AUGUST 11, 2020
1. CALL TO ORDER - 7:06 P.M.
PRESENT: Mayor Craig B. Johnson, Trustees Nancy J. Czarnik, Patton L. Feichter,
Jeffrey C. Franke, Sam L. Lissner, Christine K. Prochno, and Stephen F. Schmidt
ABSENT: None.
A Quorum was present.
Also Present: Village Manager Raymond R. Rummel, Village Attorney George B.
Knickerbocker, and Village Clerk Loretta M. Murphy

3. APPROVAL OF MINUTES OF JULY 7, 2020 AND JULY 16, 2020
Motion to approve the Minutes of the Regular Village Board Meeting held on
July 7, 2020 as submitted and dispense with the reading.

4. MAYOR & BOARD OF TRUSTEES' REPORT
Mayor Johnson - The Village Board Meeting Schedule will resume to two meetings a
month with September 8, September 22, October 13 and October 27. Many of the special
events have been cancelled this year due to the Coronavirus but we are hopeful that the
Tree Lighting Ceremony will take place on November 27.
Meetings: May 16 - Virtual meeting with Progressive Rail for an update on upcoming
projects. Special Village Board meeting held on May 16 to select three sponsorship
choices as part of the Makers Wanted Marketing Campaign.
July 30 - Ribbon Cutting for Pet Grooming by Teena, 672 Meacham Road, and HairBNB,
646 Meacham Road.
August 1 - Coffee with the Board.
August 6 - Elk Grove Township Open House at 600 Landmeier.
August 8 - Visitation for Jim Petri, Statesman of the Village. Jim served the community for
over 40 years with honor, dignity, grace and more importantly true love for the
community. He will be sorely missed but never forgotten. The Public Works Facility on
Devon Avenue was named in his honor and was a deserving dedication for everything he
has done for the community. May God Bless his family during this difficult time.
The Village's Fiscal Year begins on May 1 and runs through April 30. The numbers are
not yet finalized but the Village is doing well. Mayor commended the Finance Director on
the financial shape of the Village. The revenues for Elk Grove stores such as Aldi, Jewel,
Walmart and Home Depot were surging during the pandemic. Our business park is the
biggest in the country and very diversified. Many of the businesses are manufacturers
that were deemed essential and remained open during this pandemic. Mayor
commended the Village Manager on the great job the employees have done to keep the
Village running smoothly.

On July 19, the readers of the Daily Herald voted Elk Grove as the "Best Town to Live In".
Census: Census takers will start going door-to-door asking residents to fill out their
census form if they have not done so online. The Census numbers are critical to
determine how much money comes into the community for the next ten years.
Oaths of Office: Chief Mikel asked the following members of the Fire Department to join
him at the podium for Mayor Johnson to administer the Oath of Office.
Lieutenant Brian McVeigh, Lieutenant Michael Foster, Battalion Chief John Lodewyck,
and Deputy Chief Nathan Gac.
Chief Walsh asked the following members of the Police Department to join him at the
podium for Mayor Johnson to administer the Oath of Office.
Sergeant Efren Pelayo, and Commander Sheara Garrison.
Trustee Schmidt - Attended the Elk Grove Township Open House. That building has
served the community for many years as a Public Works building, a Fire Department
building, a Public Works building a second time, and was even the Village Hall at one
point with the courthouse located on the lower level.
Thank you to Chief Walsh and retired Deputy Chief Rose for going to the final phase of
the parole hearing for Patty Columbo and Frank Deluca on July 30. Their presence and
testimony played a significant part in the parole board's decision to deny parole.
Jim Petri was instrumental in getting the first canine unit for the Police Department back
when Trustee Schmidt was a Deputy Chief. The Police Department is going through their
national accreditation this week. This Department has been accredited since 1993 and I
wish them the best of luck on their reaccreditation.
Trustee Prochno - Attended the Elk Grove Township Open House and the design of the
new Food Pantry is similar to a grocery store with built in refrigerators, walk in freezers
and fresh produce. Clients choose the food that they want instead of being handed a bag
of groceries. The Township has built a relationship with Meijer that donates to the Food
Pantry and we thank Meijer for their assistance.
The Farmers Market continues every Saturday from 8:00 a.m. to 1:00 p.m.
Nick Nikola coordinated the 26th annual Elk Grove Salt Creek cleanup that was held on
Saturday, July 11. Approximately 50 volunteers, with the majority being local Scouts
from Troop 95, cleaned out debris from the Creek and picked up trash along the
shoreline. Thank you to all the volunteers. To learn about upcoming events, please visit

Trustee Lissner - Attended the Elk Grove Township Open House. All of the food pantries
in Elk Grove do a marvelous job but the Township gives people some dignity and really
makes it a wonderful experience for the residents.
Trustee Czarnik - Attended the Elk Grove Township Open House and was very surprised
how much they changed the inside.
The annual Frank J. Czarnik/Jim M. Heffern Memorial Scholarship Golf Outing took place
last Friday. Thanks to the generosity of all those that participated, we will offer
scholarships again in 2021.
Trustee Feichter - Meet Chicago Northwest is the tourism organization for Elk Grove and
due to the COVID pandemic; they are looking to sublet their offices in Schaumburg.
The Community Character Coalition Executive Committee met and decided they will not
have the Carnival of Character or Celebration of Culture events this year. The
Community Character Coalition will instead work with the Marine Corps Reserve
collection gifts for their annual Toys for Tots campaign. They will also continue to work
with Packages for Patriots. A food drive will take place on October 3 at the School
District 59 headquarters and the Elk Grove Township location.
Trustee Franke - Oktoberfest is cancelled this year due to the pandemic. We will plan to
have it back again in 2021.
Mayor Johnson announced that the Village Board needs to go back into Executive Session
tonight after the board meeting to finish up one more item.

6. CONSENT AGENDA
a. Elk Grove Village Public Library, 1001 Wellington Avenue - authorization to waive
permit fees for mechanical repairs in the amount of $254.
b. Living Hope Church, 777 Meacham Road - authorization to waive permit fees in the
amount of $634 for the following projects:
• Parking lot maintenance in the amount of $588.
• Electrical work on an existing monument sign in the amount of $46.
c. AMITA Health / Alexian Brothers Medical Center, 800 Biesterfield Road -
authorization to waive permit fees for ADA parking lot updates in the amount of
$1,500.
d. Elk Grove Park District - authorization to waive permit fees in the amount of $99,120
for the following projects:
New clubhouse and maintenance building construction at Fox Run Golf Links, 333
Plum Grove Road in the amount of $98,720.
Outdoor drinking fountain and backflow prevention installation at Fox Run Golf
Links, 333 Plum Grove Road in the amount of $149.
Pavilion emergency generator replacement at 1000 Wellington Avenue in the
amount of $251.
e. Authorization to hold a Public Hearing before the Plan Commission to consider a
petition for Special Use Permit to develop a public dog park with adjoining parking lot
at 614 Perrie Drive.
f. Meet Chicago Northwest Convention Bureau - authorization of payment for FY 2020-
21 annual dues in the amount of $89,311.13.
g. M.E. Simpson Co., Inc., Valparaiso, IN - authorization of a contract for professional
engineering services for a Water Distribution Leak Survey in the amount of $38,610
from the Water and Sewer Fund.
h. TAT Enterprises Inc., Kingston, IL - authorization to increase a construction contract
for the parking lots for Nerge Lift, Huntington Lift, and Greenleaf Pump Stations in the
amount of $7,963.06, for a total amount of $52,937.96.
i. Engineering Resource Associates, Inc., Warrenville, IL - authorization to increase a
professional services contract for design engineering and permitting for the
replacement of the Railroad Culvert over Willow Creek south of Pratt Blvd. in the
amount of $36,613.44, for a total contract amount of $102,986.64 from the Water and
Sewer Fund.
j. A -Lamp Concrete Contractors, Inc., Schaumburg, IL - authorization to award a

construction contract to for storm sewer improvements within the Village rights -of -
way at various locations in the amount of $183,493.20 from the Business Leaders
Forum Fund and the Water and Sewer Fund.
k. 417ront - authorization to enter into contractual sponsorship agreements with the
National Governing Boards of the following groups and funding levels subject to
receiving benefits proposed by the Governing Boards as detailed in their submission
as follows:
• American Track and Field in the amount of $100,000;
• USA Wrestling in the amount of $50,000; and
• USA Triathlon in the amount of $25,000.
1. HR Green, McHenry, IL - authorization to award a professional service agreement to
provide owners representative and staff augmentation/plan check services for the
Biesterfield Fire Station rehabilitation project in the amount of $40,000 from the
Capital Projects Fund.
m. Misfits Construction Company, Chicago, IL - authorization of a construction contract
to the lowest responsive and responsible bidder for the Residential Regulatory Sign
Replacement Program - Zone 1 project in the amount of $588,579.80 from the
Capital Projects Fund.
n. Prime Construction, Inc., Hampshire, IL - authorization to increase a construction
contract to add two (2) additional residential rear yard drainage locations to the
existing Drainage Improvements 2019/2020 Rear Yard contract in the amount of
$60,000 from the Water and Sewer Fund for a total amount of $718,240.
o. Higgins Road Corridor Redevelopment Fund - authorization to increase the Fiscal
Year 2020 budget in the amount of $2,000,000.
p. Adopt Ordinance No. 3671 entitled, "AN ORDINANCE AMENDING VILLAGE CODE
SECTION 6-6-3-7 ENTITLED "POSSESSION OF CANNABIS" AND SECTION 6-6-3-8
ENTITLED "SALE OR DELIVERY OF CANNABIS PARAPHERNALIA" OF CHAPTER 6
ENTITLED "MISCELLANEOUS OFFENSES" OF TITLE 6 ENTITLED "POLICE

AND VILLAGE CLERK TO EXECUTE A PRE -ANNEXATION AGREEMENT
BETWEEN THE VILLAGE OF ELK GROVE VILLAGE AND THE DESIGNATED
OWNERS OF PROPERTY TO BE ANNEXED INTO THE VILLAGE (MCDONALD'S
CORPORATION)"; and
• Ordinance No. 3673 entitled, "AN ORDINANCE ANNEXING AND REZONING

8. PLAN COMMISSION - Village Manager Rummel -
c. PC Docket 20-7 - Petition for a Special Use Permit to operate a religious institution at
1030 Nerge Road.
Special Use Petition submitted by Anjuman Shujaee of North Chicago to allow the
property at 1030 Nerge Road to be used for religious worship and related religious
activities. The Plan Commission had a public hearing on August 3 and unanimously
recommended Village Board approval for the Special Use.

9. ZONING BOARD OF APPEALS - Village Manager Rummel -
a. ZBA Docket 20-4 - A Public Hearing via teleconference for a variation from the Elk
Grove Village Zoning Ordinance as it pertains to permitted locations of fences in
residential zoning districts for property located at 1205 Helen Lane.
The Zoning Board of Appeals had a hearing on July 9 for the petition submitted for a fence
variation at 1205 Helen Lane. The Zoning Board voted unanimously to recommend
Village Board approval for this variation request.
Motion to direct the Village Attorney to prepare the necessary documents for the
fence variation at 1205 Helen Lane.

b. ZBA Docket 20-5 - A Public Hearing for a variation from the Elk Grove Village Zoning
Ordinance as it pertains to permitted locations of fences and pools in residential

The Zoning Board of Appeals had a hearing on July 9 for the petition submitted for a fence
variation as it pertains to the location of a pool. The Zoning Board voted unanimously to
recommend Village Board approval for this variation request.
Motion to direct the Village Attorney to prepare the necessary documents for the
variations at 316 Castle Drive.

10. YOUTH COMMITTEE - Trustee Franke - The Bon Fire in October has been cancelled.
We hope to continue these activities with the splash parties, dances, and the bon fire next
year.
11. BUSINESS LEADERS FORUMS - Trustee Lissner - There were three BLF visits in the
past week with everyone wearing masks, maintaining the social distancing and having
temperatures checks at F45 Training, Axis Warehouse, and Centerpoint.
12. CABLE TELEVISION COMMITTEE - Trustee Lissner - At the July 7 Board Meeting
there were three new Xfinity channels mentioned: Recipe TV, JusticeCentral TV, and
Comedy TV. The three channels are available for an extra fee.
13. HEALTH & COMMUNITY SERVICES - Trustee Czarnik - The Blood Drive on
Saturday, July 11, resulted in 39 units of blood drawn. Thank you to everyone that
donated.
14. INFORMATION COMMITTEE - Trustee Lissner - The new website features a daily
segment on EGTV at 2:00 p.m. and 6:00 p.m. called Elk Grove Update. The segment gives
updates to residents that may not use a computer to stay current on Village news.
15. RECYCLING & WASTE COMMITTEE - Trustee Feichter - There will be a Document
Destruction and Electronics Recycling Event on August 29 from 9:00 a.m. to 12:00 p.m. at
the James Paul Petri Public Works Facility on Devon Avenue. The Paint and Oil Recycling
Event will be on September 12 at the same location also from 9:00 a.m. to 12:00 p.m.
Please remember that residents can dispose of medication safely in a secured receptacle
located outside Police IC and household batteries can be recycled in a collection bin near
the Community Development counter.

18. JUDICIARY, PLANNING AND ZONING COMMITTEE - Trustee Prochno - No Report.
19. CAPITAL IMPROVEMENTS COMMITTEE - Trustee Czarnik - Construction
continues with the pedestrian improvements on Meacham Road and Biesterfield Road.
The roadway improvements for Vermont Drive, Newberry Drive and Gibson Drive
continues that includes pavement, curb and sidewalk rehabilitation. The paving and final
roadway service in the Ruskin Drive area is completed. All streets in this year's
resurfacing program have also been completed. The landscape restoration and clean up
work as well as the pavement markings and installation of thermoplastic crosswalks will
continue.
20. AIRPORT UPDATE - Mayor Johnson - There is a SOC meeting tomorrow morning to
reiterate the runway rotation plan.
21. MID -SUMMER CLASSICS CONCERT SERIES UPDATE - Mayor Johnson - The concert
lineup remains the same for 2021: July 4 - Daughtry; July 13 - KC & the Sunshine Band;
July 20 - Loverboy; and July 27 - The Beach Boys
22. SPECIAL EVENTS COMMITTEE - Mayor Johnson - Tentatively the Tree Lighting
Ceremony.
23. LIQUOR COMMISSION - Mayor Johnson - No Report.
24. REPORT FROM VILLAGE MANAGER - Raymond Rummel - No Report.
25. REPORT FROM VILLAGE CLERK - Lorrie Murphy - Elk Grove will be an Early Voting
site for the November election.
