3. APPROVAL OF MINUTES OF JUNE 15, 2021— Motion to approve the Minutes of the

4. MAYOR & BOARD OF TRUSTEES' REPORT —
Mayor Johnson — This year's RotaryFest was by far the best one we have had with record -
breaking profits. The money from Rotary Club stays in Elk Grove to help the community and
different civic groups.
Mayor attended the following events:
• June 23 - Ribbon cutting at Amita Hospital to celebrate the reactivation of the fountain.
• June 24 - Bob Sirott, WGN Radio interviewed the Mayor highlighting Elk Grove Village
Day. Mayor spoke on the Bob Sirott show and again on the John Williams show.
• July 20 - John Williams interviewed the Mayor regarding the Elk Grove Village Job Fair.
• June 24 — Meeting with Dave Schuler to discuss the possibility of expanding the job -
training program at Elk Grove High School to give students the opportunity to earn
certifications towards future jobs after graduation.
• June 30 - Ground breaking ceremony for the new Groot facility in Elk Grove Village.
• July 14 - Ground breaking ceremony for Steiner Electric at the corner of Lively and Touhy
and another ground breaking ceremony on Devon Avenue for the Sky Box data center.
The Midsummer Classics Concert Series started with Daughtry on the 41h of July with one of the
best fireworks displays. Mayor read a letter from a resident that complimented the Village on
the wonderful fireworks for the 4th of July. Then on July 13, George Thorogood and The
Destroyers performed on the Village Green, tonight War is performing on the Village Green,
and we are finishing the series on July 27 featuring The Beach Boys on the Village Green.
Tonight we will be celebrating the start of the Olympics at the concert. We will be throwing T-
shirts out to the crowd honoring the teams that we are sponsoring in the Olympics.
Opioid addictions have been a big problem during this pandemic and the Elk Grove Cares
Program is available to help those with the disease of addiction. Please call or stop in at the

Police Information Center and you will get the help that is needed right away.
June was a record month for rainfall in Illinois and most of the rain came in the last two weeks.
According to Tom Skilling, Elk Grove Village had 11" of rain and the Busse Dam worked great
keeping Elk Grove Boulevard operational as usual.
The next Coffee of the Board will be on August 14 from 9:00 a.m. — 11:00 a.m. in Room E.
Elk Grove Village Job Fair will be on July 30 at Elk Grove High School from noon to 4:00 p.m.
Anyone that pre -registers will be offered a free lunch. There will be breakout sessions to assist
with updating resumes and interview techniques. There are currently 115 companies that have
signed up and we expect to get about 150. They are all Elk Grove businesses and anyone is
welcome to interview for the positions.
The business park is humming. The 2"d quarter vacancy rates (April, May and June) are at 3.4%
and our record low before the pandemic was at 2.9%.
A resident on Grange by the name of Duane Antor spoke with Channel 2 news about a situation
in the community. Mr. Antor happens to be the last person or business in Elk Grove that either
resides or works in a building that has not had the new water meter installed. All other meters
have been replaced in Elk Grove. Mr. Antor went on television to accuse the Village of being
mean and acting as Big Brother. The workers are fully vaccinated, wear masks, gloves, and
stay socially distanced to protect everyone involved. Mr. Antor went on the news to try to make
the Village look mean and unfair. Mr. Antor is living without water for almost 3 weeks, which
is dangerous and unsafe. The Village will take legal action to replace a meter that takes 15
minutes to change. It is not safe, healthy and potentially dangerous for surrounding neighbors if
someone is living without water. Everyone in Elk Grove has had their meter replaced and we
are not going to let this situation continue since it is unsafe.
Trustee Franke — No Report.
Trustee Feichter — On August 11, there will be a meeting at the Village Hall for anyone
interested in looking at the Bicycle Plan for Elk Grove Village. The Plan was developed in
2015 and a number of changes have been made. There will be maps with a lot of information
and we welcome public comments. The meeting will be from 6:00 p.m. to 8:00 p.m.
Trustee Czarnik — The Czarnik/Heffem Golf Outing is taking place on Friday, August 6, at the
Fox Run Golf Course. There will be assigned tee times starting at 8:00 a.m. Golf carts, boxed
lunches, games and prizes will be available. The price is $90. It is a four -man scramble
tournament and reservations can be made by calling Fox Run at 847-228-3544. For updated
information, please visit www.czarnik og lf.com. This is the only fundraiser for the scholarship
program.
Trustee Lissner — Attended the groundbreaking at Steiner Electric and I commend them for
staying in Elk Grove as they had many options for their new building. The ground breaking at
SkyBox was our 16th data center coming into Elk Grove Village. Lastly, Happy Birthday to
Trustee Schmidt whose birthday is this Thursday.
Trustee Prochno — Attended the Play, Picnic & Party event with several of the Trustees that was
a cooperative effort between the Village, the Library and the Park District. This was an event
that originated with our 60th Anniversary celebrations but became an annual event thereafter.
This is a free event for families to enjoy. The Farmers Market is every Saturday from 8:00 a.m.
to 1:00 p.m. on the Village parking lot through October.
Trustee Schmidt — This weekend, I attended the wake and funeral for one of our retired Police
Sergeants, Ken Krzywicki, who worked for the Village for 23 years. He suffered an illness for
almost 30 years that went beyond his retirement. Ken ran a charity with a businessman in town
called Happy Memories where he gave a Christmas party and provided gifts for underprivileged
children. Ken will be missed. In Council Chambers today, we have a Boy Scout that is
working on his Citizenship and Community Merit Badge.
5. ACCOUNTS PAYABLE WARRANT:

6. CONSENT AGENDA
a. Authorization to approve the installation of a sign for Athletico Physical Therapy at 964 Elk
Grove Town Center.
b. Authorization to approve the installation of a sign for Bobar at 956 Elk Grove Town Center.
c. Authorization to grant special permission authorizing outdoor seating at Tata's Pierogi, 570
E. Devon Avenue, in conjunction with the seating plan approved by the Community
Development Department.
d. Authorization of a request from Grove Junior High School located at 777 Elk Grove Blvd.,
to waive the FY 2021-22 business license fees in the amount of $150.
e. Authorization of a request from the Elk Grove High School Band Association to waive
permit fees for a holiday tree and wreath sale commencing on November 26, 2021 at Elk
Grove High School located at 500 W. Elk Grove Boulevard in the amount of $200.
f. Authorization of a request from the Elk Grove Park District, located at 499 Biesterfield
Road, to waive FY 2021 /22 vehicle sticker fees in the amount of $2,100.
g. Authorization of a request from the Elk Grove Park District to waive permit fees in the
amount of $3,021 for the following projects:
• Remove and replace asphalt and re -stripe the Inline Skating Rink at 200 Reverend
Morrison Blvd, in the amount of $2,226
• Remove and replace a portion of asphalt for the Rainbow Falls parking lot at 200
Reverend Morrison Blvd, in the amount of $150
• Replace the broken storm sewer and add two (2) new catch basins at 1770 Gibson Dr., in
the amount of $645
h. Authorization to award a professional services contract to Entertainment Management
Group of Elk Grove Village, IL to manage and operate a concert as part of the Village's
annual Holiday Tree Lighting Ceremony in an amount not to exceed $25,000.
i. Authorization to concur with prior authorization to award a professional services contract to
Banner Collective, LLC of Chicago, IL to provide video production and media planning
services in an amount not to exceed $50,000.
j. Authorization of the following:
• To rescind a purchase contract with Atlas Toyota of Elk Grove Village, IL for the
purchase of two propane powered forklifts; and
• To award a purchase contract through the Sourcewell Purchasing Cooperative to
Equipment Depot of Itasca, IL for the purchase of two propane powered forklifts in the
amount of $53,137.
k. Authorization to concur with prior authorization to award a purchase contract through the
SPC Joint Purchasing Cooperative to Currie Motors of Frankfort, IL for the purchase of a
Ford F-450 dump truck with plow and salt spreader, in the amount of $76,055 from the
Water & Sewer Fund.
1. Authorization to concur with prior authorization to award a purchase contract through the
Suburban Purchasing Cooperative to Currie Motors of Frankfort, IL for the purchase of two

m. Authorization to award a professional services contract to HR Green of McHenry, IL for
engineering/bidding services, construction observation and project management services
related to the demolition and restoration of the former Days Inn Hotel located at 1920 E.
Higgins Road in an amount not to exceed $91,960 from the Higgins & Oakton Corridor TIF.
n. Authorization to increase the Fiscal Year 2022 Oakton/Higgins Redevelopment Fund in the
amount of $5,500,000 and the Midway Court Redevelopment Fund budget in the amount of
$100,000.
o. Authorization to award a professional service contract with Baxter & Woodman, Inc. for the
Clearmont Pedestrian Bridge Over Salt Creek for Phase 11 Engineering in the amount of
$118,428 from the Capital Projects Fund.
p. Authorization to award a purchase contract through Sourcewell Purchasing Cooperative to
McCann Equipment of Bolingbrook, IL for the purchase of one Case 590 Backhoe Loader in
the amount of $131,593.94 from the Water & Sewer Fund
q. Authorization to award a purchase contract through Sourcewell Purchasing Cooperative
Contract 012418 to Altec Industries of Birmingham, AL for the purchase of one Altec
AT40G Hybrid Bucket Truck in an amount not to exceed $150,000 from the Capital
Replacement Fund.
r. Authorization to concur with prior authorization to award a purchase contract to Currie
Motors of Frankfort, IL for four (4) Ford Interceptor Utility police squads in the amount of
$159,204 from the Capital Replacement Fund.
s. Authorization to award a purchase contract through the Sourcewell Purchasing Cooperative
to Finkbiner Equipment Company of Burr Ridge, IL for the purchase of a Gradall XL4100
in the amount of $393,707.80 from the Capital Replacement Fund.
t. Authorization of the following items related to the closing of the Fiscal Year 2021 Budget
and amendments to the adopted Fiscal Year 2022 Budget:
• Amend the Fiscal Year 2022 Budget for the carryover of bond proceeds and outstanding
encumbrances from the Fiscal Year 2021 Budget for a total amount of $8,281,628;
• Increase the Fiscal Year 2021 General Fund budget in the amount of $3,108,000 to cover
costs associated with emergency response to the COVID-19 pandemic;
• Increase the Fiscal Year 2021 Firefighters Pension Fund budget in the amount of
$125,000 to cover costs associated with pension benefits;
• Increase the Fiscal Year 2021 Police Pension Fund budget in the amount of $255,000 to
cover costs associated with pension benefits.
u. Authorization to grant a variation from Municipal Code, Section 8-1213-1-1D, Easements, to
permit construction of a garage which will encroach four feet (4') into the ten -foot (10') rear
yard public utility and drainage easement at 500 East Elk Grove Blvd.
v. Adopt Ordinance No. 3715 entitled, "AN ORDINANCE GRANTING A VARIATION OF
SECTION 3-7:D.1 OF THE ZONING ORDINANCE AS IT PERTAINS TO
OVERHANGING STRUCTURES IN A REQUIRED FRONT YARD TO GRANT A
VARIATION TO PERMIT THE INSTALLATION OF A COVERED PORCH THAT
PROJECTS FORTY-EIGHT INCHES (48") INTO THE REQUIRED FRONT YARD ON
PROPERTY LOCATED AT 1147 WARWICK LANE, ELK GROVE VILLAGE,
ILLINOIS. (KRUPA)"
w. Adopt Ordinance No. 3716 entitled, "AN ORDINANCE DISCONNECTING CERTAIN
PROPERTY FROM THE VILLAGE OF ELK GROVE VILLAGE AND AMENDING
THE COMPREHENSIVE PLAN AND ZONING MAP TO REFLECT THE SAME."
x. Adopt Resolution No. 36-21 entitled, "A RESOLUTION AUTHORIZING
RELEASE/RETENTION OF EXECUTIVE SESSION MINUTES OF THE VILLAGE OF
ELK GROVE VILLAGE FROM JULY 2019 THROUGH DECEMBER 2019."
y. Adopt Resolution No. 37-21 entitled, "A RESOLUTION APPROVING THE PLAT OF
VACATION OF VARIOUS PUBLIC UTILITY, SEWER, WATER, DRAINAGE, CABLE

TV AND ACCESS EASEMENT FOR 1000 OAKTON STREET."
z. Authorization to grant a variation from the Municipal Code, Section 8-1213-1-1 D,
Easements, to permit the installation of structural fence pillars which will encroach six feet
(6) south into the south twenty-five foot (25') front yard public utility and drainage easement
and one foot (F) west into the west twenty-five foot (25') public utility and drainage
easement at 800 E. Devon Avenue.
aa. Adopt Resolution No. 38-21 entitled, "A RESOLUTION AUTHORIZING THE MAYOR
AND VILLAGE CLERK TO EXECUTE A MEMORANDUM OF AGREEMENT

7. REGULAR AGENDA — There are no items under the Regular Agenda.
8. PLAN COMMISSION — Village Manager Rummel —
The first item under the Plan Commission is regarding a petition submitted on behalf of
Microsoft for PC Docket 21-4 requesting a variation of the Zoning Code to permit multiple
buildings on one lot at 101 Innovation Drive. A public hearing was held by the Plan
Commission on June 21 and the Plan Commission issued a unanimous Finding of Fact
recommending that the Village Board grant the variation.
Motion to direct the Village Attorney to prepare the necessary documents for the
variation at 101 Innovation Drive.

Mayor thanked the petitioner for working with the Village. It is not necessary for the petitioner
to attend the next Village Board Meeting for the final approval.
The second item for discussion this evening is PC Docket 21-5 to consider a Text Amendment
to the Zoning Ordinance to remove and replace Chapter 7, Article D. Innovation and
Technology Center District.
The Village is looking to mimic what is taking place at the Elk Grove Technology Park and turn
the Office Park at Northwest Point into an Innovation and Technology Center District. The
Plan Commission held a public hearing on July 12 and held a public meeting last night. The
Plan Commission issued a unanimous Finding of Fact to the Village Board to recommend that
the Village Board grant the full text amendment changes to the Zoning Ordinance to create an
Innovation and Technology Center District out of the Office Park District.
Motion to direct the Village Attorney to prepare the necessary documents for the text

amendment to the Zoning Ordinance for the Innovation and Technology Center District.

9. ZONING BOARD OF APPEALS — Village Manager Rummel — No Report.
10. YOUTH COMMITTEE — Trustee Franke — The first Summer Splash Party was held on
July 9 with approximately 100 students in attendance. The last Summer Splash Party will be
Friday, August 6 at Rainbow Falls from 8:15 p.m. to 10:15 p.m.
11. BUSINESS LEADERS FORUMS — Trustee Lissner — There is another Master Class
scheduled at Enclave featuring Greg Lafin with Midwest Business Brokers and Intermediaries
and Enclave CEO John Dallas will co -moderate a panel discussion with audience interaction.
The event will be from 6:00 p.m.-7:30 p.m.
12. CABLE TELEVISION COMMITTEE — Trustee Lissner — No Report.
13. HEALTH & COMMUNITY SERVICES — Trustee Lissner — The next Community Blood
Drive is scheduled for July 24, from 8:00 a.m. to 1:00 p.m. on the lower level of the Zettek
Municipal Building.
14. INFORMATION COMMITTEE — Trustee Lissner — The Information Committee met
yesterday morning to discuss the new design of the newsletter. Changes are expected to be
presented to the full board at a Committee of the Whole meeting in the future.
Solicitors are now permitted in the Village. If there are any concerns, please call the Village
Clerk's office or 9-1-1 for a police officer to be dispatched to the area.
15. RECYCLING & WASTE COMMITTEE — Trustee Feichter — The numbers are in for the
Paint and Motor Oil Recycling event held on Saturday, June 12. The Village collected 24,000
pounds of latex paint, 4,000 pounds of oil -based paint, 3,000 pounds of motor oil, and 900
pounds of antifreeze to be recycled.
16. PARADE COMMITTEE — Trustee Czarnik — Our Hometown Parade is scheduled for
Saturday, September 18, 2021 at 2:00 p.m. The theme this year is Our Favorite Things. The
Village float will be honoring the first responders. We will have a representative from Fire,
Police, Public Works and the Hospital on our float as a way of saying thank you for all they
have done and continue to do for our community. The Community Character Coalition are the
Grand Marshals of the Parade. This year, the Shriners will be joining us as they have in the
past, but to a much greater extent. We look forward to an unusual and exciting parade. The
next Parade Meeting will be on Monday, August 2, at 5:30 p.m. on the lower level of the
Charles Zettek Municipal Building.
17. PERSONNEL COMMITTEE — Trustee Franke — No Report.
18. JUDICIARY, PLANNING AND ZONING COMMITTEE — Trustee Prochno — No
Report.
19. CAPITAL IMPROVEMENTS COMMITTEE — Trustee Czarnik — No Report.
20. AIRPORT UPDATE — Mayor Johnson — No Report.
21. MID -SUMMER CLASSICS CONCERT SERIES UPDATE — Mayor Johnson — No

22. SPECIAL EVENTS COMMITTEE — Mayor Johnson — The next event is Oktoberfest.

24. REPORT FROM VILLAGE MANAGER — The Village Manager announced that the
Governmental Finance Officers Association awarded the Finance Department with another
Certificate of Achievement for Excellence in Financial Reporting for the 38`h year.

28. PUBLIC COMMENT — 5:59 PM — Helen Leski complimented the Village on the 41" of
July fireworks but missed the music this year. Mayor stated that there was a glitch with the
music this year but the fireworks display was one of the biggest ever.
