Chairman Glass called the meeting to order at 7:03 p.m.
Item 1: May 11, 2020 Meeting Minutes
Commissioner Geinosky moved to approve the meeting minutes of May 11, 2020. Commissioner
Rettberg seconded the motion. Upon voting (Carlson, Geinosky, Weiner, DeFrenza, Bacigalupo,
Schumm, Morrill, Rettberg, Glass AYES, the motion carried unanimously.
Item 2: PC Docket # 20-4: Petition of C&R Oakton Higgins, Inc. to annex the
property at 1907 Oakton and rezone from I-1 to B-3
Chairman Glass read the legal notice into the record and asked the Petitioner to explain their
purpose before the Plan Commission.
C. Nelson stated they are seeking an annexation into the Village and as a result of the annexation
under the Village's comprehensive plan, the property is designated as light industrial and to be
rezoned to B-3. C. Nelson stated the property has been a Jiffy Lube facility for over 35 years and
is going to continue the same operations.

G. Schumm stated in 2007 the quit claim deed was vested to C & R Illinois Inc. but the Petitioner
is C & R Oakton Higgins Inc. C. Nelson stated C & R Illinois Inc. did a name change with the
Secretary of State. C & R Illinois Inc. was a name that was too close to another name and the
Secretary of State requested them to change it. C. Nelson stated in 2006, they had to change the
name to C & R Oakton Higgins Inc.
G. Schumm stated that he didn't see this reflected in the recorded documents. J. Glass stated these
details are covered by the village as part of the pre -annexation agreement.
G. Schumm asked who Roberta Kline is. C. Nelson stated that is his mother.
F. Geinosky asked if there will be any renovations to the property. C. Nelson stated no, and
clarified that he is representing the landlord of the property. C. Nelson stated the property is on a
long term lease to Jiffy Lube. C. Nelson stated the company that bought the franchise stated they
would like to update the property with landscaping and paving of the parking lot.
F. Geinosky stated he would like to see that area cleaned up as it is an entry point into the
Technology Park. C. Nelson stated he agrees. M. Jablonski stated as a part of the pre -annexation
agreement, the Village is allowing the property and use to continue as -is. M. Jablonski stated the
Village reached out and invited this property to annex into the Village.
F. Geinosky asked for clarification on legal non -conforming status on the property. M. Jablonski
stated that legal non -conforming status means that anything on the property that may be out of
conformance on Village code is grandfathered in and allowed to remain as -is aside from health
and safety issues.
RECOMMENDATION
Commissioner Schumm moved to recommend approval of the petition of C&R Oakton Higgins,
Inc. to annex the property at 1907 Oakton and rezone from I-1 to B-3.
Commissioner Weiner seconded the motion. Upon voting (Glass, Carlson, Geinosky, DeFrenza,
Morrill, Schumm, Weiner, Bacigalupo, Rettberg, AYES) the motion carried unanimously.
Item 4: Adjournment
Commissioner Schumm moved to adjourn the meeting. Commissioner Weiner seconded the
motion. Upon voting (Carlson, Geinosky, Weiner, DeFrenza, Bacigalupo, Glass, Morrill,
Schumm, Rettberg AYES), the motion carried unanimously.
