REGULAR VILLAGE BOARD MEETING
FEBRUARY 23, 2021
1. CALL TO ORDER - 7:30 PM
PRESENT: Mayor Craig B. Johnson, Trustees Nancy J. Czarnik, Patton L. Feichter, Jeffrey C.
Franke, Sam L. Lissner, Christine K. Prochno and Stephen F. Schmidt
ABSENT: None
A Quorum was present.
Also Present: Village Manager Raymond R. Rummel, Village Attorney George B.
Knickerbocker, and Village Clerk Loretta M. Murphy
2. PLEDGE OF ALLEGIANCE
3. APPROVAL OF MINUTES OF FEBRUARY 9, 2021 - Motion to approve the
Minutes of the Regular Village Board Meeting held on February 9, 2021 as submitted
and dispense with the reading.

4. MAYOR & BOARD OF TRUSTEES' REPORT
Mayor Johnson — On February 18, Mayor did a podcast with Sports Business Journal
regarding the Elk Grove Village sponsorship with the USA Track & Field, USA Wrestling
and USA Triathlon teams. It was a great opportunity to talk about Elk Grove Village.
On February 18, met with Stephanie Hultgren-Tagliere, a senior at Elk Grove High School,
that is competing for Student of the Year with the Leukemia Lymphoma Society. She is
raising money to help find a cure for cancer.
On February 22, a delegation from Kenosha, Wisconsin came in to see Enclave. They are
looking to set up a hybrid form of Enclave up in Wisconsin.
COVID Update — Many residents have called regarding an article in the paper with some
municipalities having vaccination clinics. Mayor reminded the residents that the vaccine
is distributed by the State of Illinois, the state then distributes to the County level, and
Cook County determines where the vaccines are distributed. If the opportunity arises, we
will be more than happy to administer vaccinations. Mayor encouraged residents to
continue to use the Cook County portal to schedule an appointment. The number of cases
are dropping and if we continue to follow the guidelines, we can minimize the impact on
the community. Please be patient for the vaccines.
Public Works did a great job with all the recent snow events. Crews were working non-
stop from Saturday through Thursday last week plowing snow and within two hours, they
had the streets down to pavement. The Village is trying a new technique called Beet Heet
that is more effective when the temperature is below freezing.
The Secretary of State's office has extended the deadline to renew driver's licenses until
June 1st.
Health Grades ranked Alexian Brothers Medical Center in Elk Grove Village in the top 50 of
all hospitals in the United States. We are proud to have them in our community.
Mayor apologized for Waste Management not sending a robocall regarding the delayed
garbage pickup during the snowstorm. Waste Management is supposed to send a robocall
if the service is delayed. The Village will be rebidding our contract when it expires in
October.
On February 13, NBC aired a track meet for USA Track and Field and the Elk Grove signage

was visible on the track. The Village had two hours of nationwide coverage during that
event as part of the sponsorship of the national teams. We thank NBC that went beyond
what was expected.
The Village's Budget workshop is coming up on the third Tuesday in March. The Village is
doing well even with the pandemic.
The first meeting in April, there will be a presentation on our long-term road maintenance
rehabilitation program to the Village Board. The second meeting in April, there will be a
presentation on the front and rear yard drainage program. The first meeting in May, we
will have the opportunity to discuss and answer questions about the programs, and the
second meeting in May is when the funding will be discussed on the future of this project.
We are still moving forward with our community events. There is one change for the
concerts with KC and the Sunshine Band cancelling their tour for this summer. We are
working with the management companies to find a replacement but right now, we have
Daughtry, Loverboy and The Beach Boys coming to Elk Grove. We are optimistic that we
will have the special events this year. We are hopeful that by Memorial Day, there will be
more vaccinations available and we will be close to herd immunity.
Swearing Ins - Chief Mikel joined Mayor Johnson at the podium to swear in Firefighter
/Paramedic Zachary Picha for Elk Grove Village.
Eileen Valentino was sworn in this evening as a new Library Trustee to fill the vacancy of
James Colgan's term.
Trustee Schmidt - No Report.
Trustee Prochno - Thank you to everyone in the community for shoveling the driveways
and sidewalks. Thank you also to the Fire Department for helping to clear the snow near
the fire hydrants. Now that the weather is starting to warm, please try to keep the sewer
grates clear so the water has somewhere to go. The Village did have the Waste
Management information on the website stating that we were on a holiday schedule.
Trustee Lissner - No Report.
Trustee Czarnik - Applications for the Czarnik/Heffern Scholarships are online at
czarnikgolf.com and the Village website. There are eight (8) $1,000 scholarship awards
available this year for Elk Grove residents graduating from high school. The applications
are due by April 23.
Trustee Feichter - There were two meetings with Meet Chicago Northwest and the figures
from the National Restaurant Association stated that approximately 110,000 restaurants
were closed with the pandemic. Locally the hotels were down about 46% in the Chicago
area for occupancy and about 52% down on revenue. A guest speaker from a
transportation organization reported that in terms of the travel industry, the numbers are
starting to go up. They estimate that many people are taking road trips both short and
long distance but not many foreign trips.
The City of Chicago is starting to sign contracts with organizations that would be effective
the end of summer. Our local group has seen an increase with small organized meetings
signing contracts at our local hotels.

5. ACCOUNTS PAYABLE WARRANT: Motion to authorize payment of invoices as
shown on the February 23, 2021 Accounts Payable Warrant in the amount of
$972,495.50.

6. CONSENT AGENDA
a. Authorization to renew a professional service contract to Lauterbach & Amen, LLP of
Naperville, IL to perform the Village's annual audit in an amount not to exceed $36,700.

b. Authorization to waive the formal bidding process and award a purchase contract to K-Tech
Specialty Products of Ashley, IN for the purchase of 30,750 gallons of winter de-icing liquid
"Beet Heet" in the amount of $39,975.
c. Authorization to award a contract with CC Cartage Inc. of Lake Zurich, IL for the Spoil
Hauling Services contract in the amount of $48,060 from the Water & Sewer Fund.
d. Authorization to award a contract to Sebert Landscaping of Elk Grove Village, IL for the
Residential & Business Park - Turf and Landscape Bed Maintenance contract in the amount
of $283,292 from the Public Works General, Residential Enhancement, BLF, and Busse -
Elmhurst TIF Funds.
e. Authorization to concur with prior Village Board authorization to increase the Village's
2020/2021 Winter Season Bulk Rock Salt purchase order with Cargill Incorporated of North
Olmsted, OH, in the amount not to exceed $68,335.20 for a total contract amount of
$219,111.20 from the General Fund.
f. Authorization of a request to hold a Public Hearing before the Plan Commission to consider
a Petition for to rezone the property at 751 Pratt Blvd. from I-2 to 1-1.
g. Authorization to adopt Resolution No. 15-21 entitled "A RESOLUTION AUTHORIZING
THE MAYOR TO EXECUTE A LETTER OF RECEIPT STIPULATING THE TERMS OF
AN AGREEMENT FOR AN APPLICATION SEEKING A COOK COUNTY CLASS 613
PROPERTY TAX EXEMPTION STATUS PURSUANT TO THE COOK COUNTY REAL
PROPERTY CLASSIFICATION ORDINANCE AS AMENDED JULY 27, 2018 FOR
CERTAIN REAL ESTATE LOCATED AT 1225 ARTHUR AVENUE."
h. Authorization to adopt Resolution No. 16-21 entitled "A RESOLUTION AMENDING
RESOLUTION NO. 10-21 APPROPRIATING FUNDS IN THE AMOUNT OF $871,310
FOR THE CONSTRUCTION ENGINEERING LOCAL MATCH AND AUTHORIZING

8. PLAN COMMISSION - Village Manager Rummel - No Report.
9. ZONING BOARD OF APPEALS - Village Manager Rummel - No Report.
10. YOUTH COMMITTEE - Trustee Franke - There are seven (7) $1,000 scholarship
awards available this year. Applications are on the Village website and the Parks
Foundation website. The deadline to submit an application is May 7 and the winners will
be notified at the end of May or the first week of June.
11. BUSINESS LEADERS FORUMS - Trustee Lissner - The 2021 Makers Wanted Class
continues to meet weekly via Zoom on Thursday mornings from 9:00 a.m. to 10:00 a.m.
They meet in person on the second Thursday of the month at Enclave. The next monthly
Master Class is scheduled for Wednesday, March 17.
12. CABLE TELEVISION COMMITTEE - Trustee Lissner - EGTV continues to look into
showing the EGTV program directory as part of the Elk Grove News Update that airs between
2:00 p.m. and 6:00 p.m. Channel 6 does have schedules available at the Village Hall and on the
website.
13. HEALTH & COMMUNITY SERVICES - Trustee Czarnik - No Report.
14. INFORMATION COMMITTEE - Trustee Lissner - The Committee will meet tomorrow
morning at 9:30 a.m. to discuss the redesign of the Village newsletter. A report will be given at
the next meeting.
15. RECYCLING & WASTE COMMITTEE - Trustee Feichter - Holiday lights can be
recycled at Village Hall until the end of March. Household batteries are also collected in
Community Development for recycling.
16. PARADE COMMITTEE - Trustee Czarnik - The Hometown Parade is scheduled for
Saturday, September 18, 2021 at 2:00 p.m. The Community Character Coalition are the
Grand Marshals for the parade. The next Parade meeting will be announced at a later date.
17. PERSONNEL COMMITTEE - Trustee Franke - No Report.
18. JUDICIARY, PLANNING AND ZONING COMMITTEE - Trustee Prochno - The JPZ
Committee met this afternoon to discuss the Short Term Rentals within the community and we
also discussed whether to allow the sale of recreational marijuana in Elk Grove Village. The
Committee is working with staff now and a report will be given at the next board meeting.
19. CAPITAL IMPROVEMENTS COMMITTEE - Trustee Czarnik - No Report.
20. AIRPORT UPDATE - Mayor Johnson - We are still working with the ONCC to make
sure that the impact from the airport noise is evenly distributed with the surrounding area.
21. MID -SUMMER CLASSICS CONCERT SERIES UPDATE - Mayor Johnson - The
concert lineup is July 4 - Daughtry, July 13 - vacant, July 20 - Loverboy, and July 27 - The
Beach Boys.
22. SPECIAL EVENTS COMMITTEE - Mayor Johnson - Plans are underway for the
Memorial Day Observance on May 31, 2021.
23. LIQUOR COMMISSION - Mayor Johnson - No Report.
24. REPORT FROM VILLAGE MANAGER - No Report.
25. REPORT FROM VILLAGE CLERK - Early Voting starts March 22 through April 5 at
the Village Hall. The hours are Monday through Saturday from 9:00 a.m. to 5:00 p.m. and
Sundays from 10:00 a.m. to 4:00 p.m. If anyone needs assistance with registering to vote
or to find your precinct, feel free to contact the Village Clerk's Office.
26. UNFINISHED BUSINESS -No Report.
27. NEW BUSINESS - Trustee Lissner stated that Channel 6 is checking on the issue with
getting access through AT&T U-verse. We will provide an update at a later date.
Trustee Prochno stated that she found out today that you can recycle mercury thermometers at
the Village. She reminded everyone to check the website if you are unsure how to recycle an

item. Mayor Johnson stated that the Village Board will be entering back into Executive Session
after the meeting.
28. PUBLIC COMMENT — 8:12 p.m. — The next visit at the Senior Center will be on April 27
at 10:15 p.m.
