Johnson, Liquor Commissioner Trustee Nancy J. Czarnik, Liquor Commission ALSO PRESENT: George B. Knickerbocker, Village Attorney Lorrie M. Murphy, Village Clerk ABSENT: Trustee Jeffrey C. Franke, Liquor Commission Mayor Johnson called the public hearing to order at 4:30 p.m. in Council Chambers of the Charles J. Zettek Municipal Building, 901 Wellington Avenue, Elk Grove Village, Illinois. The Liquor Commissioner explained the purpose of the hearing was to consider evidence concerning the sale of alcohol to minors at Fox Run Golf Links, 333 Plum Grove Road, Elk Grove Village, Illinois. Ben Curcio, Executive Director of the Elk Grove Park District confirmed receipt of Complaint/Notice of Hearing hand delivered on June 26, 2019 to the Elk Grove Park District Administrative Offices that was signed by Pam Mazzoni. Ben Curcio and Tom Klaas, Manager at Fox Run Golf Links, were duly sworn in to provide testimony. Investigator Malek stated that on June 6, 2019 Investigator Doherty and he conducted a compliance check for all Class A liquor licenses in the Village. At 3:27 p.m. an underage male informant entered the clubhouse and attempted to purchase a can of Bud Light at the inside bar. The informant successfully purchased the beer without having to show proof of identification. Tom Klaas stated that he was immediately notified about the incident and apologized to the Liquor Commission stating that it is an embarrassment. The bartender is new and has been reprimanded with a written report in her file. Mr. Klaas confirmed that everyone at the Park District is BASSET certified. Ben Curcio reiterated that this is embarrassing for the Elk Grove Park District and extra measures are in place to ensure that all staff members serving alcohol are properly trained and are instructed to card everyone purchasing alcohol no matter how old they appear to be. A complete testimony of all parties is contained within the court reporter's transcript, which is on file in the Village Clerk's Office. 4:41 p.m. Upon hearing testimony, the Liquor Commission adjourned to deliberate in closed session. 4:44 p.m. The Liquor Commission returned to open session and the Liquor Commissioner called the meeting to order. The Liquor Commissioner stated that Fox Run Golf Links has had a liquor license since 1984 and this is the first occurrence on record for a liquor violation. The Park District has a stellar reputation with the Village and should be commended for taking the necessary steps to provide the proper training to their staff. The Village will be vigilant on this matter and the Park District will be checked more frequently for the next 18 months to ensure compliance. The following orders were announced: 1. The Respondent shall pay a fine in the amount of fifty dollars ($50.00) plus Court Reporter fees as invoiced by the Village.
