HomeMy WebLinkAboutPOLICE PENSION - 11/06/2020 - Police Pension Meeting MinutesMINUTES OF A SPECIAL MEETING OF THE ELK GROVE VILLAGE POLICE PENSION FUND BOARD OF TRUSTEES NOVEMBER 6, 2020 A special meeting of the Elk Grove Village Police Pension Fund Board of Trustees was held on Friday, November 6, 2020 at 2:00 p.m. via teleconference accordance with State's disaster declaration regarding the COVID-19 pandemic. CALL TO ORDER: Trustee Torres called the meeting to order at 2:00 p.m. ROLL CALL: PRESENT: Trustees Christopher Torres, Thomas Molloy, Allan Ambrose and Charles Walsh ABSENT: Trustee Warren Moody ALSO PRESENT: Deputy Chief Finance Director Brian Koehler, Elk Grove Village; Attorney Bryan Stand, Reimer Dobrovolny & Labardi, PC (RDL); Sam Meyer, Lauterbach & Amen, LLP (L&A), Pensioner Edwin Medina and Active Member Mike Gaspari, Elk Grove Village Police Department PUBLIC COMMENT: There was no public comment. APPLICATIONS FOR RETIREMENT/DISABILITY BENEFITS: Review/Approve — Regular Retirement Benefits — Edwin Medina & Jeff Andraejewski: The Board discussed Mr. Medina's retirement calculation and his break in service. Attorney Strand informed the Board that the Village Board and Village Attorney has denied Mr. Medina's request to extend his appointment to regain the 14 days needed to secure 30 years of creditable service entitling him to 75% of his applicable salary. Attorney Strand noted that at this time Edwin Medina may collect on his uncontested amount of 29 years of credible service and 72.50%. The Board reviewed the regular retirement benefit calculation for Edwin Medina prepared by L&A. Patrolman Medina an entry date of October 15, 1990, retirement date of October 15, 2020, effective date of pension of October 16, 2020, 59 years of age at date of retirement, 29 years of creditable service, applicable salary of $106,214.00, applicable pension percentage of 72.50%, amount of originally granted monthly pension of $6,417.10 and amount of originally granted annual pension of $77,005.20. A motion was made by Trustee Molloy and seconded by Trustee Ambrose to award an interim non -final retirement pension based on the uncontested creditable service amount of 29 years and 75.2% for pension purposes without prejudice to any claim Edwin Medina may have for additional retirement benefit calculated by L&A. Motion carried by roll call vote. AYES: Trustees Torres, Molloy, Ambrose and Walsh NAYS: None ABSENT: Trustee Moody The Board discussed scheduling a hearing to discuss Edwin Medina's final creditable service and percentage. A motion was made by Trustee Molloy and seconded by Trustee Ambrose to continue Elk Grove Village Police Pension Fund Meeting Minutes — November 6, 2020 Page 2 of 3 the matter to a date and time agreeable to all parties for the purpose of conducting a hearing to determine the exact amount of final creditable service. Motion carried by roll call vote. AYES: Trustees Torres, Molloy, Moody, Ambrose and Walsh NAYS: None ABSENT: Trustee Moody All parties agreed to hold a hearing on December 3, 2020 at 2:00 p.m. subject to change at the Village hall located at 901 Wellington Avenue, Elk Grove Village, Illinois 60007, Edwin Medina left the meeting at 2:16 p.m. The Board reviewed the regular retirement benefit calculation for Jeff Andrzejewski prepared by L&A. Sergeant Andrzejewski had an entry date of October 15, 1990 retirement date of November 2, 2020 effective date of pension of November 3, 2020, 53 years of age at date of retirement, 30 years of creditable service, applicable salary of $124,990.32, applicable pension percentage of 75%, amount of originally granted monthly pension of $7,811.90 and amount of originally granted annual pension of 93,742.80. A motion was made by Trustee Wlash and seconded by Trustee Molloy to approve Jeff Andrzejewski's regular retirement benefit calculated by L&A. Motion carried by roll call vote. AYES: Trustees Torres, Molloy, Ambrose and Walsh NAYS: None ABSENT: Trustee Moody OLD BUSINESS: Discussion/Possible Action — QILDRO Benefit Discrepancies: L&A informed the Board that a QILDRO Calculation Order was never received for Edward Hansen/Ellery Hansen before a benefit was paid to the alternative payee. A motion was made by Trustee Ambrose and seconded by Trustee Molloy to authorize RDL to investigate and remedy the QILDRO benefit discrepancy. Motion carried by roll call vote. AYES: Trustees Torres, Molloy, Ambrose and Walsh NAYS: None ABSENT: Trustee Moody NEW BUSINESS: Review/Adopt — Municipal Compliance Report: The Board reviewed the Municipal Compliance Report prepared by the Village of Elk Grove. A motion was made by Trustee Walsh and seconded by Trustee Ambrose to adopt the MCR as prepared by the Elk Grove Village. Motion carried by roll call vote. AYES: Trustees Torres, Molloy, Ambrose and Walsh NAYS: None ABSENT: Trustee Moody CLOSED SESSION, IF NEEDED: There was no need for closed session. ADJOURNMENT: A motion was made by Trustee Molloy and seconded by Trustee Ambrose to adjourn the meeting at 2:35 p.m. Motion carried by roll call vote.
