ACCOUNTS PAYABLE WARRANT: SEPTEMBER 22, 2020 $1,270,970.63 6. CONSENT AGENDA a. Consideration of a request from the Kenneth Young Center, 1001 Rohlwing Road, to waive permit fees for interior alterations in the amount of $925. (It has been past practice of the Village Board to grant fee waivers for governmental and non-profit organizations. (The Director of Community Development recommends approval.) b. Consideration of a request from the Elk Grove Park District to waive the permit fees for the installation of a temporary clubhouse trailer at Fox Run Golf Links, 333 Plum Grove Road, in the amount of $2,063.50. (It has been past practice of the Village Board to grant fee waivers for governmental and non-profit organizations. (The Director of Community Development recommends approval.) c. Consideration to award a professional service contract to Engineering Enterprises, Inc. of Sugar Grove, IL, for assistance to meet United States Environmental Protection Agency required Water System Risk and Resilience Assessment for the amount of $50,034 from the Water & Sewer Fund. (A proposal was solicited from Engineering Enterprises, Inc. (EEI) of Sugar Grove, IL for professional services for assistance in meeting United States Environmental Protection Agency (US EPA) required Water System Risk and Resilience Assessment Page 1 of 4 (The US EPA requires all Community Water Supplies serving Populations greater than 3,300 to conduct an assessment of the risk to, and resilience of, its water system (EEI will provide services to conduct stakeholder workshops, preform assessments of our SCADA system, and perform an assets and threat characterization in accordance with American Water Works standards. (The Director of Public Works recommends approval.) d. Consideration to award a construction contract to the lowest responsive and responsible bidder, Green Demolition Contractors, Inc. of Chicago, IL for demolition and site restoration at 1932 E. Higgins Road, in an amount not to exceed $91,500 from the Capital Projects Fund. (On Thursday, September 10, 2020, the Village opened sealed bids for the Demolition and Site Restoration Project located at 1932 E. Higgins Road. (A total of sixteen (16) contractors obtained bid documents and eight (8) bids were submitted. (The lowest responsive and responsible bid was received from Green Demolition Contractors, Inc. of Chicago in the amount of $91,500. (Adequate funds are available in the Capital Projects Fund. (The Director of Community Development recommends approval.) e. Consideration of the following: • To authorize payment to the Regent O'Hare, L.L.C. for the grant of a permanent easement for the purpose of constructing a Village water main along Higgins Road in the amount of $10,900 from the Water/Sewer Fund; and • To authorize payment to the Edessa Holdings, L.L.0 for the grant of a permanent easement for the purpose of constructing a Village water main along Higgins Road in the amount of $70,000 from the Water/Sewer Fund. (The Village has requested a permanent easement from two parcels for the water main extension along IL Rte. 72 (Higgins Road) from Oakton to approximately 1,200 feet south. (The Director of Public Works recommends that a payment of $10,900 be made to Regent O'Hare, LLC and a payment of $70,000 be made to Edessa Holdings, LLC. PC Docket 20-8 - A request for a Public Hearing to consider a petition submitted by Love's Travel Stops & Country Stores, Inc. to modify an approved site plan by requesting a variation from Section 3-7:E(3)(b) of the Elk Grove Zoning Ordinance for property located at 1900 Busse Road. (PH 09-28-2020) b. PC Docket 20-9 - A request for a Public Hearing to consider a petition submitted by the Elk Grove Park District for a Special Use Permit to permit the development of a public dog park and associated parking lot in an A-2 Multiple -Family Residence District for property located at 614 Perrie Drive. PC Docket 20-10 -A request for a Public Hearing to consider Text Amendments of the Zoning Ordinance regarding Fence and Landscaping Requirements and Restrictions for single family residences which abut major arterial streets.
