REGULAR VILLAGE BOARD MEETING
JANUARY 11, 2022
1. CALL TO ORDER — 7:29 PM
PRESENT: Mayor Craig B. Johnson, Trustees Patton L. Feichter, Jeffrey C. Franke, Sam L.
Lissner, Tammy K. Miller, Christine K. Prochno
ABSENT: Trustee Stephen F. Schmidt
A Quorum was present.
Also Present: Village Manager Raymond R. Rummel, Village Attorney George B.
Knickerbocker, and Deputy Clerk Jennifer S. Mahon
2. PLEDGE OF ALLEGIANCE
3. APPROVAL OF MINUTES OF DECEMBER 14, 2021 - Motion to approve the
Minutes of the Regular Village Board Meeting held on December 14, 2021 as
submitted and dispense with the reading.

4. MAYOR & BOARD OF TRUSTEES' REPORT
Mayor Johnson — Attended the Wreaths Across America event at the Elk Grove Cemetery that
took place on December 18, 2021.
After getting together with my family during the holidays, my family and I got Covid. We are all
vacinated. There is a lot of information out there and it changes frequently regarding Covid. We
are still mask optional, please wear a mask if you feel the need to. I still believe in vaccinations.
Tustee Miller- I agree with the Mayor on Covid, this is going to be with us and we need to move
on. Sunday, January 9, was Law Enforcement Appreciation Day. Thank you to all the law
enforcement in the Village for keeping us safe and happy.
Trustee Franke — No Report.
Trustee Feichter — Read today that Great Britain is calling the pandemic the endemic and we are
not going to get rid of it, just like the flu and we have to learn to live with it. There has been a
big increase with kids taking medications that they shouldn't be taking. People are coming to the
Elk Grove Cares Program with alcohol problems that they didn't have before the pandemic.
Mayor Johnson- The CDC just released numbers since the beginning of Covid in January of
2020 thru December 29, 2021. In two years, children ages 0-18, 803 have died of Covid and in
2018-2019, 745 kids died of the flu.
Trustee Lissner — The latest Strictly Business Podcast was released on 5th of January. The Mayor
was interviewed by Nick Radcliffe, Business Development, and the subject was the 2021 Year
End Review.
Trustee Prochno — I also contracted Covid last week. I don't think I did anything wrong. I
masked up, I had my vaccinations and booster. I believe everyone will be exposed to this in one
form or another. I think having the vaccination and booster actually made my case very mild. I
was pleased to see that after the last snowfall, many of our residents shoveled their sidewalks
and were helping their neighbors. Then the Saturday night ice storm hit so I am adding a request
to please salt the walkways while you are out shoveling.
The winter Farmers Market is open the 1 st and 3rd Saturday of the month at Christus Victor

Church on Arlington Heights Road across from the movie theater, 8:00 am to 1:00 pm.
Mayor Johnson- Mayor thanked Colby and the Public Works team for their work during the
recent ice storm. They stayed on top of it and did a great job.

5. ACCOUNTS PAYABLE WARRANT:
Motion to authorize payment of invoices as shown on the December 31, 2021
Accounts Payable Warrant in the amount of $10,858,319.38.

6. CONSENT AGENDA
a. Authorization to concur with prior authorization of a request from Elk Grove Park District to
install a temporary sign at Fox Run Golf Links, 333 Plum Grove Road.
b. Authorization of a request from Living Hope Church, to waive permit fees for a temporary
banner at 777 Meacham Road in the amount of $25.
c. Authorization of a request from the Elk Grove Park District to waive permit fees for
crackfilling, sealcoating, and striping the parking lot at Fox Run Golf Links, 333 Plum Grove
Road, in the amount of $404.
d. Authorization to award a professional services contract to Storino, Ramello & Durkin of
Rosemont, IL to provide strategic consulting and advocacy services to the Village in
consulting with Cook County and other local agencies for the 2022 calendar year in the
amount of $48,000.
e. Authorization to increase a construction contract with John Neri Construction Co. Inc. of
Addison, IL for the emergency repair of the Oakton Street Water Main in the amount of
$29,310 for a total contract amount of $215,490.
f. Authorization to increase an existing professional service contract with Trine Construction of
St. Charles, IL for the Water Main Extension - IL Route 72 (E. Higgins Road) project in the
amount of $44,122.60 for a total contract not to exceed $793,784.30 from the Busse -
Elmhurst Redevelopment Fund.
g. Authorization to increase the professional engineering service contract with Baxter &
Woodman Natural Resources, LLC of Crystal Lake, IL in the amount of $135,000 for a total
contract not to exceed $735,000 from the Water & Sewer Fund.
h. Authorization of the following:
• To concur with prior authorization and award a purchase contract through the Houston -
Galveston Area Council Cooperative Purchasing Program to MacQueen Equipment LLC
of Aurora, IL for the purchase of a Pierce Enforcer Engine in an amount not to exceed
$778,000 from the Capital Replacement Fund; and
• To increase the FY22 Capital Replacement Fund in the amount of $778,000.
i. Authorization to increase the Fiscal Year 2022 Capital Projects Fund in the amount of
$12,700,000.
j. Authorization of the following:
• To award a construction contract to the lowest responsive and responsible bidder, CB&I
Tank Solutions of Plainfield, IL for the construction of a new elevated water storage tank
at 1601 Oakton Street in the amount of $7,128,000 from the Busse -Elmhurst

Redevelopment Fund; and
• To increase the Busse -Elmhurst Redevelopment Fund budget by $4,500,000.
k. Authorization of a request to hold a Public Hearing before the Plan Commission to consider
a Petition for a Special Use Permit to operate a religious institution at 1021-1041
Bonaventure Drive.
Authorization to adopt Ordinance No. 3737 entitled, "AN ORDINANCE AMENDING
SECTION 4-7-4 OF THE ELK GROVE VILLAGE CODE TO PROHIBIT SMOKING IN
OPEN AIR DINING AREAS."
m. Authorization to adopt Ordinance No. 3738 entitled, "AN ORDINANCE AMENDING THE
POSITION CLASSIFICATION AND SALARY PLAN OF THE VILLAGE OF ELK
GROVE VILLAGE (SYSTEMS ANALYST -VILLAGE MANAGER'S OFFICE AND
SYSTEMS ADMIN/DESKTOP ENGINEER -VILLAGE MANAGER'S OFFICE.)"
n. Authorization to adopt Resolution No. 1-22 entitled, "A RESOLUTION AUTHORIZING
RELEASE/RETENTION OF EXECUTIVE SESSION MINUTES OF THE VILLAGE OF
ELK GROVE VILLAGE FROM JANUARY 2020 THROUGH JUNE 2020."
o. Authorization to adopt Resolution No. 2-22 entitled, A RESOLUTION AMENDING
RESOLUTION NO. 61-96, 6-09, 60-09, 16-11, 5-12, 4-14, 50-14 AND 53-19, AND 67-20
AND AUTHORIZING THE MAYOR AND VILLAGE CLERK TO EXECUTE A SIXTH
AMENDMENT TO THE GROUND LEASE AGREEMENT AND MEMORANDUM OF

8. PLAN COMMISSION — Village Manager Rummel — No Report.
a. Consideration of a petition submitted by 776 Oak Lawn Ave., LLC for a Special Use Permit
to operate an automobile repair garage at 85 Kelly Street. (A Public Hearing date is yet to be
established.)
b. Consideration of a petition submitted by Riverpoint Property Trust, LLC for Rezoning from
I-2 to I-1 for property located at 751 Pratt Blvd. (A Public Hearing date is yet to be
established.)
9. ZONING BOARD OF APPEALS — Village Manager Rummel -
a. ZBA Docket 21-6 - Consideration of a petition submitted by Kyle and Laila Bashia seeking
a fence variation as it pertains to permitted locations of fences in residential zoning districts
for property located at 655 New Mexico Trail. (PH 12-15-2021)
Village Manager Rummel- On December 16, the Village Board received a Finding of Fact from
the Zoning Board of Appeals regarding the hearing held on December 15, 2021. The motion to
Do Grant the variation to permit the installation of a four foot (4') high black, aluminum, open
faced fence which will extend approximately ten feet (10') beyond the nearest front corner of the
principal structure on the adjacent single-family residential lot to the Northeast at 1531 Montana
Way.
Motion to direct the Village Attorney to prepare the necessary documents for the
fence variation at 655 New Mexico Trail.

10. RECYCLING & WASTE COMMITTEE — Trustee Feichter

The Village is still collecting Christmas lights for recycling. There is a bin located outside the
Community Development Department along with a place to dispose of batteries for recycling.
Any unused medicines can also be dropped off in a bin by Police IC.
11. JUDICIARY, PLANNING AND ZONING COMMITTEE - Trustee Prochno- No Report
12. CAPITAL IMPROVEMENTS COMMITTEE — Trustee Schmidt
Colby Basham spoke on behalf of Trustee Schmidt to remind everyone that there is a Capital
Improvements Committee Meeting on January 24 at 10:00 a.m. at James Paul Petri Public
Works Building, 450 Devon Avenue.
13. CABLE TELEVISION COMMITTEE — Trustee Lissner
Comcast is going to increase their rates and AT&T U-verse recently sent a notification that they
have an increase going into effect on January 23 due to programing getting more expensive.
14. YOUTH COMMITTEE — Trustee Franke
Yesterday, the Youth Committee got together at the Park District. We discussed the upcoming
events for this year. Two Splash Parties will be in the summer for the junior high and high
school students. We discussed our Bon Fire, that has been cancelled for the last three years and
are looking at doing something on a smaller scale like fire pits. Possibly another area where kids
could make s'mores. Looking forward to picking dates for the Splash Parties.
Scholarships- There are seven (7) $1,000 scholarship awards available. Five will be from the
Village and two from the Parks Foundation. Applications are available at Elk Grove High
School, Conant High School, St. Viator High School and on the Village website. The cutoff date
is May 6th and the winners will be notified the week of May 61h
15. INFORMATION COMMITTEE — Trustee Miller
I urge the residents to stay connected. If you go to Village website, you will see the community
page, communications and outreach. The Strictly Business Podcast is on there as well. Please
sign up for E-Notifications on the website. They are very helpful to keep you connected.
16. BUSINESS LEADERS FORUMS —
The Zoning Code Update Steering Committee will meet on February 161h and February 23`d at
11:00 a.m. in the Chernick Room..
17. HEALTH & COMMUNITY SERVICES — Trustee Prochno
On Saturday, January 81h, the Village and Vitalant sponsored a community blood drive. There
were 40 individuals that donated. The Wellness Committee will also host an Employee Blood
Drive later this month.
Respite Program- The Respite Program, A Caring Place, is open on Mondays and Thursdays
from 9:30 a.m. until 12:00 p.m. Please call the Christus Victor Church for information about the
program.
18. PERSONNEL COMMITTEE — Trustee Franke
Personnel Committee Executive Session meeting will be 90 minutes prior to Executive Session
on January 25, 2022.
19. AIRPORT UPDATE — Mayor Johnson
SOC is still working with the ONCC and will hopefully get a Fly Quiet Rotation Plan sometime
in the future.
20. PARADE COMMITTEE — Mayor Johnson — The next Parade Committee meeting will be
on Monday, February 7, 2022 at 6:00 p.m. in Room E.
21. MID -SUMMER CLASSICS CONCERT SERIES UPDATE — Mayor Johnson
The Mid -Summer Classics Concert Series line up is:
• July 4 — KC and the Sunshine Band at Rotary Green
• July 12 — Little River Band on the Village Green
• July 21 — Rick Springfield at RotaryFest
• July 26 — Sheena Easton on the Village Green
22. SPECIAL EVENTS COMMITTEE — Mayor Johnson- Memorial Day Observation on
Monday, May 30, 2022.
23. LIQUOR COMMISSION — Mayor Johnson- No Report
Mayor Johnson- The next Coffee with the Board will be on Saturday, February 5th in Room E.
Proof of vaccination will not be required to attend.

25. REPORT FROM VILLAGE CLERK —
The next election is the Gubernatorial Primary Election on June 28, 2022. The Village has not
received any information to confirm that we are an early voting site yet but we anticipate that the
Village Hall will have early voting again for this election.
26. UNFINISHED BUSINESS —
a. Final adoption of an Ordinance approving the Midway Court Tax Increment Financing
Redevelopment Plan and Project. (First Reading at the June 30, 2021 Village Board
Meeting)
b. Final adoption of an Ordinance designating the Village of Elk Grove Village Midway
Court TIF Redevelopment Project Area, in connection with the approval of the Midway
Court Plan and Project. (First Reading at the June 30, 2021 Village Board Meeting)
c. Final adoption of an Ordinance adopting Tax Increment Financing for the Village of Elk
Grove Village, Cook County, Illinois, in connection with the Designation of the Midway
Court Redevelopment Project Area and Adoption of the Midway Court Redevelopment
Plan and Project. (First Reading at the June 30, 2021 Village Board Meeting)

28. PUBLIC COMMENT —
Helen Leski- Everything is going well. You have to show your vaccination card prior to going
into the Hattendorf Senior Center.
Jane Gregga and Mary Arvidson- Jane thanked Elk Grove Village for all their assistance for the
Wreaths Across America event at the Elk Grove Village Cemetery. Jane offered some history
on the cemetery. There is a picture from our December event, showing Elk Grove Firefighters
saluting the unmarked grave of Edward Lockett. We hope to be able to dedicate a memorial
marker sometime this summer.
Mayor Johnson thanked Jane and Mary for donating the United States of America flag that was
previously flown over the United States Capital. The flag will proudly be displayed in Village
Hall.
