REGULAR VILLAGE BOARD MEETING
MAY 11, 2021
1. CALL TO ORDER — 7:05 PM
PRESENT: Mayor Craig B. Johnson, Trustees Nancy J. Czarnik, Patton L. Feichter, Jeffrey C.
Franke, Sam L. Lissner, Christine K. Prochno and Stephen F. Schmidt
ABSENT: None
A Quorum was present.
Also Present: Village Manager Raymond R. Rummel, Village Attorney George B.
Knickerbocker, and Deputy Clerk Jennifer S. Mahon
Jorja Villagomez, Queen of the Rosary, is joining the Mayor as Assistant Mayor for the Evening.
2. PLEDGE OF ALLEGIANCE — Assistant Mayor Villagomez led the Pledge of Allegiance.
3. APPROVAL OF MINUTES OF APRIL 27, 2021 — Motion to approve the Minutes of
the Regular Village Board Meeting held on April 27, 2021 as submitted and dispense with
the reading.

4. MAYOR & BOARD OF TRUSTEES' REPORT
Mayor Johnson — On April 29, Mayor Johnson and Craig, Jr. co -hosted the Elk Grove High
School wrestling meet on EGTV. There was a great turnout for the Coffee with the Board on
May 1.
The winner of the USA Triathlon Entrepreneur of the Year Competition was announced. It was
a business from Chicago that had created an innovative training method for triathlons that can
be done indoors in a small space.
Tonight, Jorja Villagomez is our Assistant Mayor for the Evening from Queen of the Rosary.
Jorja obtained this opportunity at an auction fundraiser at Queen of the Rosary last year.
During the Fiscal Year from May 1 through April 30, even in the height of the pandemic, the
Village had the largest construction value in the history of the Village. Almost $340,000,000
was being constructed in Elk Grove this past year. The Village also generated $4.1 million in
permits. The Elk Grove Business Park is doing well even with the effects of the pandemic.
In Elk Grove Village, we support the Police Officers 100% on the great job that they are doing.
Mayor thanked the Police Department for the services that they provide to the community and
Assistant Mayor Jorja handed each officer present some chocolates.
The vaccination clinic brought in over 4,000 people between the two days. Osco Drug did a
fabulous job and the clinics went smoothly. Mayor read a letter from the Sheila Ray Center
thanking the Village and the Elk Grove Park District for hosting the clinics. Thank you also to
the volunteers that dedicated their time to keep operations running smoothly. Since
vaccinations are available everywhere now, the Village is moving forward with special events.
Remember to bring your green ribbon from the parkway tree to the 41h of July concert. If you
no longer have a green ribbon, bring a small piece of green paper instead. There will be a place
to turn in your ribbon in exchange for a ticket. The Trustees will draw numbers before the
concert for residents to receive $100 gift certificates to Elk Grove restaurants that Mayor
Johnson is personally purchasing. The fireworks shows will be larger this year to celebrate
coming out of this pandemic.
Jorja Villagomez — Assistant Mayor thanked the Mayor and Board of Trustees for giving her the
opportunity to be here. Jorja is a 5th grade student at Queen of the Rosary School and is
planning to be a lawyer someday. Jorja asked the board if it was possible to install safety call

buttons linked to the police station at every park similar to the college campuses. She would
like to feel safer at the parks with a call button when she and her friends are in danger.
Mayor stated that staff will look into the possibility and commended Jorja for bringing that to
their attention. Jorja will be informed of the findings and if the call buttons end up being
installed, Jorja will be the first to press the button.
Trustee Franke — That was the best Mayor's Report and certainly the shortest that I have ever
heard.
Trustee Feichter - The President from Meet Chicago Northwest, Dave Parulo, is moving to
Oregon for a new position and they are currently reviewing applications.
Trustee Czarnik — The 2021 Czarnik-Heffern Scholarship Award winners were selected
yesterday. I am pleased to announce that Jessica Ann Miller, Meghan Ja, Jessica Malecki,
Lauren Yuan, Ashley Cyr, Lily Hirsch and Lillianne Devereux are all seniors at Conant High
School; also Alissa Trausch, Gavin McCory and Alexander Olson are seniors at Elk Grove High
School. This year our students had a difficult year due to the pandemic and the committee felt
they deserved a helping hand to attain their academic endeavors, so it was decided to give out
ten (10) $1,000 scholarship awards for 2021. As a reminder, the date for the Czarnik-Heffern
Golf Outing, which raises funds for these scholarships, will take place on Friday, August 6,
2021. Please mark your calendars and plan to attend.
Trustee Lissner — This week I noticed that May 9-15 is National Police Week. It is intended to
pay special attention to those law enforcement officers who have lost their lives in the line of
duty. As Mayor Johnson mentioned, we support our Police Officers 100% and my deepest
respect and thanks goes to the men and women of the Elk Grove Police Department for
protecting our safety in so many ways.
Trustee Prochno — The Farmers Market will start on Saturday, June 5, from 8:00 a.m. to 1:00
p.m. in the parking lot of the Village Hall. We are looking forward to welcoming them back
with their fresh produce and assorted different vendors.
On Monday, May 31, we will have our 23`d annual Memorial Day Observation indoors at the
Park District Pavilion. There will be a flag lowering ceremony with guest speakers at the event,
followed by refreshments. It means a lot to be able to recognize those that have sacrificed their
lives to give us our freedom. Masks will be required at the event.
Trustee Schmidt — The Elk Grove Sister Cities will have a meeting here at Village Hall on
Monday, May 17, at 6:30 p.m.
5. ACCOUNTS PAYABLE WARRANT:
Motion to authorize payment of invoices as shown on the April 30, 2021 Accounts Payable
Warrant in the amount of $2,916,887.86.

6. CONSENT AGENDA
a. Authorization of a request from the Elk Grove Park District to waive the Liquor License fees
for Class A Liquor Licenses for Fox Run Golf Links and the Garden Terrace Banquets in the
amount of $5,800.
b. Authorization to make payment to the Suburban O'Hare Commission (SOC) in the amount
of $27,500 to be utilized to assist with funding for technical support and analysis to optimize
the configurations and schedule for a full build -out Fly Quiet Runway Rotation Plan as
approved by the SOC Board of Directors.
c. Authorization of a request to renew a professional service contract with Temple Display,
LTD of Oswego, IL for the Holiday Lighting and Decoration Services contract in the

amount of $57,646.15.
d. Authorization to award a professional services contract to Clean Harbors of Norwell, MA
for operation and disposal services at the Village's paint, motor oil, and antifreeze collection
event in the amount of $43,035 from the General Fund.
e. Authorization to award a professional service contract to RJN Group of Wheaton, IL for
professional engineering services for 2021 Busse Road Sewer Lining project, in the amount
of $173,320 from the Busse Elmhurst Redevelopment Fund.
f. Authorization to award a contract to Sebert Landscaping of Elk Grove Village, IL for the
Parkway Restoration - Sod contract in the amount of $180,500 from the General and Water
& Sewer Funds.
g. Authorization to purchase Bulk Rock Salt through the State of Illinois Joint Purchasing
Contract in the amount of 3,200 tons for the FY 2021-2022 winter season.
h. Authorization to award a construction services contract to Nicholas & Associates of Mount
Prospect for design/engineering, construction management, and installation of security
glazing improvements in an amount not to exceed $58,168.00 from the Capital Projects
Fund.
i. Authorization to adopt Ordinance No. 3704 entitled, "AN ORDINANCE AMENDING THE
POSITION CLASSIFICATION AND SALARY PLAN OF THE VILLAGE OF ELK
GROVE VILLAGE (MECHANIC -PUBLIC WORKS DEPARTMENT)."
j. Authorization to adopt Resolution No. 27-21 entitled, "A RESOLUTION ACCEPTING
THE RESULTS OF THE CANVASS CONDUCTED BY THE CANVASSING BOARD
OF THE COOK COUNTY CLERK'S OFFICE OF THE VOTES OF THE
CONSOLIDATED ELECTION AND PROCLAIMING THE RESULTS FOR VILLAGE
OFFICIALS HELD ON TUESDAY, APRIL 6, 2021."
k. Authorization to award a construction contract to the lowest responsive and responsible
bidder, Albrecht Enterprises, Inc. of Des Plaines, IL for demolition and site restoration at
1550 E. Higgins Road, in an amount not to exceed $185,000 from the Busse -Elmhurst TIF.
1. Authorization to adopt Ordinance No. 3705 entitled, "AN ORDINANCE AMENDING
SECTION 7-1 OF THE ZONING ORDINANCE BY ESTABLISHING A MINIMUM
REQUIRED BUILDING SIZE FOR VARIOUS ZONING DISTRICTS."
m. Authorization to adopt Ordinance No. 3706 entitled, "AN ORDINANCE AMENDING
TITLE 3 BUSINESS AND LICENSE REGULATIONS OF THE VILLAGE CODE BY
ADDING THERETO A NEW CHAPTER ENTITLED CANNABIS DISPENSARY."
n. Authorization to adopt Ordinance No. 3707 entitled, "AN ORDINANCE GRANTING A
SPECIAL USE PERMIT TO ROYAL ACADEMY OF DANCE F/K/A ELEVATION
DANCE CENTER TO OPERATE A DANCE STUDIO IN THE I-2 ZONING DISTRICT
ON PROPERTY LOCATED AT 2500 TOUHY AVENUE, ELK GROVE VILLAGE."

10. YOUTH COMMITTEE - Trustee Franke - The Youth Committee met to discuss the
summer events. The Splash Parties are scheduled for July 9 and August 6 for all Junior High
and High School students. As of today, masks will be required.
An Executive Session is scheduled for Saturday, June 5 at 10:00 a.m. in the Chernick
Conference Room to select the scholarship winners.
11. BUSINESS LEADERS FORUMS - Trustee Lissner - On Wednesday, May 19, at 5:00
p.m. we invite the Mayor and Trustees, staff and any residents to join the Fire Department's 4tn
Annual Gift of Colors Flag Raising Ceremony at Enclave located at 75 Turner Avenue.
There will be the 45t" Masterclass immediately following the ceremony that will feature
Intellectual Property Attorney John Munger, husband of former IL Comptroller and Deputy
Governor Leslie Munger. There was an Ambassador visit yesterday at Jersey Jack Pinball
located at 1850 Greenleaf Avenue.
12. CABLE TELEVISION COMMITTEE - Trustee Lissner - No Report.
13. HEALTH & COMMUNITY SERVICES - Trustee Czarnik - No Report.
14. INFORMATION COMMITTEE - Trustee Lissner - The April Neighborhood Watch
newsletter was released on April 28. Please contact Crime Prevention Officer Sloan at 847-
357-4151 or send an email at crimprevention.org if you would like to be placed on the
distribution list to receive this newsletter.
Mayor Johnson announced that two weeks from tonight the Mayor and Trustees Franke,
Feichter and Prochno, as well as Mr. Maternowski from the Library Board will be sworn in to
another term.
15. RECYCLING & WASTE COMMITTEE - Trustee Feichter - On June 5, there will be an
Electronic and Document Destruction Event at the Public Works location at 450 E. Devon
Avenue from 9:00 a.m. to 12:00 p.m. The Paint and Motor Oil Recycling Event will be on June
12 at the same location from 9:00 a.m. to 12:00 p.m.
Please remember that plastic bags cannot be recycled through Waste Management but can be
recycled at the local grocery stores.
16. PARADE COMMITTEE - Trustee Czarnik - The annual Hometown Parade will be on
September 18, 2021 at 2:00 p.m. and the theme is "Our Favorite Things". The Community
Character Coalition are the Grand Marshals of the Parade. This year the Shriner's will be
joining us with additional participants since their convention is in town that week.
Dave Valerio is welcomed as a new member of the Parade Committee. His knowledge and
experience will be a great asset to the committee. The next Parade Meeting will be on Monday,
June 7 at 5:30 p.m. on the lower level of the Zettek Municipal Building.
17. PERSONNEL COMMITTEE - Trustee Franke - No Report.
18. JUDICIARY, PLANNING AND ZONING COMMITTEE - Trustee Prochno -
Tonight's Consent Agenda, item 6-m, was the ordinance to amend Title 3 Business and License
Regulations by adding a new chapter entitled "Cannabis Dispensary". No one has approached
the Village about opening a cannabis place yet but after all the lengthy discussions and research
the Village is ready.
19. CAPITAL IMPROVEMENTS COMMITTEE - Trustee Czarnik - No Report.
20. AIRPORT UPDATE - Mayor Johnson - We are waiting for the Fly Quiet Runway
Rotation Plan to be finalized.
21. MID -SUMMER CLASSICS CONCERT SERIES UPDATE - Mayor Johnson - The
lineup is as follows: July 4 - Daughtry, July 13 - George Thorogood and the Destroyers,
July 20 - Loverboy, and July 27 - The Beach Boys.
22. SPECIAL EVENTS COMMITTEE - Mayor Johnson - The Memorial Day Observation

is the next event to be held indoors at the Pavilion. Masks will be required for the event and the
individually wrapped refreshments will be provided to follow CDC protocol.
23. LIQUOR COMMISSION — Mayor Johnson — No report.
24. REPORT FROM VILLAGE MANAGER — Congratulations to Assistant Mayor
Villagomez who did a great job this evening serving the citizens of Elk Grove Village.
25. REPORT FROM VILLAGE CLERK — No Report.
26. UNFINISHED BUSINESS — No Report.
27. NEW BUSINESS — No Report.
28. PUBLIC COMMENT — 8:10 PM — Tom Laws, 574 Bristol Lane, expressed his concerns
for the safety of the children that live in the area with the increased traffic on Bristol Lane.
It was noted that the Police Department will monitor the area and notify Mr. Laws of the
finding.
Mr. Laws discussed another house nearby that has some maintenance concerns. After a brief
discussion, it was noted that the particular house mentioned is on a watch list for the Village and
the homeowner is notified when violations occur. The resident has been brought to adjudication
and violations are corrected through the adjudication hearings. Mayor Johnson stated that there
have been complaints for that house and the Village is empathetic to his concerns. The Village
is limited in scope to what we can do and enforce. We will continue to monitor to ensure that
they keep up with everything.
