Feichter, Jeffrey C. Franke, Sam L. Lissner, Tammy K. Miller, Christine K. Prochno ABSENT: Trustee Stephen F. Schmidt A Quorum was present. Also Present: Village Manager Raymond R. Rummel, Village Attorney George B. Knickerbocker, and Deputy Clerk Jennifer S. Mahon 2. PLEDGE OF ALLEGIANCE 3. APPROVAL OF MINUTES OF APRIL 26, 2022 - Motion to approve the Minutes of the Regular Village Board Meeting held on April 26, 2022 as submitted and dispense with the reading. Moved by Trustee Lissner Seconded by Trustee Feichter The motion was voted upon by acclamation. MOTION CARRIED 4. MAYOR & BOARD OF TRUSTEES' REPORT — Mayor Johnson — Diane Malinowski retired from the Elk Grove Park Distrit on April 27 after working with them for almost 30 years. We wish her the best on her retirement. On May 5, there was an Interfaith Prayer Meeting @ Christus Victor that the Mayor attended with Trustees Miller, Feichter, Lissner and Prochno. The Coffee with the Board was on May 7 with approximtely 25 people in attendance. On Wednesday, May 25, at 6:30 p.m. in Council Chambers, there will be the Village's second Town Hall meeting. It will be filmed Live on Channel 6 — EGTV. Anyone that is unable to attend may submit questions in advance through a link on the website. All questions/comments asked in person or submitted in advance will be addressed. There will be overflow rooms as needed to ensure enough space for any residents that would like to attend. Pending Construction Projects — - The roadwork on Arlington Heights Road has begun. They have already closed lanes and the work is going to take place from Devon to Brantwood. Arlington Heights Road will have left turn lanes installed in the center from Brantwood all the way down to Devon Avenue. There will be curb replacement, widening sidewalks and ADA ramps. The County will give Elk Grove Village $5 million dollars which is 85% of the cost for the project. Thank you Commissioner Kevin Morrison and Arnold Randall from the Forest Preserve for helping us get to the highway department to get this work done. - The County notified us that they will be doing work on Nerge Road from Rohlwing Road to Roselle Road. - Resurfacing will begin on Biesterfield Road in August from Meacham Road to the beginning of Wise Road at Plum Grove Road. Biesterfield Road is the Village's project that is about $1 million and $700,000 is coming from the Federal Government through the Service Transportation Program. Nerge and Biesterfield will be under Construction at the same time but Police will monitor the work area. Mayor announced that Wing Stop will be opening in a store front near Walmart and Popeyes Chicken is looking to build a free-standing building in the parking lot in Elk Grove Town Center towards Arlington Heights Road. The Mid -Summer Classics Concerts will take place again this summer, along with the Play, Picnic and Party event and the RotaryFest, no mask will be required. Page 1 of 5 There was a presentation showing the new commericals created to market the Village. There will be 15-second and 30-second commericials running from May through the end of June on the sports channels, there will be a TV campaign on social media, and there will be some billboard commercials. Trustee Prochno — On Tuesday, April 26, Mayor and I visited the Elk Grove Presbyterian Church Food Pantry and Clothing Ministry. The Food Pantry has been updated to look more like a grocery store for residents. The Clothing Ministry is expanding to the entire second floor. They are in need of men's and women's new clothing, socks and underwear. Cash Donations are accepted so they can purchase the items that are needed. Other items requested are spaghetti sauce, pancake mix, cereal, coffee, condiments and salad dressing. They do not need pasta, canned vegetables, beans or canned potatoes. The Elk Grove Presbyterian Church is located at 600 Elk Grove Boulevard at the corner of Elk Grove Boulevard and Tonne Road. Attended the GOA Business Expo on April 28 at the Boomers Stadium. The Village had a table there with representation from Elk Grove. On Tuesday, May 3, 1 attended the Annual Meet Chicago Northwest meeting. Trustee Feichter serves on their Board of Directors and I was there to support him and learn about what the organization does for our community. There is one more winter Farmers Market at the Christus Victor Church on Saturday, May 21, from 8:00 a.m. to 1:00 p.m. The summer Farmers Market will begin the first Saturday in June. The 25th annual Memorial Day Observation will be on Monday, May 30, at the Elk Grove Pavilion in the gymnasium. Trustee Lissner — On April 28, Trustee Schmidt and I attended the Grand Opening for Skybox Datacenter. Tomorrow is the start of National Police Week that was started back in 1962 by President Kennedy. May 15 will be National Peace Officers Memorial Day. Trustee Feichter — As Trustee Prochno mentioned, I attended the annual meeting of Meet Chicago Northwest, our Tourist Organization. At this meeting there was a discussion about tourism in certain areas that are struggling but our area is doing much better than the past few years. I was re-elected as Secretary of the Executive Committee of Meet Chicago Northwest. On May 22, at 11:00 a.m. there will be a Bulgarian Event that will take place behind Elk Grove High School. They will have a parade and offer a variety of food and beverages. Trustee Franke — No Report Trustee Miller — I was glad to see the residents here tonight at the Public Hearing to ask questions and clear up miscommunication. I encourage the residents to ask the staff or Village Board to receive accurate information about items that are happening in the Village. 5. ACCOUNTS PAYABLE WARRANT: Motion to authorize payment of invoices as shown on the April 30, 2022 Accounts Payable Warrant in the amount of $4,737,012.15. Moved by Trustee Lissner Seconded by Trustee Feichter AYES: Trustees Franke, Lissner, Miller, Prochno, Feichter NAYS: None ABSENT: Trustee Schmidt MOTION CARRIED Motion to authorize payment of invoices as shown on the May 10, 2022 Accounts Payable Warrant in the amount of $605, 745.46. Authorization of a request from the Fraternal Order of Police Elk Grove Village Lodge No. 35 to waive FY 2022-23 business license fees in the amount of $50. b. Authorization of a request from Our Lady of the Blessed Sacrament Parish, located at 750 W. Elk Grove Boulevard, to waive a Class A Temporary Liquor License fee for the Queen of Page 2 of 5 the Rosary School Bingo Night in the amount of $2,900. c. Authorization of a request from the Elk Grove Park District, located at 499 Biesterfield Road, to waive FY 2022/23 business license fees in the amount of $3,000. d. Authorization to award a professional services contract to Johnny Rockets Fireworks Display Corporation of Chicago, IL to design and produce fireworks displays in an amount not to exceed $92,000. e. Authorization to authorize payment for FY 2022-2023 membership dues to the Northwest Municipal Conference (NWMC) in the amount of $16,734.12. f. Authorization to award a professional services contract to BLA, Inc. of Itasca, IL for Phase I and Phase II engineering for the Oakton Street Side Path project from Crossen Avenue to Bonnie Lane in the amount not to exceed $64,754 from the Higgins Road Corridor Redevelopment Fund. g. Authorization to award a construction contract to Strada Construction Company of Addison, IL for the 2022 Village -Wide Concrete Replacement Program in an amount not to exceed $550,000 from the Capital Project and Water & Sewer Funds. h. Authorization to award a professional services contract to Axon Enterprises, Inc. of Scottsdale, AZ for a body worn camera system and a compatible in -car video recording system for a total purchase price of $1,176,222.78 from the Capital Replacement Fund. i. Authorization to concur with prior authorization for the reappointment of the following Boards and Commissions members: • Plan Commission - Paul Rettberg, Kitty Weiner, Jim Morrill, Louis Bacigalupo and Rosanna DeFrenza; • Police Pension - Police Chief Charles G. Authorization of the following: • To adopt Ordinance No. 3755 entitled, "AN ORDINANCE AUTHORIZING THE ESTABLISHMENT OF ELK GROVE SPECIAL SERVICE AREA FOR ELK GROVE TOWNSHIP FIRE AND EMS SSA 1 IN THE VILLAGE OF ELK GROVE VILLAGE;" AND • To adopt Ordinance No. 3756 entitled, "AN ORDINANCE AUTHORIZING THE ESTABLISHMENT OF ELK GROVE SPECIAL SERVICE AREA FOR ELK GROVE TOWNSHIP FIRE AND EMS SSA 2 IN THE VILLAGE OF ELK GROVE VILLAGE." REGULAR AGENDA The Village Attorney stated that since the Public Hearing for the TIF was this evening, the three ordinances under the Regular Agenda will be removed and placed on the next Village Board Agenda for approval. a. Authorization to hold a first reading of an Ordinance approving the Village of Elk Grove Village Arlington -Higgins Tax Increment Redevelopment Plan and Project. b. Authorization to hold a first reading of an Ordinance designating the Village of Elk Grove Village Arlington -Higgins TIF Redevelopment Project Area, in connection with the approval of the Arlington -Higgins Redevelopment Plan and Project. c. Authorization to hold a first reading of an Ordinance adopting Tax Increment Financing for the Village of Elk Grove Village, Cook and DuPage Counties, Illinois in connection with the Designation of the Arlington -Higgins Redevelopment Project Area and Adoption of the Arlington -Higgins Redevelopment Plan and Project. RECYCLING & WASTE COMMITTEE — Trustee Feichter - The Paint and Motor Oil/Antifreeze Recycling Event was on Saturday, May 7. There were 296 paint cans turned in. The next event will be the Document Destruction and Electronics Recycling on Saturday, June 4, at the Public Works facility at 450 E. Devon from 9:00 a.m. to 12:00 p.m. If you are unable to attend the Electronics Recycling Event or if you have a large item that you would like Groot to recycle, please call Groot first to set up an appointment before putting them at the curb. Groot has separate trucks for these items. There is no charge for this service. 11. JUDICIARY, PLANNING AND ZONING COMMITTEE — Trustee Prochno — No Report 12. CAPITAL IMPROVEMENTS COMMITTEE — Trustee Schmidt — No Report 13. CABLE TELEVISION COMMITTEE — Trustee Lissner — If you go to the Elk Grove website and look under Cable TV, there is a list of other Village websites that you can see what is going on in other towns as far as their Cable TV production. 14. YOUTH COMMITTEE — Trustee Franke — There were 22 scholarship applications that have been turned in for review by the Youth Committee. The Youth Committee will hold a meeting on Saturday, June 4th at 10:00 a.m. in the Chernick Conference Room to go over the applications. The Splash Parties are scheduled for July 15 and August 5, from 8:00 pm until 10:00 pm at Rainbow Falls. These parties are for 6th grade students through high school. This is a free event and is supervised. 15. INFORMATION COMMITTEE — Trustee Miller — The Park District will be opening Rainbow Falls and there are specific places to park so you do not need to park in the street. On Saturday, May 14, there will be a Public Works Open House, 450 E. Devon, from 9:00 a.m. to 1:00 p.m. with demonstrations and activities for the family. The VFW Poppy Day Chairman informed us that the Buddy Poppy Day will take place on Saturday, June 11 from 8:00 a.m. to 4:00 p.m. Donations will be collected at a variety of Elk Grove locations. 16. BUSINESS LEADERS FORUMS — Trustee Miller — The Business Leaders Forum met with Village staff last week to discuss the BLF and future meetings will be scheduled to create a Master Plan or Community Revitalization Plan. 17. HEALTH & COMMUNITY SERVICES — Trustee Prochno — A Caring Place will be hosting an Open House on Thursday, May 19, at Christus Victor Lutheran Church located at 1045 S. Arlington Heights Road from 11:00 a.m. to 1:00 p.m. Anyone who is interested in learning about A Caring Plan is welcome to attend. A light lunch and dessert will be provided. A Caring Place is a respite care service that provides temporary relief for caregivers and families who are caring for adults with mild cognitive or physical impairments. The low cost socialization program offers fun, structured activities for participants giving caregivers the opportunity to run errands, shop or just relax. AIRPORT UPDATE — Mayor Johnson — This summer they will work on the recommendations for the Fly Quiet Rotation Plan. 20. PARADE COMMITTEE — Mayor Johnson — There was a meeting a week ago and there are a lot of new things coming that we've never had before. The sponsorship funds are up to over $26,000, which is ten times more than what we have had in the past. Some of the Tier 1 sponsors are as follows: The Great American Bagel, Prosport Leasing, Highlander Transportation, Northstar Foods, Jarosch Bakery, Write Green, Tacos El Bombero, Material Sciences Corporation, Tri-fin, Chicago Filter Supply, Big Sammy Hot Dogs, Digital Copier Supercenter LLC, Lawrence Foods, Castle Chevrolet, Our Lady of the Blessed Sacrament, Rebechini Studios, Seko Logistic, Diamond Truck and Trailer, Country Inn, Digital Realty,GHC Mechanical, Fraternal Order of Police Lodge 35, La Quinta. The theme this year is Falling Into Octoberfest. 21. MID -SUMMER CLASSICS CONCERT SERIES UPDATE — Mayor Johnson Page 4 of 5 The lineup for the Mid -Summer Classics Concert Series for 2022 is: • July 4 — KC and the Sunshine Band at Rotary Green • July 12 — Little River Band on the Village Green • July 21 — Rick Springfield at RotaryFest • July 26 — Sheena Easton on the Village Green 22. SPECIAL EVENTS COMMITTEE — Mayor Johnson — The next event will be Memorial Day on May 30, 2022 at 10:45 a.m. in the gymnasium at the Pavilion. 23. LIQUOR COMMISSION — Mayor Johnson — No Report 24. Final adoption of an Ordinance approving the Midway Court Tax Increment Financing Redevelopment Plan and Project. (First Reading at the June 30, 2021 Village Board Meeting) b. Final adoption of an Ordinance designating the Village of Elk Grove Village Midway Court TIF Redevelopment Project Area, in connection with the approval of the Midway Court Plan and Project. (First Reading at the June 30, 2021 Village Board Meeting) c. Final adoption of an Ordinance adopting Tax Increment Financing for the Village of Elk Grove Village, Cook County, Illinois, in connection with the Designation of the Midway Court Redevelopment Project Area and Adoption of the Midway Court Redevelopment Plan and Project. (First Reading at the June 30, 2021 Village Board Meeting) 27. NEW BUSINESS — Trustee Feichter congratulated our Fire Chief and two members of our Police Department, Officers Johnson and Lowry, for saving the life of a person unresponsive upon arrival at the scene. Fire Chief Mikel described the actions that took place. 28. PUBLIC COMMENT — 8:44 p.m. - Helen Leski confirmed that the Fire Chief will be speaking to the Seniors at the Senior Center in 2 weeks. Mayor Johnson will be providing pizza at that event. 29.
