Franke, Sam L. Lissner, Tammy K. Miller, Christine K. Prochno, Stephen F. Schmidt ABSENT: Trustee Patton L. Feichter A Quorum was present. Also Present: Village Manager Matthew J. Roan, Village Attorney George B. Knickerbocker, and Deputy Clerk Jennifer S. Mahon 2. PLEDGE OF ALLEGIANCE 3. APPROVAL OF MINUTES OF MAY 24, 2022 - Motion to approve the Minutes of the Regular Village Board Meeting held on May 24, 2022 as submitted and dispense with the reading. Moved by Trustee Lissner Seconded by Trustee Franke The motion was voted upon by acclamation. MOTION CARRIED 4. MAYOR & BOARD OF TRUSTEES' REPORT - MUor Johnson — The 2nd Town Hall Meeting was on May 25 with over 50 people in attendance and approximately 400 people watching online. We plan to host future Town Hall Meetings in the Spring and Fall. Attended a Re -Grand Opening at the Walmart on June 3. Walmart spent close to $7 million on the rehabilitation project at the Elk Grove location. Walmart also donated a check to the Elk Grove Cares Program at the event. On June 9, the Mayor gave a State of the Village Address to the businesses community at the GOA event. We had a meeting with the residents that live near the WGN property on Rohlwing Road. WGN is selling part of their property and will relocate the towers to allow 100 acres available for development. The first offer was a trucking company that the Village did not want for the residents. WGN now received an offer to build a data center at that location. We met with the residents to show the proposal and ensured them that we have their best interest in this development. On June 21, the former Consulate General of Bulgaria came to discuss ADA accessibility in the Village. The Mayor read statistics from the Memorial Day Click -It -Or -Ticket Program funded by the State of Illinois for roadside safety checks. Mayor thanked the Police Department for keeping the community safe. There will only be one board meeting for the summer months. The next meeting will be on July 19 at 7:00 p.m. RotaryFest runs from July 20 through July 24. The next Coffee with the Board will be on Saturday, July 30, from 9-11 a.m. in Room E. Mayor thanked George Heyman for delivering a plaque from the 2nd Battalion 24d' Marine Regiment in appreciation for the Village's participation in the Toys for Tots program. KC and the Sunshine Band will be playing at the Independence Day Concert at Rotary Green (164 Lions Drive) beginning at 8:00 p.m. followed by a fireworks display. The Play, Picnic & Party event will be on Sunday, July 17, from Noon — 4:00 p.m. Activities are planned on the Village Green (901 Wellington), Pavilion (1000 Wellington) and at the Library (1001 Wellington). Tornado Sirens - When a Tornado Warning is declared for our area in Cook and DuPage County, all of the warning sirens will turn on. They run for 5 minutes then stop for 5 minutes and continue this pattern until the tornado warning expires. This is a nationally operated system. Water Mains — Water Mains can burst during the summer, not just in the winter. Over the past 2 weeks we have had 14 watermain breaks, which is usually brought on by fire hydrant flushing. The flushing enables us to check the pressure and also helps to find weakness during this process. There was a recent tornado that hit in Roselle. The Village is part of a Mutual Aid System that allows neighboring towns to work together when there is an emergency. The Mayor of Roselle sent a thank you letter for the help from the Public Works Department with the tree cleanup. Page 1 of 7 Elk Grove Village Hometown parade is coming up with Oktoberfest. The Grand Marshal will be Nancy Czarnik, former Trustee of the Village. Thank you to the businesses that have offered to sponsor us bringing in over $28,000 this year. The Dr. Riggs building on Arlington Heights Road near Boardwalk is scheduled to be torn down this week. Construction will be done on Arlington Heights Road, Beisterfield Road, Nerge Road, the Meacham Road bike path, street repaving, sidwalk repairs, backyards with flooding issues, the Veterans Park and emergency repairs. The work may be delayed due to contractural issues with the contractors that haul stone/gravel and the Union. It is happening all over the state and the Village has nothing to do with it but it will affect the Village projects. Please be patient and understand that work will be done as much as possible until they need the gravel or concrete delivered. We hope that it gets resolved soon but it is out of our control. Mayor unveiled the display of recognition for the longest serving board above the entrance to the Council Chambers. It was a special thank you to the longest running Trustees for their contributions through the years in making the Village successful. Nancy Czarnik announced the golf outing for the Czarnik/Heffern Scholarshps that are completely funded by the annual golf outing at Fox Run. This year's golf outing will be on Friday, August 5 at Fox Run and the entrance fee is $100. The winners of this year's Czarnik/Heffern Scholarship Awards are: Matthew Glanzmann — Conant, Magnolia Rain Goodin — EGHS , Nicholas Ihnen - Conant, Alivia Sobon — Conant, Samantha Locascio — Conant, Allison Stanislawski - Conant, Megan Steffens - EGHS, Jillian Windbiel — Conant. Congratulations to them all and thank you for the wonderful job of volunteering and leadership in Elk Grove Village. Trustees Franke and Miller announced the winners of the Youth Scholarship Awards: (Elk Grove Village Awards) Katie Auyeung, Graziella DeFrenza, Allison Stanislawski, Magnolia Rain Goodin, Nicholas Ihnen (Elk Grove Park Foundation) Megan Steffens, Jillian Windbiel. There were 22 applications submitted and only 7 winners so it was hard to choose a winner. Thank you to the staff for preparing swag bags for the winners. Trustee Miller — Some people have asked how to become involved in the Village and one good way is to volunteer for organizations such as the Community Character Coalition. The Community Character Coalition meets at the Al Hattendorf Center the first Tuesday of the month but due to the Independence Day holiday the next meeting will be on July 12 at 7:30 a.m. Please remember that roman candles and other fireworks are not legal in Illinois. Please be careful and have a safe 4th of July. Trustee Franke — No Report Trustee Lissner — The Walmart Grand Re -Opening was very nicely done as well as the State of the Village Address. Thank you to Berkshire Hathaway for placing the American Flags on some of the parkways during the Memorial Day weekend. On June 14, there was a Flag Day observance at Enclave. Many legislative officials and many members of the Police and Fire Departments attended. Trustee Prochno — Attended the Walmart Grand Re -Opening along with Trustee Lissner to represent the Village. Walmart has been a member of our community for many years and seeing them reinvest in the community is a sign of good faith and we thank them. On Monday, May 30, we had our 24th Memorial Day Observation at the Park District Pavilion. We were represented by the VFW Post, the American Legion Post, the Ladies Auxiliary, many Village representatives, and elected officials. It was a very nice observance with some guest speakers and refreshments. It was a good time to reflect upon and thank those who made the ultimate sacrifice for our freedom. Page 2 of 7 The summer outdoor Farmers Market is open Saturday mornings from 8:00 a.m. to 1:00 p.m. in the parking lot of the Village Hall. It will be open every Saturday through October. There is always a variety of produce and the Village has a booth to answer questions about the services. Trustee Schmidt — On May 25, Trustee Lissner and I attended the DARE graduation. This event is successful through the support from the Village and the Police Department. On May 29, Elk Grove Village resident Tony Ocean put on a concert at the Des Plaines theater. It was a very nice event. On June 5, I attended a Triple Eagle Scout ceremony for Troop 495 (Matthew Glanzmann, Kevin O'Hara and Joe Johnson) at the Living Hope Church where the Boy Scouts moved to the rank of Eagle Scouts. Attended the Retirement for Sergeant Kristen Julian on June 10 who served the community for 22 years. 5. PLAN COMMISSION — Village Manager Roan — No Report 9. ZONING BOARD OF APPEALS — Village Manager Roan - On June 9, 2022, the Zoning Board of Appeals heard the testimony for Docket 22-5 with the petitioner seeking a variation from the Elk Grove Zoning Ordinance as it pertains to permitted projections into the required front yard in a residential zoning district for property located at 316 Walter Avenue. It was the consensus of the Zoning Board of Appeals by a 4-2 vote to DO GRANT the variation to allow the installation of a five-foot (5) covered front porch in the required twenty-five foot (25') front yard. The petitioner is present if there are any questions. Mayor asked if there were any questions or comments from the Village Board or the audience. Motion to direct the Village Attorney to prepare the necessary documents for the variation at 316 Walter Avenue. Moved by Trustee Franke Second by Trustee Lissner AYES: Trustees Lissner, Franke, Schmidt, Prochno, Miller NAYS: None ABSENT: Trustee Feichter MOTION CARRIED The petition for ZBA Docket 22-6 was heard on June 9, 2022 for property at 1278 Diane Lane requesting a zoning variation to permit to construct a six (6) foot high fence which will extend approximately fourteen (14) feet beyond the nearest front corner of the principal structure on the adjacent single-family residential lot to the south at 1270 Robin Lane. After hearing testimony, with a vote of 4-3, the Zoning Board of Appeals made a motion to DO GRANT the variation to install a six (6) foot high fence, which will extend approximately fourteen (14') feet beyond the nearest front corner of the principal structure on an adjacent single- family residential lot. Mayor received a petition from the petitioner listing residents on Diane Lane that are in favor of the variation. Mayor Johnson read the names of Vito Bondi-1282 Diane Lane, Richard Lindblom 1288 Diane Lane, Alan Kalmar-1286 Diane Lane, IK and Jin-Ah Kim-1281 Diane Lane, Ryan Andjulis-1290 Diane Lane, Kamel Yass-1279 Diane Lane. This document will be part of the public record. Public Comment: Walter Suhr, 1270 Robin Drive — Walter's home is directly impacted by any Village ordinance pertaining to this issue. A neighbor, Phil Brennan, spoke on Mr. Suhr's behalf. Phil Brennan, 1264 Robin Drive — They are not concerned about a fence but they are concerned about where the fence goes because the property line is on an angle. Mayor stated that he drove out there and the fence is not going in front of the structure. Mayor asked what their concern is with the fence going there because you can still see the front of the house. Phil Brennan stated that a woman from Berkshire Hathaway told me that there would definitely be Page 5 of 7 a curb appeal problem and would be some reduction in property values. Walter Suhr stated that looking out his front window; he wouldn't want to look at the side of the fence. He feels that it is too far in front of his house. Trustee Franke stated that it looks like the fence would be even with your house but not blocking the front of your house. Phil Brennan stated that their backyard is small and it was that way when they bought the house. Mayor asked the petitioner to step up to the podium. Andrew Snyder and Jessica Kong at 1278 Diane Lane. Mayor Johnson confirmed that they are looking to put up a white vinyl fence. The petitioners confirmed that the fence would be similar to the surrounding neighbors to match the fence style with the neighbor behind. Mayor asked what is the reason that they are looking to put a fence up. The petitioners stated that they would need to expand out on the yard to allow them to put up an enclosed sunroom on the house per requirements from Community Development. Mayor asked if there were any questions from the Village Board. The Zoning Board has provided a recommendation to the Board so I would like to make a Motion. Motion to direct the Village Attorney to prepare the necessary documents for the variation at 1278 Diane Lane. CAPITAL IMPROVEMENTS COMMITTEE — Trustee Schmidt — The work is continuing on Arlington Heights Road and the lanes have switched from the inside lanes to the outside lanes. They are taking down the medians and doing work there so please pay attention when you are driving through the area and be cautious of the workers. 13. CABLE TELEVISION COMMITTEE — Trustee Lissner — No Report 14. YOUTH COMMITTEE — Trustee Franke — The first Summer Splash Party will be on Friday, July 15, from 8:15 p.m. to 10:15 p.m. at Rainbow Falls. This event is free of charge for students in grades 6 through 11. 15. INFORMATION COMMITTEE — Trustee Miller — The Village newsletter has an article about a new service request system call SeeClickFix that will be launched on Monday, July 11. You will need to sign up again so please check the newsletter for details. Any questions, please call the Village. 16. BUSINESS LEADERS FORUMS — Trustee Schmidt — We visited Acme Industries located at 1325 Pratt Blvd. on June 1. Acme Industries has been in business for over 75 years. They are a machining company that has about 100 machines there with 150 employees. They work with titanium, magnesium, aluminum and exotic hard metals. Acme Industries works with Elk Grove High School in their manufacturing education program and a young man that went through the program was offered a job when he graduated. Trustee Miller - On June 8, we met with JA Freight located at 1000 Estes. JA Freight is a trucking company that has a warehouse with 3,200 spaces for pallets. They ship items across the country. They are currently hiring drivers if anyone is interested in employment. 17. HEALTH & COMMUNITY SERVICES - Trustee Prochno — There is a critical need for blood and platelets this time of year. The next Community Blood Drive is on Saturday, July 9, from 8:00 a.m. to 1:00 p.m. in Room E at the southwest entrance of the Zettek Municipal Building. There have been 445 total votes thus far as opposed to 653 in the last Gubernatorial Election in March of 2018. 26. UNFINISHED BUSINESS - a. Village Attorney - Direct the Village Attorney to prepare the necessary documents for a Special Use Permit for Vresthena LTD for the operation of a vehicle collision repair shop in an I-1 Industrial Zoning District for property located at 145 Lively Boulevard. b.
