br /> the Soil Erosion and Sedimentation Control section of the revised <br /> Subdivision Control Ordinance when it is complete. <br /> Cech presented photographs, taken March 17, 1982, of various areas <br /> throughout the Village which display symptons of soil erosion and <br /> sedimentation. <br />
