ORDINANCE NO. 2803 AN ORDINANCE CALLING FOR THE SUBMISSION OF A PUBLIC QUESTION TO THE VOTERS OF THE VILLAGE OF ELK GROVE VILLAGE, COOK AND DUPAGE COUNTIES ILLINOIS AT THE CONSOLIDATED ELECTION ON APRIL 3 2001 WHEREAS, Article 28 of the Illinois Election Code authorizes governing boards of political subdivisions to initiate the submission of a public question to the voters of the political subdivision; and WHEREAS, the Village of Elk Grove Village wishes to submit an advisory referendum to the voters of the Village on the following question: Shall the Illinois Legislature require Chicago and the Airlines YES to pay for soundproofing of all residences adversely affected by O'Hare noise without any cost to the homeowner? NO WHEREAS, the Mayor and Board of Trustees of the Village of Elk Grove Village hereby declare that it is in the best interest of the citizens of the Village of Elk Grove Village to cause an advisory referendum to be placed on the ballot at the Consolidated Election on April 3, 2001; NOW THEREFORE BE IT ORDAINED by the Mayor and Board of Trustees of the Village of Elk Grove Village, Cook and DuPage Counties, Illinois as follows: Section 1: That the foregoing recitals are hereby incorporated by reference as if fully set forth herein. Section 2: That the following public question shall be submitted to the electors of the Village of Elk Grove Village at the Consolidated Election on April 3, 2001: (Face of Ballot) OFFICIAL BALLOT ADVISORY PROPOSITION Shall the Illinois Legislature require Chicago and the Airlines YES to pay for soundproofing of all residences adversely affected by O'Hare noise without any cost to the homeowner? NO Section 3: That the question referred to and set forth herein shall be submitted to the voters of the Village of Elk Grove Village in accordance with the general election law of the State of Illinois at the Consolidated Election to be held on Tuesday, the 3rd day of April 2001. Section 4: That the Village Clerk is hereby directed to file this Ordinance with the Election Department of the Cook County Clerk's Office no later than Thursday, February 1, 2001. Section 5: That this Ordinance shall be in full force and effect from and after its passage and approval according to law. Vote: AYES: Trustees: B. Dill, P. Feichter, S. Lissner, J. Petri C.
