Van Dyk, Baxter & Woodman Rear Yard Drainage and Sidewalks The Committee heard a presentation from the Village's drainage consultant, M. Moffitt of Baxter & Woodman. Baxter & Woodman has conducted an assessment of current conditions of drainage in the Village based on a review of existing drainage complaint records, interviews with Village staff and a resident survey. The presentation included discussion of the root causes drainage issues in rear yards and sidewalks as well as an overview of strategies used by neighboring communities. M. Moffitt presented the overall recommendations for the Village's rear yard drainage program, which included continuing with the Village's existing rear yard program, amending the criteria to allow for engineering judgment for unique circumstances, establishing a multi -year list of qualified sites, and increasing program funding. M. Moffitt presented the overall recommendations for the Village's sidewalks, which included addressing reported issues as they arise, and establishing a 5-year rotating inspection of Village sidewalks to proactively identify and address issues. M. Moffitt noted that overall program funding needed to maintain the Village's high level of service and move forward with these recommendations is estimated at $1.5 million annually. The Committee expressed support for the recommended programs. Mayor Johnson noted that funding for the program will be discussed at the Committee of the Whole meeting on May 11.
