Johnson, Trustees Nancy J. Czarnik, Patton L. Feichter, Jeffrey C. Franke, Sam L. Lissner, Christine K. Prochno, and Stephen F. Schmidt ABSENT: None. A Quorum was present. Also Present: Village Manager Raymond R. Rummel, Village Attorney George B. Knickerbocker, and Village Clerk Loretta M. Murphy 2. PLEDGE OF ALLEGIANCE INVOCATION - Pastor Leandro Nogueira, Village Point Church 3. APPROVAL OF MINUTES OF SEPTEMBER 8, 2020 - Motion to approve the Minutes of the Regular Village Board Meeting held on September 8, 2020 as submitted and dispense with the reading. Moved by Trustee Czarnik Seconded by Trustee Lissner VOICE VOTE MOTION CARRIED 4. MAYOR & BOARD OF TRUSTEES' REPORT Mayor Johnson - Recorded a taping on September 10 with USA Wrestling Federation and USA Track & Field in preparation of the sponsorship materials, which also includes USA Triathlon for the upcoming Olympics. Mayor participated in a Zoom meeting with Girl Scouts from Unit #406 that were working on their Democracy badge. The last new runway at O'Hare is scheduled to open on November 4. This runway is longer to accommodate the larger jets, which will create more noise. Mayor is Chairman for the Suburban O'Hare Commission (SOC) that includes some of the communities surrounding the airport. SOC is working with the City of Chicago on nighttime flight rotations to try to minimize the impact of the airplanes between 11:00 p.m. and 6:00 a.m. The purpose of the rotation plan is to distribute the noise evenly and provide some relief to the surrounding communities. Click It or Ticket - The Police Department held another successful Click It or Ticket enforcement mobilization during Labor Day weekend. This enforcement is coordinated through the National Highway and Traffic Safety Administration. Student Invention - The Daily Herald had an article in the paper about a graduate from Elk Grove High School in the Class of 2008. Igor Karlicic and another student from Northwestern University invented a state-of-the-art football -passing machine. The machine is attractive to the pros during this COVID pandemic because it allows a player to practice catching on their own. Congratulations! Mayor thanked Paul Petzold for calling the Village to let us know the great job the crews were doing on the drainage work in his yard. Elk Grove Cares Program - Addiction is up slightly during the pandemic. Mayor reminded residents that the Elk Grove Cares Program is available for anyone that may need help with an addiction. Someone will stay with you until you get into a rehab center and will make sure that you receive the help that you need to get through these difficult times. Makers Wanted Ad Campaign - The Makers Wanted Bahama's Bowl ad campaign is a finalist for a national recognition in advertising excellence. The Hashtag Sports Awards will be announced next Page 1 of 4 month during a virtual awards ceremony. The category is "Most Creative Sponsorship" for the Village thinking outside the box with this unique sponsorship. Love's Travel Stops became interested in Elk Grove after seeing the ad campaign while watching the Bowl game. Love's will be coming soon after one final adjustment from IDOT that needs to go before the Plan Commission. Halloween - Elk Grove Village will have Trick or Treating this year. The hours will be from 3:00 p.m. to 7:00 p.m. since it is on a Saturday. Residents are asked to follow a few guidelines to keep everyone safe as follows: 1) All Trick or Treaters need to wear a facemask; 2) The participating household is strongly encouraged to wear a mask and gloves when opening the door to hand out candy; 3) All treats should be sealed and wrapped. We ask that the homeowner place the candy in each bucket to avoid spreading germs. If anyone is uncomfortable participating this year, the October newsletter will -arrive in the mail the second week of October and will have an insert with a removable sign that residents can place in the window. The GREEN side will say "Trick or Treaters Welcome - Face Covering Required for Candy" and the RED side will say "NO Trick or Treaters Please - Have a Safe & Happy Halloween - See You Next Year". Social distancing should be maintained to ensure a safe Halloween. Tree Lighting - The Tree Lighting Ceremony has not yet been cancelled. Leaf Pickup Schedule Correction - The last newsletter had an error on the leaf collection schedule. The calendar dates are correct but the day of the week did not correspond with the date. The information has been updated on the website and on social media. The corrected schedule will appear in the October newsletter. Former Phoenix Club on Higgins Road - The property for the former Phoenix Club was bought by a gentleman about 2-3 years ago. The previous owner closed the club down long before the Village was involved. A few months ago, the owner reached out to the Village to see if there was any interest to purchase the property. There were a lot of issues with the building and the previous owner decided to close it down. Trustee Lissner - Stated that his daughter, son in law and their puppy were staying with them in between homes. After walking the dog, his daughter made a point to tell him that the people in Elk Grove are much friendlier than the town where she just moved. Trustee Prochno - The Farmers Market continues through October 24 every Saturday from 8:00 a.m. to 1:00 p.m. on the Village Green. Trustee Schmidt - In regards to the O'Hare Expansion, Fox News had a segment recently that talked about O'Hare having financial issues so the project may go on now until 2028. Trustee Czarnik - No Report. Trustee Feichter - The Community Character Coalition will sponsor a food drive for the Elk Grove Food Pantry on Saturday, October 3, from 10:00 a.m. and 1:00 p.m. at two locations - the Elk Grove Township Administration Building and the CCSD59 Administration Building. Trustee Franke - No Report. 5. ACCOUNTS PAYABLE WARRANT: Motion to authorize payment of invoices as shown on the September 22, 2020 Accounts Payable Warrant in the amount of $1,270,970.63. Moved by Trustee Czarnik Second by Trustee Lissner AYES: Trustees Feichter, Franke, Lissner, Prochno, Schmidt, Czarnik NAYS: None MOTION CARRIED 6. CONSENT AGENDA a. Authorization to waive permit fees for Kenneth Young Center,1001 Rohlwing Road, for interior alterations in the amount of $925. b. Authorization to waive permit fees for Elk Grove Park District for a temporary clubhouse trailer at Fox Run Golf Links, 333 Plum Grove Road, in the amount of $2,063.50. c. Award a professional service contract to Engineering Enterprises, Inc. of Sugar Grove, IL, for assistance to meet United States Environmental Protection Agency required Water System Risk and Resilience Assessment for the amount of $50,034 from the Water & Sewer Fund. d. Award a construction contract to the lowest responsive and responsible bidder, Green Page 2 of 4 Demolition Contractors, Inc. of Chicago, IL for demolition and site restoration at 1932 E. Higgins Road, in an amount not to exceed $91,500 from the Capital Projects Fund. e. Authorization of the following: • payment to the Regent O'Hare, L.L.C. for the grant of a permanent easement for the purpose of constructing a Village water main along Higgins Road in the amount of $10,900 from the Water/Sewer Fund; and • payment to the Edessa Holdings, L.L.0 for the grant of a permanent easement for the purpose of constructing a Village water main along Higgins Road in the amount of $70,000 from the Water/Sewer Fund. Mayor asked if there were any questions from the Board or anyone in the audience. Motion to approve Consent Agenda items a. through e. PLAN COMMISSION - Village Manager Rummel - No items for discussion under the Plan Commission. 9. ZONING BOARD OF APPEALS - Village Manager Rummel - ZBA Docket 20-6 pertains to permitted locations of fences in residential zoning districts on property located at 501 Stonehaven Avenue. A petition was submitted by the homeowner at 501 Stonehaven for a replacement fence. The Zoning Board of Appeals heard the request from the homeowner and they voted 5-0 to recommend that the Village Board grant a variation for the replacement fence. The petitioner was present. Motion to direct the Village Attorney to prepare the necessary documents for the fence variation at 501 Stonehaven Avenue. Moved by Trustee Lissner VOICE VOTE MOTION CARRIED Second by Trustee Czarnik Mayor stated that the petitioner does not need to be present at the next meeting where the ordinance will be adopted and can start the permitting process. ZBA Docket 20-7 pertains to permitted locations of fences in residential zoning districts on property located at 610 Hudson Court. A petition was submitted by the homeowner at 610 Hudson Court to replace a fence. Petitioner is seeking to install a four (4') foot high open type fence which will extend to the street side property line along Biesterfield Road. The fence will replace an existing four (4') foot high split rail fence in the same location. The Zoning Board of Appeals heard the petitioners request and accepted input from several neighbors with 5 neighbors in support and 1 neighbor objecting to the variation. Upon further review, the Zoning Board of Appeals voted 5-0 that the'Village Board grant the variation. Motion to direct the Village Attorney to prepare the necessary documents for the fence variation at 610 Hudson Court. YOUTH COMMITTEE - Trustee Franke - Thank you to Robert Stanislowski, one of the winners of the scholarship awards this year, for writing a very nice thank you card to the committee. 11. BUSINESS LEADERS FORUMS - Trustee Lissner - The following Ambassador visits took place: September 16 - Country Inn & Suites,1160 W. Devon Ave.; September 21- Frank Cooney Co., 700 Touhy Ave. Upcoming meetings are scheduled as follows: September 23 - Dexter Magnetic Technologies,1050 Morse Ave.; September 28 - Merx Global, 1454 Elmhurst Rd.; September 30 - Miracapo Pizza Company, 2241 Pratt Blvd.; October 5 - Oldcastle BuildingEnvelope, 2901 Lively Blvd.; October 6 - Black Box Corporation,1850 Jarvis Ave.; October 14 - White Racker, 420 Lively Page 3 of 4 Blvd.; and October 19 - Awnings by Zip Dee, 96 Crossen Ave. There was a Business Leaders Forum virtual meeting to discuss possible street signs in the Village. A prototype is up at Touhy & Busse and Arthur & Busse that shows the address numbers on the street sign to assist truck drivers. 12. CABLE TELEVISION COMMITTEE - Trustee Lissner - No Report. 13. HEALTH & COMMUNITY SERVICES - Trustee Czarnik - No Report. 14. INFORMATION COMMITTEE - Trustee Lissner - No Report. 15. RECYCLING & WASTE COMMITTEE - Trustee Feichter - The Village had a successful Paint and Oil Recycling Event on Saturday, September 12, where 650 cars participated. The first week of the Simple Recycling textile -recycling program went well with 100 people participating. A total of 12,745 pounds were collected for recycling. Please remember to put the orange bags out in the morning of your scheduled garbage pickup. 16. PARADE COMMITTEE - Trustee Czarnik - No Report. 17. PERSONNEL COMMITTEE - Trustee Franke - No Report. 18. JUDICIARY, PLANNING AND ZONING COMMITTEE - Trustee Prochno - No Report. 19. CAPITAL IMPROVEMENTS COMMITTEE - Trustee Czarnik - This week work begins on various concrete repairs to sidewalks, curbs and entrance aprons around the Village. Crews plan on starting this Village -wide effort with the removal of concrete throughout the middle of the week and replacement prior to the weekend. It will take approximately 4 weeks to complete. 20. AIRPORT UPDATE - Mayor Johnson - No Report. 21. MID -SUMMER CLASSICS CONCERT SERIES UPDATE - Mayor Johnson - The concert lineup for 2021 will be: July 4 - Daughtry; July 13 - KC & the Sunshine Band; July 20 - Loverboy; and July 27 - The Beach Boys. 22. SPECIAL EVENTS COMMITTEE - Mayor Johnson - Halloween & Tree Lighting Ceremony. 23. LIQUOR COMMISSION - Mayor Johnson - No Report. 24. REPORT FROM VILLAGE MANAGER - Raymond Rummel - No Report. 25. REPORT FROM VILLAGE CLERK - Lorrie Murphy - Early Voting will be at Village Hall beginning October 19 through November 2. The hours are Monday through Friday from 8:30 a.m. to 7:00 p.m. and weekends from 9:00 a.m. to 5:00 p.m. There will be a secured ballot drop box located in the Early Voting room. 26.
