HomeMy WebLinkAboutFIRE & POLICE COMMISSION - 09/15/2020 - Meeting MinutesMINUTES OF THE REGULAR MEETING OF THE BOARD OF FIRE AND POLICE COMMISSIONERS OF THE VILLAGE OF ELK GROVE VILLAGE HELD ON SEPTEMBER 15, 2020 Executive Session The Commission discussed personnel related matters prior to beginning the meeting. Approval of Minutes Review of Minutes from August 4, 2020 — The minutes for August 4th were approved. Invoices for Approval Invoice from Dr. Friedman regarding psych evaluations for 4 candidates dated September 3, 2020 totaling $2889.83 All invoices were approved. Correspondence A notice of Suspension from Chief Walsh dated August 19th, 2020 A notice of a written reprimand from Chief Walsh dated August 28, 2020 Old Business 1. Background Reviews — The commission reviewed several backgrounds for police recruits. There were backgrounds both approved and rejected. 2. Sergeants Exam — 16 of the 24 participants passed the written exam administered on November 91h. The assessment center is scheduled for September 16th and 17th and will consist of outside assessors. The commission will complete IOI's on October 6th and 71h 3. Police Openings —The Police has 10 openings and is looking to fill 4 positions for the next academy. The next academy date is January 4th, 2021. The commission will schedule IOI's for October 13th for Police. 4. Fire Openings — The Fire Department has 3 vacancies they are looking to fill. The commission completed IOI's with the candidates and will be sending them for Psych evaluations and medical exams. The anticipated start date will be October 5. New Business Commission Rules update/ Lateral Transfer Policy — The commission discussed the topic of implementing a lateral transfer program for Police. After weighing the pros and cons, the commission elected not to create a separate policy. Any lateral transfers will need to go through the hiring process already in place. 2. Police Test Preference Points — The commission discussed the preference point's structure for the police written exam. In order to better recruit for the needs of the community, the commission made some slight changes. See the chart below. Associates Degree Criminal Justice Related 1 Point Any Bachelor's Degree 2 Points Military Service .5 points for every 6 months of military service Ability to speak 2 world languages 1 point 3. Implicit Bias Training — The Village is working on scheduling implicit bias training. The commissioners are planning to be in attendance. 4. Leads Training — CLEA is now requiring that commissioners are certified through LEADS. The commission will need to schedule a time to be fingerprinted at the Police Department. 5. Final Probationary Review for Police Officer — The Police Department submitted positive evaluations of the Police Officer. The commission approved and lifted the Police Officers probation. 6. 6 Month Probationary Review for 2 Firefighters — The Fire Department submitted positive reviews of both firefighters. The commission passed both candidates and scheduled 12 month reviews. Eligibility List Firefighter Eligibility List will expire on September 19, 2021 Fire Lieutenant Eligibility list scheduled to expire on March 9, 2022 Police Officer Eligibility list August 14, 2022 Police Sergeant Eligibility list scheduled to expire on July 8, 2021 Adiournment Respectfully submitted, Michael P.
