REGULAR VILLAGE BOARD MEETING
SEPTEMBER 8, 2020
1. CALL TO ORDER - 7:07 PM
PRESENT: Mayor Craig B. Johnson, Trustees Nancy J. Czarnik, Patton L. Feichter,
Jeffrey C. Franke, Sam L. Lissner, Christine K. Prochno, and Stephen F. Schmidt
ABSENT: None.
A Quorum was present.
Also Present: Village Manager Raymond R. Rummel, Village Attorney George B.
Knickerbocker, and Village Clerk Loretta M. Murphy

3. APPROVAL OF MINUTES OF AUGUST 11, 2020
Motion to approve the Minutes of the Regular Village Board Meeting held on
August 11, 2020 as submitted and dispense with the reading.

4. MAYOR & BOARD OF TRUSTEES' REPORT
Mayor Johnson - We are back to the regular meeting schedule with two meetings in
September, two meetings in October, one meeting in November and one meeting in
December. On August 13, Mayor and Trustee Feichter met with the Bulgarian Consulate
General, Ivan Anchev, who is finished with his term here and moving back to Bulgaria.
On August 20, Mayor met with Kaylyn Ahn, the local high school student that organized a
protest in Elk Grove a few months ago, to answer some follow-up questions.
On August 27, Mayor attended a Fire Demonstration at the Fargo Fire Station to test some fire
extinguisher balls that proved to be not very effective.
Staff is continuing to look at rear yard drainage, front yard/sidewalk drainage issues, and
street conditions for the long term. Tonight's Consent Agenda has an item for the next phase
of the program, which is a study of front and sidewalk drainage. Once that is completed, a
comprehensive package will be presented to the board after the new year that will set this
Village up for roads, rear yard drainage, front yard drainage, and sidewalks. This information
will coincide with our long-term 2025-infrastructure improvement plan.
Oaths of Office: Our prayers go out to the family with the passing of Larry Dohrer who served
on our Zoning Board of Appeals. Donato Latrofa submitted an application to the Village and
has accepted the offer to serve on the Zoning Board of Appeals. Mayor Johnson administered
the oath of office.
Business Update: The Village is doing great financially and we are strong as a community. The
Elk Grove business park was named one of the top 3 industrial parks in the United States by
the Business Facilities Magazine. Microsoft has started to build in the Elk Grove Technology
Park and staff recently met with their outreach representative that is looking for ideas for
Microsoft to get involved in the community. The Town Center has a PPE store opening up
near Planet Fitness and a Dollar Tree will fill another vacancy in the shopping center.
Another item on tonight's agenda is Love's Travel Stops that will meet with the Plan
Commission for a variation.
The census numbers for survey responses are over 84% for Elk Grove Village. The census is
very important for the community to receive money from the state and the county.
The Village is doing well with the Coronavirus pandemic. Our leadership has been on the
front edge of this pandemic to ensure proper social distancing is maintained and masks are
worn. A decision will be made in the next couple of weeks pertaining to Halloween and the
Pagel of 5
Tree Lighting Ceremony. Modifications may need to be made if we are able to continue these
events.
Mayor announced that he will run again for re-election as Mayor of Elk Grove in April 2021.
Trustees Feichter, Prochno and Franke all announced that they will also run for re-election as
Trustee for Elk Grove Village.
Trustee Schmidt - Friday is the 191h anniversary of the 9/11 attacks on our country and we
ask that all citizens take a few moments to think about the civilian victims who lost their lives,
the first responders that responded to the scene, and finally those in the military who went to
fight the war against terrorism giving the ultimate sacrifice and the families.
Trustee Prochno - The Farmers Market continues through October every Saturday from 8:00
a.m. to 1:00 p.m. on the Village Green.
Trustee Lissner - The Document Destruction and Electronics Recycling event went very well
on Saturday.
Trustee Czarnik - While meeting friends by the Farmers Market on Saturday, with social
distancing and wearing masks, it was very enjoyable to see so many children using the new
swing on the Village Green.
Trustee Feichter - Accomplishments were discussed at the last Friends of Cycling meeting
with the work being done on Biesterfield Road and the future plans for projects such as a
bridge over Clearmont and a bike path going under I-290. Grants are being applied for to help
fund these projects.
Friends of Cycling also had a bike drive at the Library and collected 80 used bikes to be
donated to West Town Bikes in Chicago to assist those in need.
Dr. Homan from Elk Grove Family Dental (8 E. Devon Avenue) held a Free Dental Day on
Friday, August 28, from 8:00 a.m. to 5:00 p.m. for those residents that may not have access to
regular dental care. Approximately 80 people were treated totaling approximately $30,000
worth of free dental care.
The Community Character Coalition will sponsor a food drive for the Elk Grove Food Pantries
on Saturday, October 3, from 10:00 a.m. and 1:00 p.m. at two locations - Elk Grove Township
Administration Building and the CCSD59 Administration Building.
Trustee Franke - Reminded everyone that Oktoberfest in Elk Grove has been cancelled for
this year due to the pandemic but we will try to bring it back in 2021.
5. ACCOUNTS PAYABLE WARRANT:

Payable Warrant in the amount of $937,037.61.

6. CONSENT AGENDA
a. Authorization to waive permit fees for the Elk Grove Park District in the amount of $15,829
for the following projects:
• Park renovations and improvements at Hattendorf Park, 225 E. Elk Grove Boulevard, in
the amount of $12,510;
• Water feature replacement at the Pavilion Aquatics Center, 1000 Wellington Avenue, in
the amount of $569;
• Demolition of the clubhouse and maintenance facility at Fox Run Golf Links, 333 Plum

Grove Road, in the amount of $875; and
• Demolition of the building and installation of a sidewalk at the former Township
Daycare building, 711 Chelmsford Road, in the amount of $1,875.
b. Authorization to hold a Public Hearing before the Plan Commission to consider the petition
of Love's Travel Stops & Country Stores, Inc. to request a variation from parking
regulations and modify the approved site plan for the Special Use Permit to operate a
fueling station at 1900 Busse Road.
c. Award a purchase contract through the National Purchasing Partners Fire Rescue GPO
Contract to FAAC, Inc. of Ann Arbor, MI for the purchase of a pump operations panel
simulator in an amount not to exceed $69,200 from the Foreign Fire Fund.
d. Authorization to award a professional service contract to Engineering Enterprises, Inc. of
Sugar Grove, IL for engineering services for the Residential Regulatory Sign Replacement
Program (Phases 2 - 4) in the amount of $64,122 from the Capital Project Fund.
e. Authorization to award a professional services contract with Baxter & Woodman of Crystal
Lake, IL for Professional Engineering Services to perform a residential Sidewalk Condition
Inventory Study in the amount of $54,100 from the Capital Project Fund.
f. Authorization to increase the contract with Davis Tree Care and Landscape Inc. of Forest
Park, IL for the 2020 Parkway Tree Maintenance by $50,000.00 for a total contract amount
of $165,574.32.
g. Authorization of a professional service contract to the lowest responsive and responsible
bidder Insituform Technologies USA, LLC of Chesterfield, MO for the 2020 CIPP Sanitary
Sewer Rehabilitation (Basins 1, 8, 10, 19 (Partial) ) project in the amount of $755,226.90
from the Water & Sewer Fund.
h. Authorization to increase the construction contract with Martam Construction, Inc., of
Elgin, IL for the Median Enhancement - Rohlwing Road (IL Route 53) project in the amount
of $26,965.60 for a total contract amount of $1,186,588.60 from the Capital Project Fund.
i. Authorization to increase the 2020 Village -Wide Concrete Replacement Program
construction contract with Strada Construction Company of Addison, IL for additional
concrete replacement within the Village right-of-way in the amount not to
exceed $165,000 for a total contract amount of $338,200 from the Capital Project Fund.
j. Concur with prior authorization to waive the formal bidding procedures and award a
professional service contract to PIRTEK O'Hare of Elk Grove, IL for emergency repairs to
the Busse Woods Dam in the amount of $48,553.40 from the Water and Sewer Fund.
k. Authorization of a construction contract to the lowest responsive and responsible bidder
Water Well Solutions, of Elburn, IL for the Well Number 2 Rehabilitation project in the
amount of $245,882.50 from the Water & Sewer Fund.
1. Adopt Ordinance No. 3675 entitled, "AN ORDINANCE GRANTING A SPECIAL USE PERMIT
WITH VARIATIONS OF THE ZONING ORDINANCE TO CONSTRUCT A CELLULAR

The next visits is scheduled for September 16 - Country Inn & Suites, September 28, Merx
Global. Today Enclave restarted their Makers Wanted program via Zoom and on September
16 the Masterclass will have a presentation by Dr. George Vukotich entitled Rethinking
Mentoring and Being Mentored in an Era of Social Distance.
12. CABLE TELEVISION COMMITTEE - Trustee Lissner - Comcast made an agreement to
have the Cubs games on Marquee Sports Network. There is a slight price increase of
approximately $6 a month.
13. HEALTH & COMMUNITY SERVICES - Trustee Czarnik - A Caring Place is a respite
program held at Christus Victor Church and they are doing a Zoom outreach for the
participants to remain active and keep in touch.

15. RECYCLING & WASTE COMMITTEE - Trustee Feichter - The Saturday, August 29,
Document Destruction & Electronics Recycling Event went well. A total of 902 cars were
served as part of this event. The Paint and Oil Recycling Event will be this Saturday,
September 12, at the James Paul Petri facility from 9:00 a.m. to 12:00 p.m.
The Simple Recycling by Waste Zero textile recycling program was launched this week.
Residents in single-family homes will receive an orange bag with instructions on how to
recycle textiles to be picked up by the curb on their designated garbage day.
16. PARADE COMMITTEE - Trustee Czarnik - The 2020 parade has been cancelled. The
parade next year will be held on September 18, 2 02 1.

20. AIRPORT UPDATE - Mayor Johnson - A SOC meeting was two weeks ago and the
communities are working together with JDA and are in agreement to spread the noise impact
throughout the airport region.
21. MID -SUMMER CLASSICS CONCERT SERIES UPDATE - Mayor Johnson - The concert
lineup for 2021 will be: July 4 - Daughtry; July 13 - KC & the Sunshine Band; July 20 -
Loverboy; and July 27 - The Beach Boys.
22. SPECIAL EVENTS COMMITTEE - Mayor Johnson - Possibly the Tree Lighting Ceremony.

25. REPORT FROM VILLAGE CLERK - Lorrie Murphy - Early Voting begins at Village Hall on
October 19 through November 2. The hours are Monday through Friday from 8:30 a.m. to
7:00 p.m., and Saturday and Sunday from 9:00 a.m. to 5:00 p.m. There will be a Ballot
Dropbox inside the Early Voting room for voters to drop off their ballots if they do not want to
mail them. Ballots can ONLY be dropped off at an Early Voting site - the Village Hall counters
cannot accept ballots.
