Johnson, Trustees Nancy J. Czarnik, Patton L. Feichter, Jeffrey C. Franke, Sam L. Lissner and Stephen F. Schmidt ABSENT: Trustee Christine K. Prochno A Quorum was present. PLEDGE OF ALLEGIANCE / INVOCATION - PASTOR STEFAN POTUZNIK, CHRISTUS VICTOR LUTHERAN CHURCH 3. APPROVAL OF MINUTES OF JULY 20, 2021 — Motion to approve the Minutes of the Regular Village Board Meeting held on July 20, 2021 as submitted and dispense with the reading. Moved by Trustee Czarnik Seconded by Trustee Lissner The motion was voted upon by acclamation. MOTION CARRIED 4. MAYOR & BOARD OF TRUSTEES' REPORT Mayor Johnson — RotaryFest will move to the 4th weekend in July next year. As part of the Midsummer Classics Concert Series, the Village partners with the Lions Club for the 41h of July concert and will now partner with the Rotary Club for a concert during RotaryFest. The weather is unpredictable in the month of June, so the Village is going to try RotaryFest in July for the next four years to see if the weather improves. The 2022 Midsummer Classics Concert Series will have the first concert at Rotary Green for the 4th of July with fireworks, the second concert will be on the Village Green, the third concert will be at Rotary Green during RotaryFest, and the fourth concert will be on the Village Green. On July 27, Mayor attended an event at Bubby's Beefs & Red Hots, 1026 E. Higgins Road, when they were inducted into the Vienna Beef Hall of Fame. On July 29, Representative Mussman joined the Mayor and Board of Trustees at the Biesterfield Road Bicycle & Pedestrian Improvements ribbon cutting. Representative Mussman helped to obtain a $750,000 Grant and Cook County will provide a $500,000 Grant to help with the improvements. On July 30, Elk Grove had the first Job Fair at Elk Grove High School with 133 businesses present and 510 candidates interviewing for jobs. The Village is looking to offer another Job Fair in November. On July 31, Mikerphone Brewing had a Block Party at 121 Garlisch and raised $4,200 for the Elk Grove Respite Care Program called "A Caring Place". On August 12, Mayor met with Civiltech to discuss future roadwork, along with the water and sewer work that needs to be done at Tonne & Elk Grove Boulevard. Congressman Raja is working on a large grant to help with the project. There was a great turnout at the Coffee with the Board on August 14. Chicago Mask Mandate — Mayor spoke about the Chicago mask mandate that begins on Friday and Elk Gove Village will not impose on the Village at this time. The Village will watch the numbers and act accordingly. Mayor thanked the Police Department for participating in the 4th of July Click It or Ticket Program with a total of 192 traffic stops. Smoke Test — The Metropolitan Water Reclamation District requires the Village to do a smoke test into the sanitary sewer system to detect openings that allow rainfall or groundwater to enter Page 1 of 7 the Village's sanitary sewer system. Smoke will appear where there are defects in the main sewer line or sewer service connections. This testing helps make the sanitary sewer system more efficient and effective. Olympic Medals — The Business Journal Magazine looked at all the sponsors of team events and totaled the number of medals. Elk Grove Village had the fourth most medals by the teams that they sponsored for the Olympics. Events are continuing with the Olympic athletes with a Run, Jump & Throw event in October and a Wrestling Clinic at Elk Grove and Conant High School in November. Waste Contract — The Village went out to bid for the waste contract and Groot came in with the best offer that includes every resident to receive a garbage and recycling container free of charge. Nothing changes with what is placed at the curb but they will accept up to two electronic items, under 50 pounds, every week. Yard waste stickers will continue but the rate will freeze for the entire 8 years of the contract. If you are a senior, you will receive a 10% discount and the contract will begin on November 1. The Village recently had a firefighter test and there were 151 firefighters that applied for a position here in Elk Grove Village. We are proud to attract so many candidates and take pride in our employees on the phenomenal job that they do to serve the community. Dr. Brian Homann announced that his office will be hosting the 3d annual Free Dental Day on September 10 from 8:00 a.m. to 4:30 p.m. at 8 E. Devon Avenue near the Dairy Queen. Dr. Russ Spinazze will be the oral surgeon on hand and Dr. Jennifer Silc will be the periodontist at the event. OATHS OF OFFICE Chief Mikel joined Mayor Johnson at the podium to swear in the following from the Fire Department: Firefighter Francisco Torres, Lieutenant Joseph Hollerbach, Lieutenant Thomas Wind, and Battalion Chief Jim Denna, Jr. Chief Walsh joined Mayor Johnson at the podium to swear in the following from the Police Department: Sergeant Meredith Sloan, and Commander Mike Carlson Trustee Franke — Tickets are now available on the website for Oktoberfest at Rotary Green on Friday, September 17, from 6:00 p.m. to 11:00 p.m. and Saturday, September 18, from 3:00 p.m. to 11:00 p.m. Activities for the children will be on Saturday after the parade between 3:00 p.m. and 7:00 p.m. and Oktoberfest will continue through 11:00 p.m. that evening. Residents can save 20% by pre -purchasing tickets on the website before September 13. Tickets can be purchased in advance for ten (10) at $8.00 but can also be purchased at the event. There will be fireworks at 8:00 p.m. on Saturday evening. Trustee Feichter — Community Character Coalition (CCC) held its first full meeting in -person since the beginning of the pandemic. The CCC has been busy helping other organizations fill backpacks to prepare hundreds of students to return to school in the fall. The CCC has also collected items for soldiers all over the world through the Packages for Patriots program. Meet Chicago Northwest will have a meeting tomorrow to provide an update on the hotel and restaurant industry. The Village hosted a Bike Plan meeting for residents to have the opportunity to give suggestions and receive updates on what Elk Grove Village has done for the biking community and what is planned for the future. Trustee Czarnik — Attended the Illinois Journal Real Estate Awards on July 22 where Elk Grove Village was nominated as one of the Municipalities of the Year. On July 25, attended the Installation of Daniel Kent Greg as Pastor of Lutheran Church of the Holy Spirit. On August 3, attended a ribbon cutting ceremony with Trustees Lissner, Feichter and Schmidt at Anritsu Infivis to celebrate the grand opening of their new facility at 701 Innovation Drive in the Technology Park. Thanks to all that participated in the Czarnik/Heffern Golf Outing that was a wonderful success. We had a beautiful day and I believe all who attended had a good time. This is our only fundraiser, and we are looking forward to next year's scholarship awards to the students of Elk Grove Village. Trustee Lissner — This is actually the third time that Anritsu is expanding and it is fantastic to Page 2 of 7 see a company, that can go anywhere in the country, stay in Elk Grove Village. Trustee Czarnik, as Deputy Mayor, did an outstanding job speaking on behalf of the mayor at the ribbon cutting. Trustee Schmidt — The Italian Sister Cities met last night to discuss the startup of the student exchange program again for the 2022-23 school year. We are hoping to start up the exchange with the doctors at Alexian Brothers Medical Center and the University of Palermo Medical Center in 2022. The next board meeting is September 141h, which is after the 20th Anniversary of 9/11. Please take a moment to remember all the civilians that lost their lives on that day as well as the first responders that lost their lives trying to save others. 5. ACCOUNTS PAYABLE WARRANT: Motion to authorize payment of invoices as shown on the July 31, 2021 Accounts Payable Warrant in the amount of $3,275,300.05. Authorization of a request from the Rotary Club of Elk Grove Village to waive the fee for a temporary Class D liquor license ($2,100) for the Village's Oktoberfest on September 17 and September 18, 2021. b. Authorization of requests from AMITA Health - Alexian Brothers Medical Center, 800 Biesterfield Road, to waive permit fees in the amount of $5,450 for the following projects: • Installation of a temporary kitchen trailer in the amount of $750 • Buildout for administrative suite in the amount of $4,700 c. Authorization of requests from the Elk Grove Park District to waive permit fees in the amount of $6,962 for the following projects: • Playground renovation and sidewalk installation at Jaycee Park, 889 Brantwood Ave, in the amount of $6,287 • Construction of a chemical storage room at Fox Run Golf Links, 333 Plum Grove Rd, in the amount of $675 d. ZBA Docket 21-2 - Consideration of a petition submitted by Kimley-Horn and Associates for a variation from the Elk Grove Village Zoning Ordinance as it pertains to permitted locations and heights for fences in industrial zoning districts for property located at 800 E. Devon Avenue. ZBA Docket 21-2 is for a fence variation to allow the Skybox Data Center to install a security fence around the premises. The Zoning Board of Appeals had a public hearing on July 8, 2021 and a Finding of Fact was forwarded to the Village Board with a 5-0 recommendation to approve the variation. Motion to direct the Village Attorney to prepare the necessary documents for the installation of a security fence at 800 E. Devon Avenue. ZBA Docket 21-4 - Consideration of a petition submitted by Juan Nevarez seeking variations from the Elk Grove Village Zoning Ordinance as it pertains to permitted locations for fences in residential zoning districts for property located at 951 Borman Court. ZBA Docket 21-4 pertains to a petition submitted by the homeowner at 951 Borman Court to replace an existing chain link fence with a six-foot (6) vinyl fence which required a zoning variation. A public hearing was held on July 29, 2021 and the Zoning Board of Appeals issued a 6-0 unanimous recommendation to the Village Board to grant the variation. Motion to direct the Village Attorney to prepare the necessary documents for the fence variation at 951 Borman Court. YOUTH COMMITTEE — Trustee Franke — There were 175 participants at the last Summer Splash Party held on August 6. The next event planned is a bon fire in October. 11. BUSINESS LEADERS FORUMS — Trustee Lissner — There was an ambassador visit on August 11 at Avient Corporation located at 2400 E. Devon. Tomorrow evening, Enclave will be hosting an event called Camp Enclave "Where Minds Climb" from 5:00 p.m. and 9:00 p.m. Activities will include storytelling, s'mores, sliders and presentations from Shawn Hunter, the CEO of The Chicago Dogs Baseball Team, Police Chief Charles Walsh and Fire Chief Richard Mikel. 12. CABLE TELEVISION COMMITTEE — Trustee Lissner — No Report. 13. HEALTH & COMMUNITY SERVICES — Trustee Czarnik — There were 52 units of blood collected at the Community Blood Drive on Saturday, July 24. The next Community Blood Drive will be on Saturday, November 20. The Elk Grove Community Services Department has provided school supplies for 10 families with 21 children in need of assistance in our community. The supplies were purchased with donations received from local donors that contribute every year. For more information about the program, please contact Community Services at 847-357-4120. 14. INFORMATION COMMITTEE — Trustee Lissner — There will be a Committee of the Whole meeting on September 14 to present a newly designed newsletter to the Village Board. 15. RECYCLING & WASTE COMMITTEE — Trustee Feichter — No Report. 16. PARADE COMMITTEE — Trustee Czarnik — The Hometown Parade will be on Saturday, September 18, at 2:00 p.m. The theme this year is "Your Favorite Things". The Village float will be honoring our first responders with a representative from the Fire Department, Police Department, Public Works, and the hospital. The Community Character Coalition are the Grand Marshals for the parade. The Shriners will be joining us again this year but to a much greater degree. We look forward to an unusual and exciting parade. The next parade meeting will be on Monday, August 30, at 5:30 p.m. on the lower level of the Charles J. Zettek Municipal Building. 17. PERSONNEL COMMITTEE — Trustee Franke — No Report. 18. JUDICIARY, PLANNING AND ZONING COMMITTEE — Trustee Prochno — No Report. 19. CAPITAL IMPROVEMENTS COMMITTEE — Trustee Czarnik — Builders Paving completed pavement striping and cleanup work on all streets in this year's residential program. The resurfacing program has now been completed. The Business Park Street Rehabilitation Program is scheduled to be completed by the beginning of September. 20. AIRPORT UPDATE — Mayor Johnson — No Report. 21. MID -SUMMER CLASSICS CONCERT SERIES UPDATE — Mayor Johnson — There were approximately 20,000 people that attended the last concert on July 27 for The Beach Boys. 22. SPECIAL EVENTS COMMITTEE — Mayor Johnson - The next event will be Oktoberfest at Lions Park on Friday, September 17 and Saturday, September 18. 23. LIQUOR COMMISSION — Mayor Johnson — No Report. 24. REPORT FROM VILLAGE MANAGER — Congratulations to Village Clerk Lorrie Murphy who recently earned her designation as a Certified Municipal Clerk. 25. REPORT FROM VILLAGE CLERK — No Report. 26.
