Johnson, Trustees Nancy J. Czarnik, Trustee Pat L. Feichter, Jeffrey C. Franke, Sam L. Lissner, Christine K. Prochno, Stephen F. Schmidt ABSENT: None. A Quorum was present. Also Present: Village Manager Raymond R. Rummel, Village Attorney George B. Knickerbocker, and Deputy Clerk Jennifer S. Mahon 2. PLEDGE OF ALLEGIANCE 3. APPROVAL OF MINUTES OF OCTOBER 26, 2021 - Motion to approve the Minutes of the Regular Village Board Meeting held on October 26, 2021 as submitted and dispense with the reading. Moved by Trustee Czarnik Seconded by Trustee Lissner The motion was voted upon by acclamation. MOTION CARRIED 4. MAYOR & BOARD OF TRUSTEES' REPORT Mayor Johnson — Attended a Ground Breaking Ceremony at Alexian Brothers Medical Center on November 3. They are looking to spend $107 billion to add floors on the east tower and update recovery and surgical rooms. We appreciate their reinvestment back into Elk Grove Village. There was a nice turnout at the Coffee with the Mayor and Board of Trustees on November 6. The Suburban O'Hare Commission had a meeting on November 10 to discuss comments for the ONCC to get the Fly Quiet Runway Rotation Program up and running. We are working to get what is best for all the surrounding communities. It will take about a year for the FAA to approve but we hope that it will move forward quickly. Attended the Veterans Day Ceremony at the VFW on November 11. The Governor's Hometown Award plaque was unveiled acknowledging the fundraising efforts that took place for the installation of the elevator at the VFW. On November 15, there was a Joint Review Board TIF Meeting with all the Taxing Districts that went well. The Elk Grove Town Center was the first TIF District that retired in September. Mayor Johnson announced that the July 19 Village Board Meeting will take place at 7:00 p.m. instead of 5:00 p.m. due to the concert taking place at RotaryFest in July this year. The 23`d Annual Tree Lighting Ceremony will be on Friday, November 26, from 4:00 p.m. to 6:00 p.m. Paul Revere's Raiders will begin playing at 4:30 p.m. and the tree lighting will be at 5:30 p.m. followed by fireworks to announce the arrival of Santa. There will be hot chocolate and cookies available and Santa will be handing out candycanes to the children. There will be a Special Leaf Pickup on Monday, November 29. Please place leaves at the curb by 7:00 a.m. on Monday for Public Works to make one pass through the community. The eqiupment will then be converted for snow removal. Groot Contract - The Groot contract began on November 1. There were some hiccups as with any company that you start a new service. There was an issue with the subcontractor that Groot hired to deliver a customized order to every home in the Village (24,000 cans). Groot worked to correct the issue and their employees worked all through the evenings, including Halloween weekend, to get the deliveries right. Residents can still make a one-time exchange of garbage cans to a different size until December 31 at no cost. The second issue was the first Groot bill came out with the wrong date on it. As with Waste Management, you get billed every 3 months. Page 1 of 6 The bill should have read "Due November 30th" and some of the bills read "Due Upon Receipt". It was Groot's mistake and they apologized for the error. Groot is also working to correct the delay on their customer service line. There were a lot of people calling when we first started the transition and the lines were backed up with the volume of calls. Waste Management has done our waste contract since they bought out Garden City Disposal. We always had a good rapport with them but were disappointed the way they handled the old garbage can pick up. They did a great job in some areas and some areas were completely skipped. They were so behind that our Public Works crews were driving around picking up cans for Waste Mangement and they now have hundreds of them stored at the Public Works facility on Devon. If you still have a Waste Mangaement can that needs to be picked up, give us a call and someone will come by to pick it up. It was a big undertaking to switch everything out but in the long run, it will be good for the Village. Groot came in $9 million less over the 8-year contract then what Waste Management was going to charge us. Groot is also an Elk Grove Village company which makes it easier for us to communicate with them. Job Fair - The second Elk Grove Job Fair went well last Friday with over 300 job seekers present. Property Tax Levy - Tonight's Consent Agenda has information on the Property Tax Levy. As discussed in March, the Property Taxes are going up this year to assist with road improvements and update sewers to assist with drainage issues. Water Bills — The company that we used in the past (Pinnacle) merged with another company (Doxim). In the merging process, Doxim delayed getting our water bills out, and mixed the information up. The Village cancelled the contract with Doxim and polled surrounding communities for other options. The Village selected Sebis that was used by Arlington Heights, Schaumburg, and Hoffman Estates. The new company did not correlate the mailing address with the water bill information correctly. So half the residents of the Village had their mailing address at the bottom of the water bill with someone elses water bill on the top portion. Consequently, only half of the customers received a water bill because the computer saw two addresses and thought that it mailed out a water bill to both addresses. Sebis fully admited right away that they were at fault. There are approximately 800 people that receive their water bills via email and it is paid electronically. That portion, the Village controls and those bills went out just fine. Sebis corrected the problem and sent out new water bills with the word CORRECTED at the top in red. The November due date will be extended to the end of the month because of this error. The December bill will be back to the normal schedule and due on December 20. Mayor Johnson read a letter received from the President of Sebis to the Elk Grove residents apologizing for the error. They have ensured that the error has been corrected and all future bills will be sent out on time with 100% accuracy. They recognized that the error caused a financial loss to the Village and Sebis is prepared to provide appropriate compensation to the Village for these expenses to ensure that the taxpayers of Elk Grove Village are not burdoned with the costs of this unfortunate error. They will work closely with the Village to correct the current problem and also design and implement protections in procedures and technology to prevent any future errors. COVID 19 — At the last meeting, the Village Board came out with the announcement that Elk Grove Village will not be enforcing the mask mandate. Covid is here for perpetuity. Mayor Johnson discussed the importance of vaccinations and what the Village has done to assist residents to get vaccinated. The Village Board believes that people should have a right to choose and not be forced to get a vaccine. Mayor talked about how the Village Board looked at the numbers, the facts and the science before making any decision and decided that in Elk Grove Village masks will be optional but if a business has a sign on the door you should follow their reqeust. Trustee Franke — No Report. Trustee Feichter — The Community Character Coalition is organizing the "Toys for Tots" drive with the Marine Corps Reserves that began on November 1 and runs through December 6. Collection boxes are available at the Village Hall, Library, Park District Pavilion, District 59 Administrative Offices, Elk Grove Township Offices, and ENCLAVE at 75 Turner. The toys need to be new and unwrapped for this program. Trustee Lissner — The Veterans Day Ceremony was a great event and it was nice to see such a big turnout. Trustee Prochno — In addition to the ceremony at the VFW, for the past several years High Page 2 of 6 School District 214 is now using Veterans Day to educate the students about what that day is all about instead of giving them a day off from school. One of the Social Studies teachers organizes a breakfast assembly and invites veterans of the community to attend and be honored by the students. The VFW also attends and gives out two (2) $1,000 Scholarships to Elk Grove High School seniors at that event. The sad part of the day is acknowledging those Veterans that did not make it through the year and there were a few from the VFW this year. The Winter Farmers Market is at Christus Victor Church and runs from 8:00 a.m. to 1:00 p.m. every I" and 3`d Saturday of the month through spring. Trustee Schmidt — With regards to Covid, we all remember last Thanksgiving when families stayed home and did not get together. This year more people are traveling to see their families but please have a safe and Happy Thanksgiving. Trustee Czarnik — No Report. 5. ACCOUNTS PAYABLE WARRANT: Motion to authorize payment of invoices as shown on the October 31, 2021 Accounts Payable Warrant in the amount of $4,729,183.27. Authorization for payment of $2,000 in membership dues to the Illinois Municipal League for Fiscal Year 2021-2022. b. Authorization to renew a professional service contract to Clean Harbors Environmental Services, Inc. of Dolton, IL for staffing, transportation and safe disposal services for latex and oil -based paint at the Village's 2022 Paint and Motor Oil Collection event in an amount not to exceed $43,035 from the General Fund. c. Authorization to increase the construction contract with Builders Paving, LLC of Hillside, IL for the 2021 MFT Hot Mix Asphalt Resurfacing Contract in the amount of $62,704.42 for a total contract amount of $1,397,704.42. d. Authorization to award a professional service contract to Aquify - an Exelon Company of Chicago, IL, for continuous water main leak detection monitoring and analytic data services to early detect water leaks in our distribution system for the amount of $90,461 from the Water & Sewer Fund. e. Authorization to award a purchase contract through the Illinois Department of Central Management Services to Compass Minerals America Inc., of Overland, KS for the delivery of up to 3,840 tons of bulk rock salt in the amount of $227,020.80. f. Authorization for the installation of a temporary banner for the Dollar Tree store located at 1000 Elk Grove Town Center. Village Manager Rummel stated the Dollar Tree store will be opening soon in the Elk Grove Town Center and they are requesting temporary signage for the "Grand Opening" for 30 days. If the Village Board finds it acceptable, a motion to approve would be in order. The Village Board has to approve all signage in the Elk Grove Town Center. Mayor asked if they had an exact date when they will open. The Director of Community Development stated they anticipate opening on Wednesday, November 24. Motion to approve the Dollar Tree Grand Opening signage in the Town Center. BUSINESS LEADERS FORUMS — Trustee Lissner — Today is National Entrepreneurs Day that occurs on the third Tuesday in November and honors people who have built a business from the ground up. Congratulations to all our Elk Grove Entrepreneurs. Tomorrow night is the Masterclass 51 at Enclave and the topic is Very Human Thinking Behind, Within and Ahead of Robotics and Other Fields Related to Automation. The presenter is Joseph Bardos, the President of FPE Automation located at 110 Gordon Street in Elk Grove Village. The program starts at 6:00 p.m. and is free of charge. 12. CABLE TELEVISION COMMITTEE — Trustee Lissner — Effective December 31, NBC Sports Network (NBCSN) will cease operations and will no longer be available for viewing. 13. HEALTH & COMMUNITY SERVICES — Trustee Czarnik — There were 43 donors at the November 13 Community Blood Drive. Thank you to all that participated. The respite program, A Caring Place, is open on Mondays and Thursdays from 9:30 a.m. until 12:00 p.m. 14. INFORMATION COMMITTEE — Trustee Lissner — The November newsletter will be posted on the website on Thursday, November 18 and should arrive in the mailboxes on Friday, November 19. RECYCLING & WASTE COMMITTEE — Trustee Feichter — Please remember to recycle old holiday lights that can no longer be used. Collection boxes are located at Village Hall near the Community Development Department. 16. PARADE COMMITTEE — Trustee Czarnik — The Hometown Parade can still be viewed on Channel 6 (EGTV). The next Parade Meeting will be on Monday, January 10, 2022 at 5:30 p.m. in Room E of the Charles J. Zettek Municipal Building. 17. PERSONNEL COMMITTEE — Trustee Franke — No Report. 18. JUDICIARY, PLANNING AND ZONING COMMITTEE — Trustee Prochno — No Report. 19. CAPITAL IMPROVEMENTS COMMITTEE — Trustee Czarnik — Over the past few weeks, participants of the Public Works Academy have been learning about the general operations, engineering, fleet services and utility services. Participants had the opportunity to perform utility locates, operate the backhoe, worked with the televising equipment, and helped to fix a water main break. When covering above ground activities, they made their own signs, learned about managing the urban forest, and took a ride in a plow and sweeper truck. I am pleased that this opportunity was offered to the residents along with our Fire and Police Citizen Academies. 20. AIRPORT UPDATE — Mayor Johnson — No Report. 21. MID -SUMMER CLASSICS CONCERT SERIES UPDATE — Mayor Johnson — A video was shown to announce the 2022 Mid -Summer Classics Concert Series lineup as follows: July 4 - KC and the Sunshine Band at Rotary Green, July 12 — Little River Band on the Village Green, July 21 — Rick Springfield at RotaryFest, and July 26 — Sheena Easton on the Village Green. 22. SPECIAL EVENTS COMMITTEE - Mayor Johnson - The next event is the Tree Lighting Ceremony on November 26. 23. LIQUOR COMMISSION — Mayor Johnson — No Report. 24. REPORT FROM VILLAGE MANAGER — On behalf of Village staff, Ray Rummel took a moment to recognize Nancy Czarnik on her 32 years of service. It has been a privilege and an honor working with you the entire 32 years. Nancy has served the Village and the taxpayers with dignity, grace, class and respect and has been an amazing leader. Her fingerprints are all over our fine community and every decision she made was always in the best interest of the taxpayers. Congratulations on being recognized on the wall of achievement this evening. It is an incredible honor. I want to thank you for your years of dedicated service to Elk Grove Village. Congratulations on your retirement and we wish you nothing but the best as you move on to your next chapter. 25. REPORT FROM VILLAGE CLERK — No Report. Page 5 of 6 26. UNFINISHED BUSINESS - a. Final adoption of an Ordinance approving the Midway Court Tax Increment Financing Redevelopment Plan and Project. (First Reading at the June 30, 2021 Village Board Meeting) b. Final adoption of an Ordinance designating the Village of Elk Grove Village Midway Court TIF Redevelopment Project Area, in connection with the approval of the Midway Court Plan and Project. (First Reading at the June 30, 2021 Village Board Meeting) c. Final adoption of an Ordinance adopting Tax Increment Financing for the Village of Elk Grove Village, Cook County, Illinois, in connection with the Designation of the Midway Court Redevelopment Project Area and Adoption of the Midway Court Redevelopment Plan and Project. (First Reading at the June 30, 2021 Village Board Meeting) 27. NEW BUSINESS — Elected Official Recognition and Staffing — Trustee Nancy Czarnik joined Mayor Johnson at the podium. Mayor read a Certificate of Recognition from State Senator Laura Murphy and a plaque that was unveiled on the Wall of Recognition in the rotunda upstairs prior to the Village Board Meeting. Mayor Johnson presented Trustee Czarnik with an official street sign entitled "Czarnik Ct". Trustee Czarnik thanked her family, the community, and all the people that have helped and supported her throughout the years. She received a standing ovation at the end of her speech. Mayor Johnson reminisced about experiences from the past and thanked Nancy for all her contributions to the Village for the past 32 years. Trustee Nancy Czarnik stepped down from the dais. Mayor announced that when Nancy made the decision to retire, she suggested Tammy Miller to finish her term. Tammy agreed to finish her term until the next election and to possibly run in 2023. Tammy has been a member with the Park District for over 20 years and has been involved in many community activities in Elk Grove Village. Mayor Johnson asked for a motion to appoint Tammy K. Miller to finish the remaining term of Nancy Czarnik as Village Trustee. Motion to appoint Tammy K. Miller as Village Trustee. Moved by Trustee Feichter Seconded by Trustee Franke AYES: Trustees Schmidt, Feichter, Franke, Lissner, Prochno NAYS: None ABSENT: Trustee Czarnik MOTION CARRIED Mayor Johnson asked for Tammy Miller to join him at the podium to be sworn in as Village Trustee. Trustee Miller thanked Nancy Czarnik for paving the way for so many wonderful things that she has done in the Village. Nancy has been gracious and genuine. She respects and admires her and hopes that she can do just an ounce of what Nancy has done in the Village. Tammy thanked the Mayor and Village Board for their support. To the staff, I am excited to see what you do and look forward to providing direction and working with the Village Board on a vision to see where we can take the Village.
