Kozor, Plan Reviewer/Inspection Supervisor, Community Development Zoning Variation — Docket #20-1- 500 E. Elk Grove Boulevard The meeting was held via GoToMeeting teleconference. Chairman Childress called the meeting to order at 7:30 pm and read a statement describing the hearing notification procedure as well as the legal notice. The petitioner, Bryan Berenz (Owner of Record) was sworn in and asked to present his case. The petitioner explained his hardship is that the existing fifteen (15') foot tall garage does not afford sufficient overhead storage to meet his family's needs. The petitioner explained he has four (4) children at home, no basement, and that his family already rents off -site storage. The petitioner and family have explored potentially moving to another community to purchase a house that better meets their storage needs, but they desire to stay within Elk Grove Village. The petitioner proposed to rebuild their existing garage to allow for additional walkable attic storage to enable them to no longer require the burden of off -site storage. Chairman Childress opened the meeting to questions from the board. Member Spragg commented that the picture and design of the proposed garage match the look of the existing home. Member Dohrer felt he would not want to allow the garage height variance request to be permitted as the ZBA and Village Board had spent an inordinate amount of time coming up with appropriate size limits for detached garages. Member Serrano commented that the garage would be proportionate to the size of the existing home. Member Serrano asked if the petitioner received approval for the proposed garage from the neighbors to the north. The petitioner stated that the neighbors, Jeffrey Chesney and Michael Konopka, 501 Bianco Drive, whose house is adjacent to the petitioner's backyard to the north, have no objections to the proposed garage height variation request and have provided a written statement. Member Bookler commented that the proposed garage would be better positioned for car access, as it would be moved further to the east, and that the garage would be proportionate to the existing house. Chairman Childress asked Community Development staff if there are any flat roof garages in town that may better facilitate the storage needs and meet the height allowance for detached garages. Mr. Kozor stated that there are townhomes that have flat roofs over garages. Member Dohrer stated that his concern is that attic space of this size could be used as habitable space. The petitioner responded that he tried to facilitate his storage needs with an attached shed to the existing garage, and he understands that a garage with a larger peak would look out of place if it was amongst single story ranch houses, but feels that the garage would match well with his house. The petitioner believes that a flat roof garage would not be aesthetically pleasing, so he is pursuing a variance to maximize the investment in rebuilding the garage to incorporate his storage needs. Chairman Childress called for the motion. A Motion to DO GRANT a variation request for the petitioner to construct a detached garage with an overall roof height of twenty (20') feet was made by Member Bookler and seconded by Member Serrano. Upon voting (AYES — Bookler, Childress, Serrano, and Spragg.) (NAYES- Colgan, Dohrer, and Kelley.) (ABSTAINED — Jameel.) (ABSENT — Romanski.) The motion carried. Mr. Childress advised the petitioner to contact the Village Clerk and be available for the subsequent Village Board Meeting that will hear his request.
