SPECIAL VILLAGE BOARD MEETING
JUNE 30, 2021
1. CALL TO ORDER —10:20 AM
PRESENT: Mayor Craig B. Johnson, Trustees Nancy J. Czarnik, Patton L. Feichter, Jeffrey C.
Franke, Sam L. Lissner, Christine K. Prochno and Stephen F. Schmidt
ABSENT: None
A Quorum was present.
Also Present: Village Manager Raymond R. Rummel, Village Attorney George B.
Knickerbocker, and Deputy Village Clerk Jennifer S. Mahon
2. PLEDGE OF ALLEGIANCE
3. CONSENT AGENDA
a. Authorization to adopt Ordinance No. 3711 entitled, "AN ORDINANCE AMENDING
SECTION 6-6-3-4 INDECENT CONDUCT OF THE VILLAGE CODE."
b. Authorization to concur with prior Village Board authorization to hold a Public Hearing
before the Plan Commission to consider a text amendment to remove and replace Chapter
7, Article D.
c. Authorization to adopt Resolution No. 35-21 entitled, "A RESOLUTION AUTHORIZING
THE MAYOR AND VILLAGE CLERK TO EXECUTE A FIRST AMENDMENT OF
THE MUNICIPAL GAS TAX COLLECTION AGREEMENT BETWEEN THE
VILLAGE OF ELK GROVE VILLAGE AND NORTHERN ILLINOIS GAS COMPANY
(NICOR)."

4. REGULAR AGENDA — The Village Attorney explained the TIF ordinances under the
Regular Agenda. Items a. through c. are necessary for the creation of the Oakton/Higgins Tax
Increment Financing area. This area is currently in the corporate limits so the Village Board can
formally adopt at this meeting.
Items d, e and f are the same type of ordinances for the creation of a TIF district for property that
is, at the present time, outside the Village limits. According to the TIF ordinance with state
regulations, we need to introduce the ordinances at this meeting. Items d, e and f will stay under
Unfinished Business until those properties become annexed to the Village.
Therefore, action is being taken on the first three ordinances at this meeting because the property
is already in the Village. Action is being taken on items d, e and f by a First Reading as required
by statute but will remain under Unfinished Business. The ordinance as a First Reading does not
become finalized until there is a Second Reading taken and a formal vote. A hearing has taken
place to discuss both TIF areas so another TIF hearing will not be necessary when the property
becomes annexed into the Village.

THE VILLAGE OF ELK GROVE VILLAGE OAKTON/HIGGINS TAX INCREMENT
FINANCING REDEVELOPMENT PLAN AND PROJECT."

b. Authorization to adopt Ordinance No. 3713 entitled, "AN ORDINANCE DESIGNATING
THE VILLAGE OF ELK GROVE VILLAGE OAKTON/HIGGINS TIF
REDEVELOPMENT PROJECT AREA, IN CONNECTION WITH THE APPROVAL OF
THE OAKTON/HIGGINS PLAN AND PROJECT."
c. Authorization to adopt Ordinance No. 3714 entitled, "AN ORDINANCE ADOPTING TAX
INCREMENT FINANCING FOR THE VILLAGE OF ELK GROVE VILLAGE, COOK
AND DUPAGE COUNTIES, ILLINOIS, IN CONNECTION WITH THE DESIGNATION
OF THE OAKTON/HIGGINS REDEVELOPMENT PROJECT AREA AND ADOPTION
OF THE OAKTON/HIGGINS REDEVELOPMENT PLAN AND PROJECT."
Motion to approve Regular Agenda items a. through c. for the Oakton/Higgins TIF
Area.

d. Authorization to hold a first reading of an Ordinance approving the Midway Court Tax
Increment Financing Redevelopment Plan and Project.
e. Authorization to hold a first reading of an Ordinance designating the Village of Elk Grove
Village Midway Court TIF Redevelopment Project Area, in connection with the approval of
the Midway Court Plan and Project.
f. Authorization to hold a first reading of an Ordinance adopting Tax Increment Financing for
the Village of Elk Grove Village, Cook County, Illinois in connection with the Designation
of the Midway Court Redevelopment Project Area and Adoption of the Midway Court
Redevelopment Plan and Project.
Mayor asked if there were any questions on the TIF Ordinances under Regular Agenda.
Motion to approve the First Reading for Regular Agenda items d. through f.
