HomeMy WebLinkAboutRESOLUTION - 37-03 - 5/27/2003 - METRA STAR LINE, SUPPORT FORRESOLUTION NO. 37-03 A RESOLUTION DECLARING SUPPORT FOR METRA STAR LINE AS THE LOCALLY PREFERRED ALTERNATIVE FOR PROVIDING NEW TRANSIT SERVICE WITHIN THE NORTHWEST CORRIDOR WHEREAS, the Village of Elk Grove Village strongly believes that growing traffic congestion in the Northwest Corridor is a serious threat to the quality of life for our residents and workforce and the economic vitality of our business community; and WHEREAS, the Village of Elk Grove Village strongly believes that implementing a high capacity transit solution is vital to improve mobility and avoid the long -tern effects of gridlock; and WHEREAS, the Regional Transportation Authority has been conducting an alternatives analysis study to assist local governments in determining whether the Chicago Transit Authority Blue Line extension, the Metra STAR Line, or the Pace Bus Rapid Transit proposals would best serve the mobility needs of Northwest Corridor communities; and WHEREAS, the Village of Elk Grove Village is a member of the Steering Committee of the Northwest Transit Corridor Municipal Task Force; and WHEREAS, the Northwest Transit Corridor Municipal Task Force was established by the Northwest Municipal Conference to cooperatively focus upon alternatives analysis planning issues; and WHEREAS, the Northwest Municipal Conference has, on behalf of the members of the Northwest Transit Corridor Municipal Task Force, is conducting a land use and local financial plan study; and WHEREAS, the land use study is intended to ensure the success of the locally preferred alternative by identifying opportunities and strategies for establishing transit supportive development patterns to increase future ridership, and WHEREAS, the local financial plan study is intended to ensure the success of the locally preferred alternative by greatly assisting Metra in developing their financial plan for securing federal, state and regional funding; and WHEREAS, the Federal Transit Administration is expected to provide at least fifty percent of the total project costs but requires the implementing transit agency to develop a financial plan to provide the remaining share as a condition for securing a full funding grant agreement; and WHEREAS, the local financial plan study has identified three areas where the Village of Elk Grove Village can contribute towards the remaining share, including the acquisition land at station locations, the providing of parking at the station location, and providing pedestrian and roadway access to the station location; and WHEREAS, further refinement to the financial plan will occur during the completion of the Federal Transit Administration's evaluation process; and WHEREAS, upon a decision as to which of these proposals will best serve the mobility needs of the Northwest Corridor communities Metra will work to complete the alternatives analysis and guide the project through the Federal Transit Administration's New Starts evaluation process, and WHEREAS, the Village of Elk Grove Village has reviewed the proposals as submitted to the Regional Transportation Authority by CTA, Metra, and Pace and is prepared to declare which of these three proposals will best serve the mobility needs of our residents, workers and business community. NOW, THEREFORE, BE IT RESOLVED by the Mayor and Board of Trustees of the Village of Elk Grove Village, Counties of Cook and DuPage, State of Illinois as follows: Section 1: That the Village of Elk Grove Village has determined that the Metra STAR Line is our locally preferred alternative for providing high capacity transit that will improve mobility throughout our community and the region. Section 2: That the Village of Elk Grove Village intends to continue working cooperatively with Metra and the Northwest Municipal Conference on planning issues, such as securing the station location site and ensuring adequate commuter parking for the transit line, for implementation of the STAR Line. Section 3: That the Village of Elk Grove Village intends to continue working cooperatively with Metra, the Regional Transportation Authority, and the Northwest Municipal Conference to secure federal, state, and regional funding for implementation of the STAR Line. Section 4: That the Village of Elk Grove Village will utilize the results of the land use study to develop a series of self-executing land use and zoning strategies that will go into effect upon the awarding of a full funding grant agreement by the Federal Transit Administration. Section 5: That the Village of Elk Grove Village will work with Metra to develop their financial plan and will pursue every avenue to obtain the federal, state, and local funding for the land, parking, and access costs for each station located in our municipality. Section 6: That copies of this resolution will be forwarded to the Regional Transportation Authority, Metra, the Northwest Municipal Conference, Senator Richard J. Durbin, Senator Peter G. Fitzgerald, Representative Philip M. Crane and Representative Henry J. Hyde. 2 Section 7. That this Resolution shall be in full force and effect from and after its passage and approval according to law. VOTE.
