6. CONSENT AGENDA
a. Consideration to award a professional service contract to Ayers Associates Inc. of
Madison, WI for aerial orthophotography and planimetric mapping updates as part of the
GIS Consortium purchasing agreement in the amount of $32,650 from the Water & Sewer
Fund.
(Elk Grove Village has been a member of the GIS Consortium since 2008.
(The GIS Consortium (GISC) is a group of local communities that have worked together
to develop a cost-effective solution for implementing geographic information systems
(GIS) and related technologies.
(One of those cost-effective solutions is to purchase aerial photography/mapping in bulk
through the Consortium's 40 municipalities.
(The GIS Consortium Board of Directors appointed a Base Mapping Committee to initiate
a selection process for a photogrammetric mapping consultant, and Ayers Associates was
the selected vendor.
(As part of the pricing agreement, Ayers Associates uses economies of scale to provide
their services at a reduced price.

(As part of this year's mapping program, Ayers Associates will produce updated aerial
imagery of the Village and perform planimetric imagery updates within the Elk Grove
Village community.
(The Public Works Director recommends approval.)
b. Consideration to award a professional services contract to Tasty Catering of Elk Grove
Village, IL to provide and set up equipment for the Village's annual Oktoberfest
Celebration in an amount not to exceed $35,300.85.
(The Village holds an annual Oktoberfest Celebration each September at Rotary Green.
(Tasty Catering has submitted a professional services proposal to provide equipment,
event tents, lighting, a stage, tables, and chairs for the event.
(Approval of this contract will allow the Village to reserve the event date and equipment
to ensure availability.
(The costs for staffing to manage the event and food and drink will be included in a
separate proposal.
(Tasty Catering has successfully provided the same services for the Village's Oktoberfest
for the past four years.
(There are adequate funds available in the General Fund.
(The event will take place on Friday, September 16 and Saturday, September 17, 2022.)
c. Consideration to terminate the Agreement with Aquify - an Exelon Company of Chicago,
IL, for continuous water main leak detection monitoring and analytic data services to early
detect water leaks in the Village's water distribution system.
(On April 14, 2020, the Village Board authorized an agreement with Aquify - an Exelon
Company of Chicago, IL, for continuous water main leak detection monitoring and
analytic data services to early detect water leaks in the Village's water distribution system.
(The Professional Service Agreement was subsequently renewed by the Village Board on
November 16, 2021.
(The Village has been notified that Aquify will be ceasing operations due to the upcoming
corporate split of Exelon.
(The current agreement with Excelon will be terminated as of February 28, 2022.
(The Director of Public Works recommends approval.)
d. Consideration to adopt Ordinance No. 3744 amending Section 3-3-7 Number of Licenses
of the Village Code to be amended to increase the number of Class "A" Liquor Licenses
from thirty-seven (37) to thirty-eight (38).
(This Ordinance increases the number of Class "A" liquor licenses to allow liquor service
at the Pho Xich Lo Restaurant located at 1090 Landmeier Road.)
e. Consideration to adopt Ordinance No. 3745 granting multiple variations of Section 7E-
9:(A) of the Zoning Ordinance to permit various perimeter fencing in excess of six feet in
height and which extend beyond the building setback lines for property located at 1925
Busse Road (Stream Data Center).
(This item was discussed at the February 22, 2022 Village Board Meeting and currently
appears under Unfinished Business.)
f. Consideration to adopt Ordinance No. 3746 amending the position classification and

salary plan of the Village of Elk Grove Village (Engineering Supervisor -Community
Development Department, Plan Review/Inspection Supervisor -Community Development,
Deputy Director of Community Development, Plan Reviewer -Community Development,
Secretary -Fire Department and Administrative Specialist -Fire Department).
(This ordinance deletes one (1) Engineering Supervisor and one (1) Plan
Review/Inspection Supervisor from Community Development and adds one (1) Deputy
Director of Community Development and one (1) Plan Reviewer for Community
Development;
(This ordinance deletes one (1) Secretary from the Fire Department and adds one (1)
Administrative Specialist in the Fire Department.)
g. Consideration to adopt Resolution No. 17-22 authorizing the Mayor and Village Clerk to
execute an Intergovernmental Agreement between the State of Illinois Department of
Transportation (IDOT) and the Village of Elk Grove Village for the proposed
improvement plan and the cost participation responsibilities for Biesterfield Road and I-
290 Exit Ramp (Northbound) Right -Turn Lane Addition project.
(The State of Illinois has prepared an Intergovernmental Agreement to outline the cost
share and maintenance responsibilities for their Biesterfield Road and I-290 Exit Ramp
(Northbound) Right -Turn Lane Addition project to be executed by and between the State
of Illinois and the Village of Elk Grove Village.
(The Village's only cost participation is to cover the cost to replace the emergency vehicle
pre-emption (EVP) devices at this intersection.
(The Village's total cost share for the project is estimated as eight thousand fifty dollars
($8,050).
(The Director of Public Works has recommended approval.)

granting a variation as it permits to locations and heights of fences in industrial zoning
