PLAN COMMISSION MEETING February 15, 1968 <br /> The members present were: <br /> Steve Schwellenbach, Chairman <br /> Leach Cummins <br /> Gayle Bantner <br /> Frank Dillon <br /> Jack Denny <br /> W. R. Ballard <br /> and Tom Hamilton <br /> The meeting was called to order at 8 P.M. Leah Cummins moved for the approval <br /> of the Higgins Road subdivision Unit #33 preliminary and final plats; it was <br /> seconded by Frank Denny; vote was unanimous. <br /> On the Higgins Road Commercial Subdivision, Unit #32, preliminary and final <br /> plats, W. R. Ballard moved for the approval subject to the correction of <br /> the plat showing a fifteen-foot rear easement in lieu of the ten-foot ease- <br /> ment as shown. It was seconded by Jack Denny; vote was unanimous. <br /> Leah Cummins moved for the approval of the Higgins Road Unit #31 preliminary <br /> and final plats; it was seconded by Gayle Bantner; vote was unanimous . <br /> The Chairman presented a plat of the Colebrook Subdivision and stated it <br /> was for information only. The property is located south of Section 15 on <br /> Devon Avenue. The Chairman notified the Plan Commission of the Public Hearing <br /> on Wednesday, February 28 for the comprehensive plan and official map of <br /> the Village. He stated that the official map and land use map was on file <br /> in the Village Hall and it did indicate a buffer zone between property developed <br /> residential and industrial. <br /> The Chairman stated that A.S.P.O. had been contacted to see if they would <br /> review the comprehensive plan and official map and ordinance. They informed <br /> us they did not perform such services and suggested we use a private firm. <br /> They gave us a list of such firms whom they would recommend. They stated <br /> they would only answer a specific question. <br /> The Commission then proceeded to discuss the proposed annexation and rezoning <br /> of the 100 acres. There was no question in any Commission member's mind as to <br /> the annexation of this into the Village; however, Mrs. Cummins raised many <br /> questions concerning the advisability of the proposed rezoning from R #1 to <br /> M 1. <br /> The Chairman then read a portion of the court decision on Mistretta vs Village <br /> of River Forest - a photocopy is attached to the minutes. <br /> After extensive discussion, Frank Denny moved that the Commission recommend to <br /> the Village Board the annexation and rezoning as requested by Centex. It was <br /> seconded by W. R. Ballard. <br />
