1. CALL TO ORDER — 7:30 PM

A Quorum was present.

3. APPROVAL OF MINUTES OF SEPTEMBER 28, 2021 - Motion to approve the
Minutes of the Regular Village Board Meeting held on September 28, 2021 as
submitted and dispense with the reading.

4. MAYOR & BOARD OF TRUSTEES' REPORT —
Mayor Johnson — Mayor attended the following meetings or events since the last board meeting:
• September 30 — Met with Polly Davenport, CEO of Alexian Brothers Hospital.
• October 10 — Attended the RunJumpThrow event with Olympians Jackie Joyner-Kersee and
David Kendziera at Elk Grove High School.
• October 11 — Attended the 81h Annual Manufacturing Expo at Elk Grove High School.
The 2nd Elk Grove Village Job Fair will be on November 5 at the Elk Grove Park District
Pavilion.
Vacancy Rate - The 3`d quarter vacancy rate in the business park is back down to 2.86%.
Halloween — The October newsletter will have the red and green Halloween signs for residents
to use if they choose for Halloween. Trick or treating hours are from 3:00 p.m. to 7:00 p.m. on
Sunday, October 31.
President Biden - Last Thursday was the first time that the President of the United States made
an official visit to Elk Grove Village. We are very proud and honored that the most powerful
person in the World chose Elk Grove Village. The office is of utmost respect for all of us. We
were very honored and privileged to have the President come to Elk Grove Village and more
importantly to have him come to our Technology Park. It was nice to see Elk Grove Village on
all the media stations when the President arrived.
Vaccinations are extremely important right now to get through this pandemic. Over 90% of the
Village employees are vaccinated.
There was letter that went out with the recent water bills from the Village. Back in March of
2021, there was a special meeting to talk about our long-term plans with roadway projects, flood
mitigation, sidewalk issues, and other items throughout the whole community. As the town is
getting older, similar to Schaumburg, Hoffman Estates and Rolling Meadows, we have to start
speeding up the work efforts. At the March meeting, we discussed three increases in funding: 1)
A NICOR natural gas tax which will cost the average homeowner about $30/year, 2) We passed
a property tax that will be approved in December but it won't show on the property tax bill until
next September and that will be about $60/year for the average $300,000 home in Elk Grove.
This is the first property tax passed on the General Fund in fourteen years. 3) Funds for the

water issues that we have such as backyard / rear yard drainage, the water issues on sidewalks.
We passed a water/sewer fee of $5/month or $60/year. The total package that we talked about
was $150/year. The Elk Grove Journal had at least two articles in the paper and the Daily
Herald had at least two articles in their paper. Mayor admitted that we should have put an article
in the newsletter on this topic even though the newspapers had articles about this funding.
We are part of North Suburban Municipal Joint Action Water Agency (JAWA) and those towns
that are part of JAWA all get their water from Lake Michigan. The communities that are part of
JAWA are Rolling Meadows, Mount Prospect, Schaumburg, Hoffman Estates and Elk Grove
Village. Elk Grove Village has the lowest water rate out of all the towns that are in JAWA.
There was another issue with the first company that printed the water bills. We left that
company and a new business is printing the water bills and everything seems to be working
much more efficiently. We apologize for any confusion.
The Technology Park has received the last Letter of Intent to fill the last space in the
Technology Park. We are extremely proud that we have filled it up in two years. The
Technology Park is truly an international site. There is a Spanish company, a Dutch company,
an Austrian company, two Japanese companies, a Canadian company, one American company,
and we have Microsoft, which is international. We look forward to adding more businesses to
the new Innovation Technology Park formally known as Northwest Point.
There were three new promotions to the Police Department and Mayor Johnson asked Chief
Walsh to join him at the podium to swear in the following: Sergeant Juan Andrade,
Commander Randy Schumacher, and Deputy Chief Daniel Burke.
Trustee Schmidt — Spoke to several businesses at the Manufacturing Expo and the businesses are
very happy and proud to be in Elk Grove Village. They gave a lot of compliments to the Village
for helping them to succeed in the community.
Trustee Prochno — Attended several events this past weekend starting with the annual Open
House at the Fire Department on Saturday, October 9, then the RunJumpThrow event at Elk
Grove High School on October 10, and the Manufacturing & Technology Expo on Monday,
October 11. It was busy but very nice to see all the wonderful events that Elk Grove has to offer
for the families.
Farmers Market - Last Saturday was the Build a Scarecrow event at the Farmers Market
sponsored by the Garden Club. The Club exceeded their goal by making over 100 scarecrows at
that event. This Saturday, October 16, is the last summer Farmers Market and there will be a
Halloween Costume Parade for Children. Anyone interested in participating in the parade,
should register at the Farmers Market between 10:00-10:15 a.m. The parade will begin at 10:30
a.m. and there are 100 trophies to give out. The winter Farmers Market will be held at the
Christus Victor Church starting in January on the first and third Saturday's of the month. More
details will follow.
We are highlighting people that make our community and the world a better place. There was
an article in the Daily Herald entitled Elk Grove Village mom helps American Girl create Eid
outfit for dolls. Yasmina Blackburn's daughter came home in tears after a holiday celebration at
school, and it broke her heart that Christmas, Hanukkah and Kwanzaa were celebrated but not
Eid, the Islamic holiday. The mom wrote a letter to the American Girl doll company seeking
Muslim representation. American Girl, owned by Mattel, has now launched an Eid alFitr doll
outfit that Blackburn helped to design as part of its new cultural celebration collection.
Halloween Decorating Contest - The Elk Grove Leo and Lions Club will be hosting a Halloween
House Decorating Contest this year. The categories include Outstanding Overall Halloween
Theme, Outstanding Use of Multimedia, Outstanding Scariest Display, and Outstanding Use of
Decorations on a condo. Send questions or to enter the contest send your name, address, phone
number and category to lionbarbaragcomcast.net. Hurry as the deadline to enter is October 15.
Information is posted on the Village website and the electronic signs on Biesterfield.
Trustee Lissner — Attended the Manufacturing & Technology Expo and it was nice to see so
many of the businesses that we were able to visit the last couple of years present. Jackie Joyner-
Kersee's speech was very inspirational.
Trustee Czarnik — The speech that Jackie Joyner-Kersee gave was phenomenal. Her success
was really contributed to hard work.
Trustee Feichter — On Saturday, October 23, the Community Character Coalition and some

students from Elk Grove High School will be collecting toiletry.
Recently returned from a trip to our Friendship City in Pernik, Bulgaria.

6. CONSENT AGENDA
a. Authorization to approve the installation of signage for Dollar Tree at 1000 Elk Grove Town
Center.
b. Authorization of requests from the Elk Grove Park District to waive permit fees, in the
amount $947 for the following projects:
• Sealcoating and striping the parking lot at Huntington Chase Park, 921 Rohlwing Rd, in
the amount of $90;
• Sealcoating and striping the north parking lot at Hattendorf Park, 225 E. Elk Grove Blvd,
in the amount of $155;
• Sealcoating and striping the parking lot and maintenance yard at the Park District
Administration Building, 499 Biesterfield Rd, in the amount of $525; and
• Sealcoating and striping the parking lot at Marshall Park, 709 Chelmsford Ln, in the
amount of $177.
c. Authorization of requests from AMITA Health, 800 Biesterfield Rd, to waive permit fees in
the amount of $17,170 for the following projects:
• Installation of a secondary water disinfection system, in the amount of $325;
• Installation of temporary construction trailers, in the amount of $4,220; and
• Demolition of the storage building and installation of new foundations, in the amount of
$12,625.
d. Authorization to award a professional services contract to MNJ Technologies of Buffalo
Grove, IL to provide one year of Cisco Smartnet support of our network infrastructure in the
amount of $30,707.
e. Authorization to concur with prior Village Board authorization to award a professional
services contract to The Deigan Group of Lake Bluff, IL for asbestos abatement and waste
removal field oversight at property located at 1920 E. Higgins Road in an amount not to
exceed $40,200 from the Higgins-Oakton TIF Fund.
f. Authorization to waive the formal bidding process and award a purchase contract to K-Tech
Specialty Products of Ashley, IN for the purchase of up to 27,972 gallons of winter de-icing
liquid "Beet Heet" in the amount not to exceed $39,999.96.
g. Authorization to increase an existing professional services contract with Tasty Catering of
Elk Grove Village, IL for services provided at Oktoberfest in the amount of $13,548, for a
total contract amount of $64,181.50.
h. Authorization to award a professional services contract to Advanced Automation and
Control, Inc. of McHenry, IL to design and furnish replacement SCADA control panels for
Touhy, Rt. 83, and Shenandoah Lift Stations in the amount of $217,535 from the
Busse/Elmhurst TIF and the Water & Sewer Fund.
i. Authorization to concur with prior Village Board authorization and award a construction

contract to the lowest responsive and responsible bidder, Colfax Corporation of Chicago, IL
for Pre -Demolition Asbestos and Universal Waste Building Components Abatement at 1920
E. Higgins Road, in an amount not to exceed $229,610 from the Higgins-Oakton TIF.
j. Authorization to concur with prior Village Board authorization and award a construction
contract to the lowest responsive and responsible bidder, Albrecht Enterprises, Inc. of Des
Plaines, IL for demolition and site restoration at the former Days Inn Motel, 1920 E. Higgins
Road, in an amount not to exceed $264,275 from the Higgins-Oakton TIF.
k. Authorization to award a professional service contract to the lowest responsive and
responsible bidder, Marc Kresmery Construction LLC, Inc. of Elgin, IL for the 2021 Lift
Station Rehabilitation project in the amount of $1,188,000 from the Busse/Elmhurst TIF and
the Water & Sewer Fund.
1. Authorization to accept the audited Annual Financial Report for the Fiscal Year ended April
30, 2021.
m. Authorization to adopt Ordinance No. 3727 granting a variation of Section 3-7:D(3) of the
Zoning Ordinance to permit the construction of a six (6) foot high fence, which will extend
approximately twenty (20') feet beyond the nearest front corner of the principal structure on
the adjacent single-family residential lot to the south (1204 Leeds Lane) and extend
approximately fifteen (15') feet beyond the adjacent front corner of the principal structure at
property located at 501 Wellington Avenue.
n. Authorization to adopt Resolution No. 55-21 authorizing the Mayor to execute a Letter of
Receipt stipulating the terms of an agreement for an application seeking a Cook County
Class 6B Property Tax Exemption status pursuant to the Cook County Real Property
Classification Ordinance as amended July 27, 2018 for certain real estate located at 299 Criss
Circle.
o. Authorization to adopt Resolution No. 56-21 authorizing the Mayor to execute an
Intergovernmental Agreement between the Village of Elk Grove Village and the County of
Cook for the construction of a sidepath along Meacham Road from I-390 to Biesterfield
Road.
p. Authorization to adopt Resolution No. 57-21 authorizing the Mayor and Village Clerk to
execute a Development and Operating Agreement for a Craft Grow Facility between the
Village of Elk Grove Village and WRCB, LLC.

8. PLAN COMMISSION — Village Manager Rummel — The Plan Commission held a public
hearing on staff recommendation to amend the Zoning Ordinance to include dog parks to the list
of special uses in the I-1 and I-2 Industrial Districts. The Plan Commission gave a
recommendation to the Village Board to grant the amendment with certain conditions.
PC Docket 21-6 - Consideration of a Text Amendment to the Zoning Ordinance to amend the
list of special uses in the I-1 and I-2 Industrial Districts to allow indoor dog parks & training
facilities with ancillary services including boarding and retail sales of merchandise.

special uses in I-1 and I-2 Industrial Districts.

10. YOUTH COMMITTEE — Trustee Franke — Unfortunately the Bon Fire was cancelled due
to rain.

11. BUSINESS LEADERS FORUMS — Trustee Lissner — The last Makers Wanted class is
scheduled for November 18. The 2022 classes are tentatively scheduled for January 6, 2022
waiting for some details to be finalized.
The next Master Class will be on Wednesday, October 20, featuring a presentation on Public
Safety by Fire Chief Richard Mikel. EGTV will also be filming the presentation and shown at a
later date on the cable channel.
12. CABLE TELEVISION COMMITTEE — Trustee Lissner — Please remember that the
Village and Park District board meetings can be viewed on EGTV, Facebook, Twitter and
YouTube. On October 15, the Elk Grove High School football game against Rolling Meadows
will be streamed.
13. HEALTH & COMMUNITY SERVICES — Trustee Czarnik — The next Blood Drive will
be Saturday, November 13, from 8:00 a.m. to 1:00 p.m. on the lower level of the Charles J.
Zettek Municipal Building.
14. INFORMATION COMMITTEE — Trustee Lissner — The fall leaf collection goes through
November. Please check the website or the Villager for information on your pickup day.
15. RECYCLING & WASTE COMMITTEE — Trustee Feichter — A flyer will be going out to
all the residents with information about the Groot Waste & Recycling Program. Please be ready
to put the old garbage cans out for them to pick up and the new ones will be dropped off by
Groot. Residents should leave the Waste Management cans out by the curb the week of October
24 until Waste Management picks them up. You can put the Groot cans away when they arrive.
16. PARADE COMMITTEE — Trustee Czarnik — The Hometown Parade took place and the
them "My Favorite Things" reflected many different ideas. The float awards go to Cub Scout
Pack 190 for the Best Theme, Elk Grove Public Library for the Most Creative, and Sister Cities
for the Spirit Award. The parade was filmed and can be seen on Channel 6 — EGTV. The
Presentation for the winners will be at the October 26, board meeting. The next Parade meeting
will be for the 2022 parade on Monday, January 10, 2022, at 5:30 p.m. in Room E of the Charles
J. Zettek Municipal Building. Mayor Johnson thanked Trustee Czarnik for all the years that she
has been on the Parade Committee. She has done a phenomenal job.
17. PERSONNEL COMMITTEE — Trustee Franke — No Report.
18. JUDICIARY, PLANNING AND ZONING COMMITTEE — Trustee Prochno — No
Report.
19. CAPITAL IMPROVEMENTS COMMITTEE — Trustee Czarnik —
This week construction began on the Fall phase of the Village -Wide Sidewalk/Curb
Rehabilitation Program. The contractor will begin saw -cutting locations with the anticipation of
removing and pouring new concrete.
The Public Works Citizens Academy, which is the first one this time, is a 5-week long course
that starts October 21. The course is filled but please consider this the next time it becomes
available.
20. AIRPORT UPDATE — Mayor Johnson — There is a meeting on October 28 so hopefully we
will get the Fly Quiet program soon.
21. MID -SUMMER CLASSICS CONCERT SERIES UPDATE — Mayor Johnson — We are
working on the lineup for next summer.
22. SPECIAL EVENTS COMMITTEE — Mayor Johnson — The next event is the Tree
Lighting Ceremony on November 26 featuring Paul Revere's Raiders at 4:30 p.m. followed by
the lighting of the trees and fireworks at 5:30 p.m.
23. LIQUOR COMMISSION — Mayor Johnson — No Report.

27. NEW BUSINESS — Trustee Prochno reminded everyone that this Saturday, October 16, is
Sweetest Day.
28. PUBLIC COMMENT — 8:52 PM
Helen Leski spoke to the Village Board about a fire that occurred next to her house on Hodlmair.
She commended the Fire Department on what an excellent job they did. Chief Mikel went
above and beyond the call of duty that evening to help the residents at that home.
