6. CONSENT AGENDA
a. Consideration to award a professional service contract to HR Green of McHenry, IL
for engineering design, construction, and bidding services for the Rehabilitation of Touhy
and Route 83 Lift Stations in the amount of $135,044 from the Busse -Elmhurst TIF Fund.
(A proposal was solicited from HR Green of McHenry, IL for Engineering Design and
Construction Services, which include: survey, develop contract plans and specifications,
permitting, and construction oversight to rehabilitate the Touhy and Route 83 Lift
Stations.
(The current lift stations have exceeded their useful life expectancy and are in need of
major rehabilitation.
(The proposed rehabilitation will ensure reliable sanitary services and decrease
maintenance costs associated with maintaining an aging lift station.
(The Director of Public Works recommends approval.)
b. Consideration to award a purchase contract through the Sourcewell Purchasing
Cooperative to TransChicago Truck Group of Elmhurst, IL for the purchase of a
Freightliner Dump Truck with plow & spreader in an amount not to exceed $175,000 from
the Water & Sewer Fund.
(Funds have been allocated in the FY2021 Budget to replace truck 816, a 2006

International 7400, due to excessive age and wear.
(The Freightliner Dump Truck with plow & spreader is available through the SourceWell
Purchasing Cooperative from TransChicago Truck Group of Elmhurst, IL in the amount
not to exceed $175,000. Adequate funds are available in the Water & Sewer Fund.
(The Director of Public Works recommends approval.)
c. Consideration of the following:
To award a professional services contract to Arthur J. Gallagher for the
administration of the self -insured liability plan in the amount of $65,000;
To award a professional services contract to CCMSI for the administration of the
third party claims in the amount of $5,258; and
To approve the Liability Insurance Premiums submitted by Arthur J. Gallagher
Risk Management Services (AJG) at a premium level as determined for the
following coverage in the amount of $597,886:
General Liability, Auto Liability, Public Officials Liability, Law Enforcement Liability,
Property, Environmental, and Fiduciary Pension Fund Insurance.
(In September 2018, the Village joined the Suburban Liability Insurance Pool (SLIP)
along with Buffalo Grove, Highland Park, and Hoffman Estates.
(AJG solicited quotes and prepared a proposed insurance package for the policy period of
January 1, 2021 to December 31, 2022.
(AJG requested competitive bids to obtain optimal coverage at the lowest cost during this
hard insurance market.
(The Director of Finance recommends approval.)
d. Consideration of the following:
To adopt Ordinance No. 3688 authorizing the Levy and Collection of Taxes for the
Corporate and Municipal purposes of the Village of Elk Grove Village for the
Fiscal Year beginning May 1, 2021 and ending April 30, 2022; and
To adopt Ordinance No. 3689 abating a portion of the 2020 Property Taxes Levied
for certain taxable General Obligation Bonds, Series 2013, of the Village of Elk
Grove Village; and
To adopt Ordinance No. 3690 abating a portion of the 2020 Property Taxes Levied
for certain taxable General Obligation Bonds, Series 2017, of the Village of Elk
Grove Village.
(This will be the 14th consecutive year that the Village Board will be holding the line on
property taxes for the general fund and debt service fund.
(The Village General & Debt request increase is 0% and the Library request increase is
2.3%.
(The 2020 Property Tax Ordinance in the amount of $32,028,682 includes the
Library. Ordinances abating $6,354,995 are included, thus reducing the net levy to
$25,673,687.

(The Tax Levy Ordinance must be approved by the Mayor & Board of Trustees and filed
by the Village Clerk with the County Clerks of Cook and DuPage on or before the last
Tuesday in December in accordance with State Statutes.
(The Director of Finance recommends approval.)
e. Consideration to adopt Ordinance No. 3691 amending Position Classification and Salary
Plan of the Village of Elk Grove Village (Maintenance Workers -Public Works
Department).
(This ordinance amends the Position Classification and Salary Plan adding one (1)
Maintenance Worker on a temporary basis to the Public Works Department.)
f. Consideration to adopt Resolution No. 78-20 authorizing the Mayor to execute a Letter of
Receipt stipulating the terms of an agreement for an application seeking a Cook County
Class 6B Property Tax Exemption status pursuant to the Cook County Real Property
Classification Ordinance as amended July 27, 2018 for certain real estate located at 1717
Busse Road.
(The Law Offices of Madigan and Getzendanner, on behalf of Duke Realty, is seeking a
Cook County Class 6B property tax exemption for 1717 Busse Road.
(Duke Realty intends to lease the building to Signode Industrial Group.
(With over $2 billion in revenue, 80+ manufacturing facilities across 6 continents and over
7,000 employees worldwide, Signode is a leading manufacturer of a broad spectrum of
transit packaging consumables, tools, software, and equipment that optimizes end -of line
packaging operations and protects products in transit.
(Signode intends to invest approximately $15 million into the 253,000 square foot 16 year
old facility to transform the former warehouse into their U.S. corporate headquarters.
Signode will completely renovate the interior of the building to create an international
research and development center, a training center, a showroom for their packaging
equipment, and corporate offices. Signode will also complete exterior improvements to the
fagade and landscaping.
(Signode intends to bring 255 jobs to the new building. Jobs will come from their current
facility in Glenview, IL, and from Pennsylvania.
(The eligibility requirements for 6B status are new construction, substantial renovation or
buildings that have been vacant for a period of time. This site qualifies under the Cook
County CREEM 6B incentive program as it involves vacancy for less than twelve (12)
months with no purchase for value and significant rehabilitation.
(Property approved for Class 6B status allows the owner of the property to have the
assessment level lowered for a period of twelve years. The assessment schedule is 10% of
fair market value for ten years then 15% in the eleventh year and 20% in the twelfth
year. Industrial property is currently assessed at 25% of fair market value in Cook
County.
(Upon approval, the Director of Business Development and Marketing will issue a Letter
of Receipt to the Applicant. The Letter of Receipt will allow the Applicant to file an
application with Cook County. Final approval is at the discretion of the Village Board and
contingent with the Applicant completing the improvements stated in their application.
(The Director of Business Development and Marketing recommends issuing a Letter of

Receipt.)
g. Consideration to adopt Resolution No. 79-20 authorizing the Mayor and Village Clerk to
execute an agreement between the Village of Elk Grove Village and the Suburban Bus
Division (PACE) of the Regional Transportation Authority (Dial -a -Ride).
(Estimated Village expenses for the Dial -a -Ride program are $217,587 in 2021.
(The terms of this year's Agreement have not been significantly modified in comparison to
previous years.)
h. Consideration to adopt Resolution No. 80-20 authorizing the Mayor and Village Clerk to
execute an Intergovernmental Agreement between the Elk Grove Township Road District
and the Village of Elk Grove Village.
(The Elk Grove Township Road District is seeking an Intergovernmental Agreement to
purchase road salt from the Village of Elk Grove Village for the 2020/2021 winter
season.
(Elk Grove Township Road District maintains unincorporated roadways in the Village and
various other communities in the northwest suburbs.
(Elk Grove Township Road District is requesting to purchase approximately 200 tons of
road salt from the Village for the upcoming winter season.
(Elk Grove Township Road District agrees to pay the Village $55 per ton for untreated
road salt consumed during the 2020/2021 winter season.
(The agreement concludes at the end of the 2020/2021 winter snow season or April 30,
2021, whichever is sooner.
(The Director of Public Works recommends approval)
i. Consideration to adopt Resolution No. 81-20 accepting the results of the canvass
conducted by the canvassing board of the Cook County Clerk's Office of the votes of the
Presidential General Election for an Advisory Referendum held on Tuesday, November 3,
2020 and proclaiming the results.
(A General Advisory Referendum regarding Video Gaming locations was placed on the
ballot for the November 3, 2020 Presidential General Election.
(This Resolution accepts the results of the canvass conducted by the canvassing board of
the Cook County Clerk's Office stating that the voters would like the Village to limit the
number of video gaming locations in the Village.)
j. Consideration to adopt Resolution No. 82-20 accepting the results of the canvass
conducted by the canvassing board of the Cook County Clerk's Office of the votes of the
Presidential General Election for an Advisory Referendum held on Tuesday, November 3,
2020 and proclaiming the results.
(A General Advisory Referendum regarding the upcoming residential waste and recycling
agreement was placed on the ballot for the November 3, 2020 Presidential General
Election.
(This Resolution accepts the results of the canvass conducted by the canvassing board of

the Cook County Clerk's Office stating that the voters would not like the Village to charge
an increased rate for unlimited yard waste collection in lieu of yard waste stickers.)
k. Consideration to adopt Resolution No. 83-20 accepting the results of the canvass
conducted by the canvassing board of the Cook County Clerk's Office of the votes of the
Presidential General Election for an Advisory Referendum held on Tuesday, November 3,
2020 and proclaiming the results.
(A General Advisory Referendum pertaining to the sale of adult use recreational cannabis
was placed on the ballot for the November 3, 2020 Presidential General Election.
(This Resolution accepts the results of the canvass conducted by the canvassing board of
the Cook County Clerk's Office stating that the voters would like the Village to authorize
the sale of adult use recreational cannabis (marijuana) within the guidelines established by
the State of Illinois and the Village of Elk Grove Village.)
1. Consideration to adopt Resolution No. 84-20 authorizing the Mayor and Village Clerk to
execute a Services Agreement between RedSpeed Illinois, LLC and the Village of Elk
Grove Village for a Traffic Law Enforcement System.
(Red Speed Illinois, LLC has been the Elk Grove Village Police Department photo
enforcement provider since 2008.
(The Elk Grove Village Police Department continues to focus on safety for drivers and
pedestrians using Village streets and intersections.
(The Red Light Camera Enforcement Program has improved intersection safety and
positively changed driver behavior in the Village.
(The updated service agreement allows us to continue operating this enforcement program.
(The Police Chief recommends approval.)
m. Consideration to adopt Resolution No. 85-20 authorizing the execution of the extension of
the Collective Bargaining Agreement between the Village of Elk Grove Village and the
International Union of Operating Engineers, Local 150.
(Adoption of this Resolution authorizes the execution of the extension of the Collective
Bargaining Agreement between the Village of Elk Grove Village and the International
Union of Operating Engineers, Local 150.
(Copies of the agreement will be made available at the Village Clerk's Office at a later
date.)
