Agenda for VB Meeting I1-13-12 2 <br /> C) Consideration of a request (attached) from the Elk Grove Park District to waive permit <br /> fees for the construction of concrete sidewalks at Debra Park (1228 Chester Lane) and <br /> Jensen Park (1061 Arkansas Drive) for a total fee waiver of$1,122. <br /> (The Park District is seeking a fee waiver for the construction of concrete <br /> sidewalks at Debra Park, 1228 Chester Lane, in the amount of$597 as part of the Park <br /> District's ADA transition plan for providing access to park features. <br /> (The Park District is seeking a fee waiver for the construction of concrete <br /> sidewalks at Jensen Park, 1061 Arkansas Drive, in the amount of$525 as part of the <br /> Park District's ADA transition plan for providing access to park features. <br /> (It has been past practice of the Village Board to grant fee waivers for <br /> governmental and non-profit organizations. <br /> (A report from the Director of Community Development, recommending approval, <br /> is attached.) <br /> D) Consideration to authorize payment of$1,877 in dues to the Illinois Municipal League <br /> for Fiscal Year 2012-2013. <br /> (The Illinois Municipal League (IML) represents municipalities on legislation <br /> pending before the General Assembly. In addition, the Village dues payment includes <br /> subscriptions to the Illinois Municipal Review, a monthly publication that contains <br /> articles on programs and findings of member municipalities. <br /> (Sufficient funds are budgeted and available for this purpose in the General Fund.) <br /> E) Consideration of the following: <br /> • To grant a variation from the Municipal Code, Section 8-1213-1-I1), Easements, to <br /> permit the construction of a five foot (5') tall retaining wall which will encroach <br /> eight feet (8') into the ten foot(10') side public utility easement at 2727 Old Higgins <br /> Road. <br /> • To grant a variation from the Municipal Code, Section 8-6-3-131, Landscaping, to <br /> eliminate .the required on-site boundary landscaping adjacent to the Old Higgins <br /> Road right-of-way at 2727 Old Higgins Road under the condition that the required <br /> boundary landscaping will be provided on the Illinois Department of Transportation <br /> right-of-way. <br /> (The property owners are seeking a variation to construct a retaining wall within a <br /> public utility easement. Comcast, AT&T, Nicor, and ComEd have written letters <br /> granting permission to encroach upon the easement. <br /> (The Community Development staff has field-checked this location for conflicts <br /> with Village-owned utilities and found a Village watermain within the easement. The <br /> developer has proposed to relocate the watermain at no cost to the Village. The <br /> developer will dedicate a watermain easement for the relocated Village watermain. <br /> (The existing property has an irregular shaped lot, as well as site grading and <br /> drainage issues that prohibit the ability to provide for a ten foot (10') boundary <br /> landscaping adjacent to the Old Higgins Road right-of-way. <br /> (The Illinois Department of Transportation has authorized landscaping in the <br /> IDOT right-of-way adjacent to Old Higgins Road. <br /> (A report from.the Director of Community Development, recommending approval, <br /> is attached.) <br />
