ORDINANCE NO. 2922
AN ORDINANCE ESTABLISHING AN INDUSTRIAL/COMMERCIAL RECREATION DISTRICT FOR VILLAGE OWNED PROPERTY IN THE INDUSTRIAL AND COMMERCIAL ZONED AREAS OF THE VILLAGE
WHEREAS, for many years the Village has established and utilized the Industrial/Commercial Revitalization Commission, funded by the Village’s telecommunication tax, for the purpose
of revitalizing, both aesthetically and economically, the industrial and commercial areas of the Village; and
WHEREAS, it has been determined that an enhancement to that program would be the acquisition of blighted, abandoned or otherwise unproductive property and utilize said properties for
viable and functional Village purposes such as storm water retention, passive recreation areas and such other purposes and functions which enhance the viability of the industrial park.
NOW, THEREFORE BE IT ORDAINED by the Mayor and Board of Trustees of the Village of Elk Grove Village, Counties of Cook and DuPage, Illinois as follows:
Section 1: That Title 7 of the Village Code be and the same is hereby amended by adding thereto a new Chapter entitled Industrial/Commercial Recreation District, which Chapter shall
read as set forth on Exhibit A attached hereto and by this reference incorporated herein.
Section 2: That this ordinance shall be in full force and effect from and after its passage and approval according to law.

EXHIBIT A
Chapter 6 Industrial/Commercial Recreation District
7-6-1 Recreation District Created/Purpose There is hereby created and established areas within the industrial and commercial zoned areas of the Village which shall be designated
recreation districts. These districts shall be under the jurisdiction and control of the Mayor and Board of Trustees with economic assistance and input from the Industrial/Commercial
Revitalization Commission. The districts shall be established for property owned by the Village and utilized for the purpose of recreation, storm water detention, public utilities
including telecommunication antenna, tornado warning devices if property is used for recreational purposes, related municipal purposes or a combination of any or all of said uses.
7-6-2 Village Policy It is hereby declared to be the public policy of the Village to assist in the revitalization of the industrial/commercial zoned districts of the Village by
acquiring, from time to time certain blighted or abandoned properties and convert same to aesthetic and functional uses.
7-6-3 Function Any property acquired by the Village and which is declared by the Mayor and Board of Trustees as eligible for being designated an industrial/commercial recreation
district, shall be subject to the provisions of this Chapter. The Village shall determine the uses the property shall have and shall report its findings and determination to the Industrial/Commerci
al Revitalization Commission.
7-6-4 Funding Initial funding for property designated as a recreation district shall come from the funding sources of the Industrial/Commercial Revitalization Commission upon
their approval.
7-6-5 Maintenance All industrial commercial recreation district property shall be maintained by the Department of Public Works.
