MINUTES
REGULAR VILLAGE BOARD MEETING
APRIL 12, 2022
1. CALL TO ORDER — 7:13 PM
PRESENT: Mayor Craig B. Johnson, Trustees Patton L. Feichter, Jeffrey C. Franke, Sam L.
Lissner, Tammy K. Miller, Christine K. Prochno, Stephen F. Schmidt
ABSENT: None
A Quorum was present.

2. PLEDGE OF ALLEGIANCE / INVOCATION — Pastor Dan Greg, Lutheran Church of the
Holy Spirit
3. APPROVAL OF MINUTES OF MARCH 22, 2022 - Motion to approve the Minutes of
the Regular Village Board Meeting held on March 22, 2022 as submitted and dispense with
the reading.

4. MAYOR & BOARD OF TRUSTEES' REPORT
Mayor Johnson — Welcomed Matt Roan as the new Village Manager. On March 31, Village
Manager Ray Rummel retired. We thank him for his service and wish him well for the future.
The annual Volunteer Appreciation Dinner was held on March 31.
On April 5, the Library dedicated a room to Darlene Greaves. Darlene is one of the original
families in Elk Grove and has contributed a lot of time to the community through the years.
Also on April 5, the Mayor swore in Mary Vitale as a new Library Board Member.
On April 7, there were several meetings:
- Met with the new Bulagrian Consulate as part of our Friendship Agreement. Trustee
Feichter will report more on this topic.
- Met with Microsoft to finish up some items around the development in Elk Grove.
- Had the opportunity to meet with Scouts in the Council Chambers to discuss local
government.
- Then attended the Fox Run Golf Course for the Clubhouse Open House. They did a
beautiful job on the Club House. They have a chef there now serving great food, there are
TVs inside, they have a golf simulator, bocce ball, an area to play football and basketball.
Some new additions are coming to Elk Grove Village. Wing Stop will be opening up in the strip
center next to Walmart this Spring.
Mayor announced that Elk Grove Village won an award for the Nationally Ranked 3rd Most
Affordable Community.
The vacancy rate is down to 1.85%.
The Police held a "Click It or Ticket" on St. Patrick's Day with 184 stops. This event is paid for
by the State of Illinois and it helps keep our streets safe.
The Police did a tobacco sting and 1 place failed out of 27 establishments.
The Village is still discussing the possiblity of having a Health Department with Fire and
Alexian Brothers.
The Mayor gave a COVID update discussing newspaper articles and comments from the CDC.

Trustee Lissner — Attended the Fox Run Clubhouse Open House and was pleased to see that you
can drive your golf cart to the parking lot and unload your clubs into your car.
Tomorrow morning is Jewel Osco's Re -Grand Opening at 8:00 a.m. after their recent remodel.
Trustee Feichter — There will be a Bulgarian event on May 22 near the high school. The Village
has a friendship agreement with the Bulgarian Village of Pernik. The consul general of Bulgaria
came to discuss the possibility of them having a Bulgarian event with the Village and we agreed
to let them use Rotary Green. Elk Grove High School has also given them permission to use a
portion of their property for the event. They anticipate approximately 1,000 people will be
present.
The CCC Celebration of Culture will take place on April 22 at 6:30 p.m. at the Pavilion. This is
a free event for the family.
Trustee Schmidt — Attended the Volunteer Appreciation Dinner and I would like to thank all of
our volunteers. Without their assistance and dedication in the community, it would be very
difficult to do some of the things that we do. They are definitely part of our Exceptional
Community.
Attended the Library dedication for Darlene Greaves at the library. Congratulations to her.
Sister Cities will be at the CCC Cultural Event at the Pavilion on April 22 with their portable
Bocce courts.
Thank you to Public Works for their special leaf collection pickup.
Trustee Prochno — Welcome Matt! I would like to announce the Czamik/Heffern scholarships.
There are eight (8) $1,000 Frank J. Czarnik/Jim M. Heffern scholarship awards available to Elk
Grove residents that are graduating from high school this year. Applications are available on the
elkgrove.org website as well as the Czamikgolf.com website. Frank Czarnik and Jim Heffern
supported the youth of Elk Grove with their work on the Elk Grove Park Board and now through
this memorial scholarship program. The deadline for applications is April 22. Please save the
date for the annual golf outing which will be on Friday, August 5. This is the only way to raise
funds for this scholarship program.
There are only three dates left for the Winter Farmers Market at the Christus Victor Church
(April 23, May 7 and May 21) until they move on to the summer Farmers Market on the Village
Green.
Attended the Darlene Greaves dedication at the Library and it brought back many memories
living in Elk Grove Village since 1956. A plaque was also dedicated that listed every Library
Trustee that served at the Library.
Trustee Miller — We have started the BLF tours in the Industrial Park. Our goal is to visit 50
companies this year. In the Month of May we will be visiting 4. The last company we visitd
was NuWay Electronics, 165 Martin Lane. It is amazing to see and learn what our companies
have to offer here in the Business Park.
I, along with my husband, attended the Alexian Brothers Gala on Saturday, April 9 to help raise
funds for the Foundation.
The CCC will have 10 members packing boxes on April 19 for the Packages for Patriots that
will take place at Lutheran Church of the Holy Spirit.

shown on the March 31, 2022 Accounts Payable Warrant in the amount of $2,398,167.89.

6. CONSENT AGENDA
a. Authorization to approve the installation of a sign for Prime Stars Orthodontics at 916 Elk
Grove Town Center.
b. Authorization of a request from Township High School District 214 to waive permit fees for
maintenance work on drain tiles at Elk Grove High School, 500 W. Elk Grove Boulevard, in
the amount of $368.
c. Authorization of a request from The Salvation Army to waive permit fees for structural
repairs at 1000 Pratt Boulevard in the amount of $11,940.
d. Authorization of a request to renew a professional services contract with C.C. Carthage, Inc.
of Lake Zurich, IL to furnish and deliver sand and gravel in the amount of $39,926.04 from
the Public Works General and Water & Sewer Funds.
e. Authorization to award a construction contract to Arrow Road Construction of Elk Grove
Village, IL to furnish hot -mix asphalt materials as part of the 2022 MFT Hot Mix Asphalt
Material Purchase Contract in the amount of $54,700 from the Motor Fuel Tax and Water &
Sewer Funds.
f. Authorization to award a professional service contract to Bayless Communications LLC of
Chicago, IL for strategic consulting services to support business retention and recruitment
efforts in an amount not to exceed $58,500 from the Busse -Elmhurst TIF Fund.
g. Authorization of a request to renew a professional services contract with CC Cartage Inc. of
Lake Zurich, IL for the spoil hauling services contract in the amount of $74,560.50 from the
Water & Sewer Fund.
h. Authorization of a request to renew a contract with Dynamic Heating & Piping Company of
Crestwood, IL for the annual HVAC Maintenance Services contract in the amount of
$88,767.60.
i. Authorization of a request to renew the services contract with Sebert Landscaping of Elk
Grove Village, IL for the parkway restoration - sod contract in the amount of $94,762.50
from the Public Works General and Water & Sewer Funds.
j. Authorization to renew a maintenance service contract with Lyons Electric Company, Inc. of
LaGrange, IL for the residential street light maintenance contract in the amount of
$105,004.64 from the General Fund.
k. Authorization to award a service contract to Flock Group, Inc. of Atlanta, GA for the
acquisition of the necessary hardware and software applications to operate an automatic
license plate detection system in an amount not to exceed $130,000, with an annual recurring
cost of $118,500.
1. Authorization to award a professional services contract to the Illinois Public Risk Fund of
Bedford Park, IL, to administer workers' compensation claims in the amount of $167,228 for
the policy period of May 1, 2022 through April 30, 2023.
m. Authorization to award a professional service contract to Red Caffeine, Inc. of Lombard, IL
to continue implementation of the Beyond Business Friendly marketing campaign with a
total contract amount not to exceed $202,630 through the Business Leaders Fund.
n. Authorization of a request to renew a maintenance contract with Homer Tree of Lockport, IL
for the Parkway Tree Maintenance & Silver Maple Removal contract in the amount of
$301,575.75.
o. Authorization to renew a purchase contract with Gas Depot of Morton Grove, IL for the
annual gasoline and diesel fuel supply contract in an amount not to exceed $425,000 in
FY2023.
p. Authorization to approve the third quarter financial report ending January 31, 2022.
q. Authorization to award a professional service contract to Civiltech Engineering of Itasca, IL
to provide the necessary construction engineering services for the Business Park and
Residential roadway resurfacing program in the amount not to exceed $674,864 from the
Capital Project and Business Leader Forum Funds.
r. Authorization to award a professional design -build service contract with Baxter & Woodman

of Crystal Lake, IL for professional engineering services for inspection, design and
construction engineering and construction for the Village's Rear Yard Drainage Program in
the amount of $900,000 from the Water & Sewer Fund.
s. Authorization of the following:
• To increase the Capital Improvement Fund budget by $1,100,000.
• To award a construction contract to the lowest responsive and responsible bidder, R.W.
Dunteman Company of Addison, IL for the Arlington Heights Road Improvements -
Newport Avenue to Brantwood Avenue in the amount of $5,779,000 from the Capital
Project Fund.
t. Authorization to award a contract to the lowest responsive and responsible bidder, Builders
Paving, LLC of Hillside, IL for the 2022 Business Park Street Resurfacing project in the
amount of $1,498,000 from the Business Leader Forum, Water & Sewer and Busse -Elmhurst
Redevelopment Funds.
u. Authorization to award a construction contract to the lowest responsive and responsible
bidder, Arrow Road Construction of Elk Grove Village, IL for the 2022 Residential
Roadway Resurfacing project in the amount of $2,332,146.20 from the Motor Fuel Tax,
Capital Project & Water & Sewer Funds.
v. Authorization to adopt Ordinance No. 3748 entitled, "AN ORDINANCE AMENDING
SECTION 3-3-7 NUMBER OF LICENSES OF THE VILLAGE CODE TO BE AMENDED
TO INCREASE THE NUMBER OF CLASS "A" LIQUOR LICENSES FROM THIRTY-
EIGHT (38) TO THIRTY-NINE (39)."
w. Authorization of the following items for Fiscal Year 2022-2023:
• To authorize a 2.5% market adjustment to non -union step and specific rate plan positions;
• To authorize a 2.5% market adjustment to the merit pay plan positions;
• To continue the additional open merit pay eligibility features of 0% to 2% merit based
adjustment for open merit employees;
• To adopt Ordinance No. 3749 entitled, "AN ORDINANCE AMENDING WAGES BY
2.5% FOR PART-TIME POSITIONS OF CUSTODIAN, PORTER, HEALTH CODE
ENFORCEMENT OFFICER, FIRE INSPECTOR, AND WATER METER READER;
TEMPORARY PART-TIME ADMINISTRATIVE INTERNS AND SUMMER
SEASONAL EMPLOYEES THIRD YEAR; CROSS -SEASONAL EMPLOYEES AND

x. Authorization of the following:
• To award a professional services contract to Baxter & Woodman of Crystal Lake, IL for
design engineering for culvert improvements - Leicester Road and Wellington Avenue
over Lake Cosman in the amount of $260,000 from the Capital Projects Fund; and
• To adopt Resolution No. 18-22 entitled, "A RESOLUTION AUTHORIZING THE
MAYOR TO EXECUTE A JOINT AGREEMENT BETWEEN THE ILLINOIS
DEPARTMENT OF TRANSPORTATION (IDOT) AND THE VILLAGE OF ELK
GROVE VILLAGE AND APPROPRIATE FUNDS FOR DESIGN ENGINEERING

8. PLAN COMMISSION — Village Manager Roan —
a. PC Docket 22-1 - Public Hearing to consider a petition for a Special Use Permit for the
operation of a religious institution at 1021-1041 Bonaventure Drive. (PH 04-04-2022)
There is only one item for discussion tonight. The Plan Commission had a hearing to consider a
Special Use petition and voted 4-3 to approve the permit with certain conditions. The petitioner
must install a fire suppression system, provide a revised seating plan, and install an additional
ADA parking stall. Mayor asked if there were any questions or comments from the board.
Motion to direct the Village Attorney to prepare the necessary documents for approval.

10. RECYCLING & WASTE COMMITTEE — Trustee Feichter — There will be a Paint and
Motor Oil Recycling Event on Saturday, May 7, at our Public Works Facility at 450 E. Devon
from 9:00 a.m. to 12:00 p.m. This recycling event will be for motor oil, antifreeze, paints and
stains. Please check the website for restrictions for this collection event.
The Document Destruction and Electronics Recycling Event will be held on Saturday, June 4, at
the Public Works Facility at 450 E. Devon from 9:00 a.m. to 12:00 p.m.
IDs will be checked to verify residency.
11. JUDICIARY, PLANNING AND ZONING COMMITTEE — Trustee Prochno — No

12. CAPITAL IMPROVEMENTS COMMITTEE — Trustee Schmidt — On tonight's Consent
Agenda we approved contracts for the 2022 Roadway Rehabilitation Program which includes
the rebuilding of Arlington Heights Road. Information on this program is in our March
Page 5 of 7
newsletter that lists all the streets to be resurfaced and the Arlington Heights Road project.
Please try to avoid Arlington Heights Road during the construction phase and pay attention to
the signage as some lanes may not be accessible.
a. 2022 Roadway Rehabilitation Plan and Capital Improvements Project
13. CABLE TELEVISION COMMITTEE — Trustee Lissner — The last S&I Report stated that
effective May 12 Golf and FS 1 will no longer be offered as part of Digital Economy with
Comcast. These channels are available with the Sports & News or Digital Starter tiers.
14. YOUTH COMMITTEE — Trustee Franke — There is less than 1 month to get your
scholarship application turned in. There are seven (7) $1,000 scholarship awards available. Five
will be from the Village and two from the Park Foundation. Applications are available at Elk
Grove High School, Conant High School, St. Viator High School and on the Village website.
The cutoff date is May 6 and the winners will be notified the week of June 6.
15. INFORMATION COMMITTEE — Trustee Miller — No Report.
Trustee Franke brought up the Spring Large Branch collection that begins April 18. The East
side of Route 53 will be April 18-April 22, the West side of Route 53 will be April 25-April 29.
Residents must contact Public Works to schedule a pickup.
16. BUSINESS LEADERS FORUMS — Trustee Schmidt — The last BLF visit was on April 6
to tour NuWay Electronics on Martin Lane. This has been a company in Elk Grove since 1975
and are in their third generation of ownership. They are best known for putting electrical
components onto a tape that then gets placed onto circuit boards. It is nice to see that there is
manufacturing going on in our community and in our country.
They have job openings if anyone is interested.
17. HEALTH & COMMUNITY SERVICES — Trustee Prochno — There was a Community
Blood Drive this past Saturday and 34 units of blood were collected. The next Blood Drive will
be Saturday, July 9, at Village Hall.
A Caring Place is the wonderful Respite Program that we have at Christus Victor Church, 1045
S. Arlington Heights Road. If anyone is wondering what goes on at their program, they are
having an open house on Thursday, May 19, from 11:00 a.m.to 1:00 p.m. You can tour the
program and enjoy a light lunch and dessert. Please call the Christus Victor Church for more
information.
18. PERSONNEL COMMITTEE — Trustee Franke — No Report
19. AIRPORT UPDATE — Mayor Johnson — We are working hard to get a 2nd Fly Quiet
rotation to be considered by the FAA to equally distribute the noise amongst the surrounding
communities. We will keep you updated as information becomes available.
20. PARADE COMMITTEE — Mayor Johnson — There was a meeting last Monday and there
will be some new innovations at our parade this year that we have never had before. We will
start announcing sponsors very soon but our sponsorship is up to $15,000 all ready.
21. MID -SUMMER CLASSICS CONCERT SERIES UPDATE — Mayor Johnson
The lineup for the Mid -Summer Classics Concert Series for 2022 is:
• July 4 — KC and the Sunshine Band at Rotary Green
• July 12 — Little River Band on the Village Green
• July 21 — Rick Springfield at RotaryFest
• July 26 — Sheena Easton on the Village Green
22. SPECIAL EVENTS COMMITTEE — Mayor Johnson — Memorial Day
23. LIQUOR COMMISSION - Mayor Johnson — No Report
24. REPORT FROM VILLAGE MANAGER — Thank you to the Mayor and Board for
allowing me to have this opportunity to serve the community.
25. REPORT FROM VILLAGE CLERK - Cook County has confirmed that Elk Grove
Village will be an early voting site for the Gubernatorial Primary Election on June 28. Early
Voting will take place from June 13 through June 27 at Village Hall in Rooms D & E.
26. UNFINISHED BUSINESS
a. Final adoption of an Ordinance approving the Midway Court Tax Increment Financing
Redevelopment Plan and Project. (First Reading at the June 30, 2021 Village Board Meeting)
b. Final adoption of an Ordinance designating the Village of Elk Grove Village Midway Court
TIF Redevelopment Project Area, in connection with the approval of the Midway Court Plan

c. Final adoption of an Ordinance adopting Tax Increment Financing for the Village of Elk
Grove Village, Cook County, Illinois, in connection with the Designation of the Midway

and Project. (First Reading at the June 30, 2021 Village Board Meeting)

28. PUBLIC COMMENT — 8:03 p.m.
Someone in the audience asked if the sign permit was approved for the Town Center. Mayor
stated that it was approved as part of the Consent Agenda. Helen Leski mentioned that the
Mayor skipped the next special event that is Memorial Day. Mayor thanked Helen and
confirmed that he will be visiting the Senior Center on April 26.
