Johnson, Trustees Nancy J. Czarnik, Patton L. Feichter, Jeffrey C. Franke, Sam L. Lissner, and Stephen F. Schmidt ABSENT: Trustee Christine K. Prochno A Quorum was present. Also Present: Village Manager Raymond R. Rummel, Village Attorney George B. Knickerbocker, and Village Clerk Loretta M. Murphy 2. PLEDGE OF ALLEGIANCE 3. APPROVAL OF MINUTES OF JUNE 16, 2020 AND JUNE 22, 2020 - Motion to approve the Minutes of the Regular Village Board Meeting held on June 16, 2020 as submitted and dispense with the reading. MAYOR & BOARD OF TRUSTEES' REPORT Mayor Johnson - Representative Marty Moylan and Cook County Commissioner Kevin Morrison assisted with a ribbon cutting on June 18 at Busse Woods for the new bike crossovers. There will be a Special Village Board meeting on June 22 regarding the Makers Wanted program sponsoring the American Dream. The next Coffee with the Board will be held on Saturday, August 1st from 9:00 a.m. to 11:00 a.m. in Room E. Signs will be posted to direct to Room E and face coverings are required. Public Works was commended for the impressive display of flags along the roadways in the Village. The departments have done a great job taking extra measures to protect the community during the pandemic. Property taxes have been unpredictable. We are proud that for the past twenty years, Elk Grove Village has had the lowest combined property tax rate in all of northwest Cook County. During the COVID pandemic, the Village is doing well in taking all of the necessary precautions to enter into Phase 4 of the Governor's Order. Groups of up to 50 can gather and stores/businesses are beginning to reopen with certain restrictions in place such as requiring face coverings and social distancing. Cook County has reopened the parking lots on the weekends at the Forest Preserves. Jim Fay, another icon in the community, recently passed away. Jim was a teacher, a principal at Grove Jr. High and the Superintendent of District 59 for over 15 years. Our condolences go out to his family. The construction is moving along on the middle islands on Rohlwing Roade. It was announced at a Special Board Meeting on June 22 that the Village will be a partner in Page 1 of 7 sponsoring a national team going to the Olympics through the Maker's Wanted Program. Video proposals will be submitted by July 14 to show why the Maker's Wanted Program should partner with sponsoring their team. On Thursday, July 16, at 6:30 p.m. the video proposals will be shown in Council Chambers and on EGTV. The Village Board will review and make a decision on which team to sponsor for the 2021 Olympic games. Elk Grove is a proactive community and a business -minded community. Elk Grove is partnering with American made athletes, who want to partner with an American made town, who is the maker of American made products. Diversity and inclusion are topics of discussion in the news right now with the recent protests. The Elk Grove Police Department is CALEA certified which is the highest level of certification they can obtain. Mayor Johnson read statistics that are reported annually to show the quality level of training the police officers receive. In Elk Grove, the police officers have microphones on them and cameras in the cars. Letters were read from residents and businesses in the community that thanked the Village for keeping the community safe during this pandemic. It was noted that the Elk Grove police officers were kind and compassionate handling certain situations that occurred in the community. Elk Grove will never disband or defund our police department. We truly have the exceptional community and exceptional staff working for this Village. The Elk Grove Cares program is celebrating its 2-year anniversary to help combat the disease of addiction. The Village received numerous grants through the State of Illinois program to be used for treatment for those that are not able to afford it on their own. The Elk Grove Technology Park is now 78% full and that area is changing quickly. Microsoft is building on one side; and a Japanese company, a German robotics company Broetje-Automation, and T-5 Data Centers are on the other side. The strip shopping center across from the Technology Park has submitted plans to remodel with several upgrades. Trustee Franke - Oktoberfest is in the planning stages with hopes to provide proper social distancing with final approval coming from the state. Trustee Feichter - The Community Character Coalition selected the following students for the $1,000 scholarship awards. Tara Valentino, St. Viator; Abigail Hanley, Conant High School; David Gora, Elk Grove High School; Kaelyn Rittle, Elk Grove High School; Mathew Mercurio, Conant High School. Congratulations to the students. Trustee Czarnik - Thank you to Irene and Jim Morreale of The Flag Lady that donated all of the flags that Public Works placed along the roadways. The Frank J. Czarnik/Jim M. Heffern Memorial Scholarship Golf Outing will be on Friday, August 7, at Fox Run. Preregistration is required this year with assigned tee times. The cost is $90 with tee times beginning at 8:00 a.m., followed by subsequent times at 15 minute intervals. Trustee Lissner - Siemens is about 40-50% complete with the installations of the new water meters. The entire process is a smooth transition and takes approximately 30 minutes to complete the job that includes replacing the meter inside the house and the small box on the outside of the house. Trustee Schmidt - Please remember to support the vendors of the Farmers Market every Saturday morning offering a variety of fresh fruits and vegetables. 5. ACCOUNTS PAYABLE WARRANT: Motion to authorize payment of invoices as shown on the June 30, 2020 Accounts Payable Warrant in the amount of $4,410,508.36. YOUTH COMMITTEE - Trustee Franke - The committee is considering a Teen bon fire in October if the proper social distancing can be provided. More details will be provided as they become available. 11. BUSINESS LEADERS FORUMS - Trustee Lissner - The committee has been investigating the 5G network in the business park and the Biesterfield Road corridor through Zoom meetings. Three companies were interviewed and another meeting is scheduled for later this month. The next Master Class at Enclave is scheduled for July 15 entitled The Revenue Pipeline Repair. There are also two online workshops scheduled on July 14 and July 28. 12. CABLE TELEVISION COMMITTEE - Trustee Lissner - Comcast Xfinity users will be getting three new channels at the end of this month - Recipe TV, Justice Central TV, and Comedy TV. Spotify is a new app that can play music on the Xfinity X1 box. 13. HEALTH & COMMUNITY SERVICES - Trustee Czarnik - A Blood Drive will be held on Saturday, July 11, from 8:00 a.m. to noon on the lower level of the Charles J. Zettek Municipal Building. 14. INFORMATION COMMITTEE - Trustee Lissner - The new website has a lot of information available to the residents. This Saturday, July 11, is the annual Salt Creek Cleanup by Boy Scouts Troop 95. RECYCLING & WASTE COMMITTEE - Trustee Feichter - Information will be delivered to the residents this fall regarding the new Textile Recycling Program. The Document Destruction and Electronics Recycling event will take place on August 29 at the Public Works facility. The Paint and Motor Oil Recycling Event will take place on September 12 also at Public Works on Devon Avenue. 16. PARADE COMMITTEE - Trustee Czarnik - The 2020 parade has been cancelled but we will look forward to continuing this tradition in 2021. 17. PERSONNEL COMMITTEE - Trustee Franke - No Report. 18. JUDICIARY, PLANNING AND ZONING COMMITTEE - Trustee Prochno - No Report. 19. CAPITAL IMPROVEMENTS COMMITTEE - Trustee Czarnik - Work has begun on the Biesterfield Meacham Road Pedestrian Improvement Project that consists of sidewalks and ADA ramp improvements, signal modifications and the addition of internally illuminated street name signs at four intersections along Meacham Road. Roadway pavement removal on Vermont Drive, Gibson Drive, Newberry Drive and Julie Drive is completed. New asphalt pavement is being replaced and is scheduled to be completed by October. Concrete work on the Wildwood Road and Charing Cross Road area continues. Work in the Ruskin Drive area has begun and roadway patching and repaving will follow the concrete work.
