PLEDGE OF ALLEGIANCE INVOCATION (PASTOR MIKE GATES, LIVING HOPE CHURCH) 3. APPROVAL OF MINUTES OF APRIL 27, 2021 4. MAYOR & BOARD OF TRUSTEES' REPORT S. ACCOUNTS PAYABLE WARRANT: APRIL 30, 2021 $ 2,916,887.86 MAY 11, 2021 $ 425,543.21 6. CONSENT AGENDA a. Consideration of a request from the Elk Grove Park District to waive the Liquor License fees for Class A Liquor Licenses for Fox Run Golf Links and the Garden Terrace Banquets in the amount of $5,800. (Each Class A Liquor License is valued at $2,900. (It has been past practice of the Village Board to grant fee waivers for governmental and non-profit organizations. (The Village Clerk recommends approval.) b. Consideration to make payment to the Suburban O'Hare Commission (SOC) in the amount of $27,500 to be utilized to assist with funding for technical support and analysis to optimize the configurations and schedule for a full build -out Fly Quiet Runway Rotation Plan as approved by the SOC Board of Directors. (The Board of Directors of the Suburban O'Hare Commission (SOC) approved a contract with JDA Aviation Consultants to provide ongoing technical and meeting support, as well as expert analysis, in order to optimize the configurations and schedule for a full build -out Fly Quiet Runway Rotation Plan. (This contract provides for support from JDA to advocate on behalf of SOC at meetings of Page 1 of 6 the O'Hare Noise Compatibility Committee in calendar year 2021. (SOC member communities are contributing to fund the payment of this contract.) c. Consideration of a request to renew a professional service contract with Temple Display, LTD of Oswego, IL for the Holiday Lighting and Decoration Services contract in the amount of $57,646.15. (On September 12, 2017, the Village Board awarded a contract to Temple Display, Ltd. of Oswego, IL for the Holiday Lighting and Decoration Services contract. (The contract provided for an option of four (4) additional renewals through January 31, 2022. (Temple Display, Ltd. has performed satisfactorily throughout the contract. (The contract period is from October 1, 2021 through January 31, 2022. (The contract amount reflects no increase over the previous year's contract. (The Director of Public Works recommends approval.) d. Consideration to award a professional services contract to Clean Harbors of Norwell, MA for operation and disposal services at the Village's paint, motor oil, and antifreeze collection event in the amount of $43,035 from the General Fund. (On April 5, 2021, the Village issued a Request for Proposals for operation and disposal services at the 2021 Paint, Motor Oil and Antifreeze Collection Event. (Staff reached out directly to eight vendors providing household waste disposal services in the Chicagoland area. (Clean Harbors is the only vendor who submitted a proposal. (Clean Harbors previously provided paint collection and disposal services for this event in 2020 and provided satisfactory service. (The contract provides for the necessary labor, materials and equipment for the management and operation of the 2021 one -day collection event for motor oil, paint and antifreeze, as well as the transportation and safe disposal of all materials collected. (The contract includes the option for four (4) annual renewals through 2026. (Funds for the contract are available in the General Fund. (The Assistant Village Manager recommends approval.) e. Consideration to award a professional service contract to RJN Group of Wheaton, IL for professional engineering services for 2021 Busse Road Sewer Lining project, in the amount of $173,320 from the Busse Elmhurst Redevelopment Fund. (A proposal was solicited from RJN Group of Wheaton, IL for planning, review, and construction assistance of the 2021 Busse Road Sewer Lining project. (The Village has 9,000 linear feet of sanitary sewer ranging in size from 18" to 30" that need to be lined. This sanitary sewer line receives the vast majority of the Village's Business Park sanitary flow and is over 60 years old. The line has reached the end of its useful life. (This rehabilitation project will require major bypass pumping along with permitting from both IDOT and MWRD. (The proposed rehabilitation will ensure reliable sewer service to the Village's Business Page 2 of 6 Park now and into the future. (The Director of Public Works recommends approval.) f. Consideration to award a contract to Sebert Landscaping of Elk Grove Village, IL for the Parkway Restoration - Sod contract in the amount of $180,500 from the General and Water & Sewer Funds. (On Monday, May 3, 2021, the Village opened sealed bids for the Parkway Restoration - Sod contract. (Four (4) contractors obtained bid packets, with one (1) contractor submitting a bid. (The contract provides the necessary labor, materials and equipment for turf restoration of damaged parkways throughout the Village including site preparation, topsoil, restoration, laying sod and providing supplemental watering of each location. (The initial term of the contract is from May 12, 2021 through April 30, 2022 (The contract includes the option for four (4) annual renewals in one (1) year increments through April 30, 2026. (The lowest responsive and responsible bid was received from Sebert Landscaping of Elk Grove Village, IL in the amount $180,500. (Funds for the contract have been allocated in the General and Water & Sewer Budgets. (The Director of Public Works recommends approval.) g. Consideration to commit to the purchase of Bulk Rock Salt through the State of Illinois Joint Purchasing Contract in the amount of 3,200 tons for the FY 2021-2022 winter season. (On October 27, 2020, the Village Board authorized the purchase of 3,200 tons of bulk rock salt through the Illinois Central Management Services (CMS) Joint Purchasing Program with the option to increase or decrease the order by twenty percent (20%), or 640 tons. (This winter season the Village will purchase 3,840 tons of road salt, or one hundred twenty percent (120%) of the awarded amount. (Illinois CMS is currently preparing bids and renewals for the FY 2021-22 Bulk Rock Salt Joint Purchasing Program. (The Village's current contract with CMS allows for the renewal of the contract for next winter at a cost not to exceed ten percent (10%) over our current costs of $46.68 and $47.38 per ton. (The Village intends to purchase 3,200 tons of Bulk Road Salt in FY 2022. (The contract allows for the purchase of a minimum of eighty percent (80%) and a maximum of one hundred and twenty percent (120%) of the awarded amount. (This purchase option provides flexibility in the event that snowfall totals were below average and provides sufficient quantity to ensure safe roadways during a severe winter. (Adequate funds have been budgeted for this project in the FY 2022 budget. (The Director of Public Works recommends approval.) h. Consideration to concur with prior Village Board authorization to award a construction services contract to Nicholas & Associates of Mount Prospect for design/engineering, construction management, and installation of security glazing improvements in an amount Page 3 of 6 not to exceed $58,168 from the Capital Projects Fund. (This work was done last year to address security issues, as well to address Covid health concerns, by providing a barrier between Village Hall customers and staff. (The Village Board previously authorized this work, but due to a clerical issue the item was never formally placed on a Village Board agenda. (The work was originally estimated at a cost of $80,851, but was completed under budget at $58,168. (Sufficient funds are in place to cover the cost of this expenditure in the Capital Projects Fund. (The Deputy Village Manager recommends approval.) i. Consideration to adopt Ordinance No. 3704 amending the Position Classification and Salary Plan of the Village of Elk Grove Village (Mechanic -Public Works Department). (This ordinance amends the Position Classification and Salary Plan adding one (1) Mechanic on a temporary basis to the Public Works Department.) j. Consideration to approve Resolution No. 27-21 accepting the results of the canvass conducted by the Canvassing Board of the Cook County Clerk's Office of the votes of the Consolidated Election and proclaiming the results for Village Officials held on Tuesday, April 6, 2021. (A Consolidated Election was held in Elk Grove Village on April 6, 2021. (The Cook County Clerk canvassed the results of the Election and as required by Statute Resolution No. 27-21 accepts the results of the votes canvassed by the Canvassing Board of the Cook County Clerk's Office.) 7. REGULAR AGENDA a. Consideration to approve a sign variation for Love's Travel Stops at 1900 Busse Road. (Love's Travel Stops is a new automobile/truck fueling facility currently under construction. (A variation is necessary to allow the monument sign to be installed closer than five (5') feet from the property line at the southeast corner of the site. (The Director of Community Development recommends approval.) 8. PLAN COMMISSION - Village Manager Rummel a. Consideration of a petition submitted by Riverpoint Property Trust, LLC for Rezoning from I-1 to I-2 for property located at 751 Pratt Blvd. (A public hearing date is yet to be established.) 9. Consideration to award a construction contract to the lowest responsive and responsible bidder, Albrecht Enterprises, Inc. of Des Plaines, IL for demolition and site restoration at 1550 E. Higgins Road, in an amount not to exceed $185,000 from the Busse -Elmhurst TIF. (On Thursday, May 6, 2021, the Village opened sealed bids for the Demolition and Site Restoration Project located at 1550 E. Higgins Road. (Thirteen (13) contractors obtained bid documents and eleven (11) bids were submitted. (The lowest responsive and responsible bid was received from Albrecht Enterprises, Inc. of Des Plaines in the amount of $185,000. (Adequate funds are available in the Busse -Elmhurst TIF. (The Director of Community Development recommends approval.) 1. Consideration to adopt Ordinance No. 3705 amending Section 7-1 of the Zoning Ordinance by establishing a minimum required building size for various zoning districts. (This item was discussed at the April 27, 2021 Village Board Meeting and currently appears under Unfinished Business.) m. Consideration to adopt Ordinance No. 3706 amending Title 3 Business and License Regulations of the Village Code by adding thereto a new chapter entitled Cannabis Dispensary. (This item was discussed at the March 23, 2021 Committee of the Whole Meeting following a recommendation from the Judiciary, Planning and Zoning Committee. (The Village Board directed the Village Attorney to prepare this ordinance at the Village Board Meeting on March 23, 2021.) n. Consideration to adopt Ordinance No. 3707 granting a Special Use Permit to Royal Academy of Dance F/K/A Elevation Dance Center to operate a dance studio in the I-2 zoning district on property located at 2500 Touhy Avenue, Elk Grove Village. Village Attorney - Direct the Village Attorney to prepare the necessary documents amending the Zoning Ordinance regarding minimum principal building size. b. Village Attorney - Direct the Village Attorney to prepare the necessary documents granting a Special Use Permit for the operation of a dance studio for property located at 2500 Touhy Avenue.
