Chairman Glass called the meeting to order at 7:00 p.m.
Item 1: October 4, 2021 Meeting Minutes
Commissioner Geinosky moved to approve the meeting minutes of October 4, 2021.
Commissioner Schumm seconded the motion. Upon voting (Glass, Carlson, Geinosky, Weiner,
Rettberg, Schumm AYES), the motion carried 6-0.
Item 2: PC Docket # 21-7: Petitions from Prime Data Centers LLC (1500 E. Higgins
Road, 1550 E. Higgins Road, 1600 Oakton Street, & 1700 Oakton Street) to
resubdivide from four (4) lots to one (1) lot and to rezone subject properties to
I-1 Restricted Industrial District along with associated variations from the
Village Zoning Ordinance. (Prime Data Centers LLC)
Chairman Glass read the legal notice into the record and asked the Petitioner to explain their
purpose before the Plan Commission.

J. Gibbs stated Prime Data Centers proposes to redevelop the subject properties by construc
data center campus that will include two data center buildings at approximately 726,791 s,
feet in aggregate, an electrical substation, and related site improvements. The redevelop
project is estimated to include an investment of approximately one billion dollars for constru
and the installation of IT equipment in the data center buildings. J. Gibbs stated they plan to
two (2) phases of construction and will begin construction of building A in September of 20:
J. Metcalf stated the four (4) existing properties located at the intersection of Oakton Street, F
Road, and Higgins Road would consolidated from four (4) parcels into one (1) parcel. Prit
proposing one (1) data center to be sized at over 380,000 square feet while the second bui
would be over 340,000 square feet. J. Metcalf stated there are two primary entrances locate
the east of the subject property and the west entrance is for emergency use only. The two entr,
have available space for queuing of vehicles so there would be no traffic build up off of Mi(
Court.
J. Metcalf stated that security of the site is very important to Prime Data Centers. Prime will it
an eight (8") foot tall picket/ornamental security fence with brick columns every seventy-five 1
feet.
J. Metcalf stated that the following variations are being requested from the Village's Zoning
for the proposed use and that he will go through each one.
Principal buildings, principal structures and accessory structures to allow multiple print
buildings on a single property. Two (2) principal structures along with future structures fo
proposed substation are located on one lot. This is to maximize the utilization of the site. The it
of this request is to utilize the largest quantity of usable data center space available.
Schedule of bulk and yard requirements and regulations for building heights to exceed sixty
feet. The maximum building height is requested to be ninety (90') feet. Data centers have a hi
floor to floor than typical buildings due to the equipment housed and rooftop equipment
screening further increases the overall height.

accommodate two, three story data centers that maximize utilization of the site.

Schedule of loading spaces to reduce the required amount of loading spaces per each build
Based upon the proposed size of each building, at least seven (7) 12'x60' loading spaces wil
needed for each building totaling fourteen (14) in all for the development. The number of doh
based upon building square footage. The proposed reduction is based on the use of the data center
buildings, data centers have limited need for dock space during normal operations. Presently two
dock spaces are planned for each building, for a total of four dock spaces on the site. The planned
docks will accommodate the needs of the data center.
J. Metcalf stated the proposed data centers for this site will be aesthetically pleasing as this is a
prominent corner for the Village. The buildings will have many windows, architecturally pleasing
entryways, and accompanied with appropriate landscaping and screening to highlight Prime Data
Centers brand and create an aesthetically pleasing corner.
Commissioner Rettberg asked how many employees will be working on site. J. Gibbs stated from
6 a.m. to 6 p.m. there is an estimated twenty-four (24) employees and the overnight shift will have
an estimated ten (10) employees. There would be at least two (2) security members at all times,
one (1) member at the front desk and the other patrolling the grounds.
Commissioner Rettberg asked if there are any tenant's lined up for this development. J. Gibbs
stated they have a few interested parties.
Commissioner Carlson asked if the entrance gates will have a security guard. J. Gibbs stated that
each entrance will have a telecom service, and eventually a security guard once more tenants come
aboard. There will be a security guard patrolling the site and another watching surveillance in the
initial stages of occupancy. More security members will come aboard once the data centers begin
to fill up with tenants.
Commissioner Carlson asked if there will be any stacking issues near the entrances. J. Gibbs noted
with regard to stacking issues that the west entrance closest to Higgins Road will be exit -only
except for emergency access. All vehicles will use the two eastern entrances. Additionally, the
security members will be mindful of stacking and queuing of vehicles and may setup a stream-
lined process for morning rush to ensure there is no traffic back up on Midway Court.
Commissioner Weiner asked if this is the first development in Illinois for Prime Data Centers and
why Prime choose Elk Grove Village. J. Gibbs stated it is Prime's first location in Illinois and that
the Village is wonderful to work with and that the access to power and the substations is another
benefit.
Commissioner Weiner asked when construction would begin. J. Gibbs stated building A would
begin construction in September of 2022.
Commissioner Weiner asked what would happen if Prime cannot get tenants. H. Cho stated
typically customers do not sign leases until construction begins. There is a huge demand for data

centers and there is also a sales tax abatement that recently became available which saves a 1
a lot of money.
Commissioner Weiner stated she has concerns on if the buildings will get leased out or no
does not want a vacant lot. H. Cho stated that they plan to build two (2) buildings and have
fully occupied or else they would have not chosen Elk Grove Village.
Commissioner Weiner asked if the parking lot or screen walls will have any additional lighti
Metcalf stated there has been no discussion about lights on the screen wall, but the parkin;
will have lights.
Commissioner Weiner asked if two (2) security patrol members would be enough to cove
whole site. J. Gibbs stated to begin they would have two (2) and once the buildings begin t
out, they will have a minimum of six (6).
Commissioner Geinosky asked what Prime Data Center employees do at the buildings. J. C
stated that their employees working at the site would monitor and maintain all of the equipr
any client requests, and safety checks.
Commissioner Geinosky asked if this is the largest site that Prime has worked on before. J. C
stated that this will be the largest in Illinois, but they have experience building larger in other a

of Prime Data Center. J. Gibbs stated in some aspects, they are competitors, but there is su
large demand for cloud services that there's enough for everyone.
Commissioner Geinosky asked if ComEd's substation would have to come back to the
Commission in order to construct it. M. Jablonksi stated that they would have to come back tc
Plan Commission for a Special Use Petition.
Commissioner Geinosky asked if there were opportunities to add more stories to the buildin
order to expand. J. Gibbs stated they would love to if it is needed, but they would neei
investigate it further and explore other opportunities of expansion.
Commissioner Geinosky asked if building A and building B would be connected. J. Gibbs st,
stand-alone buildings.
Commissioner Geinosky asked if there would be issues with queuing of vehicles off of MidN
Court. J. Gibbs stated they are being cognizant of Busse and Higgins being such a high traffic
that they wanted to pull any traffic off Higgins. All entrances are coming off of Midway Courl
Commissioner Schumm asked if Prime is a registered LLC in Illinois and if they are a manager or
member of the LLC. H. Cho stated they are a Delaware LCC and they would like to be a member
and owner.
Chairman Glass asked how tall the first and second floor of the buildings are. J. Metcalf stated
roughly 23 feet for each. Chairman Glass asked if 70 feet would be adequate enough. J. Metcalf
stated that the highest point of the building is 69 feet and they have close to an additional 15 feet
of equipment and screening to place on top of the building.
Chairman Glass asked how much of the buildings consist of office space. J. Metcalf stated that the
total office space combined for each building would be roughly 20,000 square feet of office.
M. Jablonski stated that the Village has a redevelopment agreement with Prime Data Center and
the Village is selling the land to them. The Village worked with Prime Data Centers on ways to
maximize the site to its full potential and fully supports this development.
RECOMMENDATION:
Commissioner Schumm moved to recommend approval of the Petitions of Prime Data Centers
LLC for the following:
• Resubdivide the subject properties from four (4) lots to one (1) lot;
• Rezone the subject properties to I-1 Industrial Restricted Zoning District;
• Variation from Section 3-6:13 Principal Buildings, Principal Structures and Accessory
Structures to allow two principal buildings on one lot;
• Variation from Section 7-1 Schedule of Bulk and Yard Requirements and Regulations for
building heights to exceed sixty (60') feet to allow a maximum building height of ninety
(90') feet;
• Variation from Section 7-1 Schedule of Bulk and Yard Requirements and Regulations to
exceed the maximum floor area ratio of eighty (80%) percent to allow a ninety-nine
(99%) percent floor area ratio;
• Variation from Section 7E-9:A Fence and Landscaping Requirements and Restrictions to
permit a fence in front of the building and a height to exceed six (6') feet to allow an
eight (8') foot tall fence in the front yard; and
• Variation from Section 4-4-1 Schedule of Loading Spaces to reduce the required amount
of loading spaces from fourteen (14) to four (4).
Along with the following condition:
• The Petitioner shall provide a landscaping plan to the Plan Commission for approval prior
to receiving a Certificate of Occupancy.
Commissioner Carlson seconded the motion. Upon voting (Glass, Carlson, Geinosky, Reis
Weiner, Schumm AYES), the motion carried unanimously.
