REGULAR VILLAGE BOARD MEETING
JULY 19, 2022
1. CALL TO ORDER — 7:10 PM
PRESENT: Mayor Craig B. Johnson, Trustees Jeffrey C. Franke, Sam L. Lissner, Tammy K.

A Quorum was present.

2. PLEDGE OF ALLEGIANCE
3. APPROVAL OF MINUTES OF JUNE 21, 2022 - Motion to approve the Minutes of the
Regular Village Board Meeting held on June 21, 2022 as submitted and dispense with the
reading.

4. MAYOR & BOARD OF TRUSTEES' REPORT
Mayor Johnson — Summer is here and all of our events have begun. Our hearts and prayers go
out to everyone in Highland Park after the recent events that occurred. The Mayor, I know, is
going through some tough times and it is not easy to deal with. We are here to support each
other whenever we can. One of our officers went out to help the day of the shooting. It is a
different world even locally now and we are doing everything we can at our events to make sure
it is safe for everyone.
RotaryFest starts tomorrow night with just the carnival. Thursday, Friday and Saturday will have
the Carnival and concerts. On Thursday, we have Rick Springfield coming in for the evening
concert. The fireworks from 41h of July will be combined with the fireworks for RotaryFest on
Saturday night.
There is a strike going on with the companies that provide aggregate gravel and deliver materials
for construction projects for the roads. It appears that construction for Arlington Heights Road
is still continuing but if there is a hault it will most likely be the strike. It is looking more
doubtful that our construction projects will be finished by the anticipated deadline.
The Police Department ran their "Click It or Ticket" campaign from June 16 through July 5 and
there were 356 traffic stops for various violations.
The first Cannabis Dispensary application has come into Elk Grove Village. They have already
been approved by the State but we cannot announce the location until all of the paperwork is
approved and a license is issued. It will be in the industrial park away from residential areas.
The Village anticipated to have plans by now for the data center on the WGN property. Due to
surveying issues, the process has been delayed but hopefully we will have more information by
September.
The Village bought the shopping center and the bowling alley at Arlington Heights Road for
redevelopment. We will keep the businesses there but we are looking to change the design of
the location and place an apartment building with 250-300 apartments. We will put a bid out to
the developers to include the needs of the businesees and design a complex for that location. The
delay was for us to purchase the Shell gas station that is on tonight's agenda so we can build on
the whole corner. The total cost for the gas station, the bank, Rose Garden, the shopping center
and the bowling alley was $17.5 million for the entire corner that is being paid by the TIF funds.
Another agreement on the Agenda tonight is for the Village to purchase Sweet Baby Ray's
Barbecue on Higgins. The owner wanted to retire and decided to close the doors to the
restaurant on June 1. He put it up for sale about a year ago and the Village met with the owner
and negotiated a fair price. So we will vote tonight to purchase that property for future
development.
The new vacancy rates are out by Colliers for the industrial park. For the longest time, anything
under 5% vacancy was considered full. Then our numbers went down to 4%, 3.5%, 3.25%,

2.5%, 1.85% and now the new record shows the vacancy rate is down to 1.65%.
On July 16, the Federal Government provided a 988 hotline as a suicide prevention hotline.
That hotline has people there to provide assistance before anyone makes that decision. Please
call 988 for assistance with suicide prevention. Suicide is the number one cause of death for
people ages 10-34.
We are very proud to announce that Elk Grove Village is the 2022 recipient of Illinois Real
Estate Journal's Municipality of the Year Award. This distinction was given from one of the top
real estate publications in the Midwest and is a reflection of the work we do everyday to create a
business -friendly climate for our businesses.

Police Department — Chief Walsh joined Mayor Johnson at the podium. Chief Walsh thanked
the Fire & Police Commission for volunteering their services to do all the interviewing, etc. for
our new Police Officers and Firefighters.
The following Police Officers were sworn in from the Police Department: David Olson,
Breanne Fuchs, Gabriel Perez, Christian Cortez, and Brian Pustz. Sean Barrens was also sworn
in to his new position as Commander.
Fire Department — Chief Mikel joined Mayor Johnson at the podium. Chief Mikel thanked the
Mayor and Board of Trustees for their support to get the staff levels of the Fire Department to
where it is today. Thank you also to the Fire & Police Commission who have been working year
round to help build our staff levels to where they are needed.
The following Firefighters were sworn in from the Fire Department: Aaron Krejci, Andrew
Engelking, Kevin Osoba, and Jacob DeJaynes. Dan Ryan and Ryan Bruess were also sworn in
to their new positions as Lieutenants.
The next Coffee with the Board will be on Saturday, July 30, from 9-11 a.m. in Room E.
Trustee Miller — Summer is half over and children are starting to think about returning to school.
The "Summer Blast Off' program is going on right now to collect items needed for school such
as binders, backpacks, pocket folders, scissors, etc. There are drop-off sites at the following
locations: Elk Grove Township, Elk Grove Park District Pavilion, District 59 Administration
Building, Prince of Peace United Methodist Church, Arlington Heights Senior Center, Elk
Grove Park District Hattendorf Center, Parkway Bank and Frisbie Senior Center in Des Plaines.
Please think about helping those students that may need some assistance with school supplies.
The Summer Blast Off runs through July 30.
Trustee Franke — No Report.
Trustee Lissner — On Friday, July 15, I represented Mayor Johnson at the quarterly seminar for
the Municipal Clerks of Illinois. The size of the group surprised me with 75-80 participants. We
all know what a wonderful job our clerks do for the Village and what these other clerks do
throughout the state. I believe that this was the first time they were in Elk Grove Village.
Deputy Clerk Jennifer Mahon added that Trustee Lissner did a wonderful job and they were all
very pleased to have him at the seminar. Thank you very much.
Trustee Prochno — Attended the Play, Picnic, Party event on Sunday, July 10, sponsored by the
Park District, the Elk Grove Library and the Village Hall. This event started with the 60'"
Anniversary and became an annual event. The weather was perfect and it was a free family -
friendly event with face painting, balloon animals, games, crafts, concerts and food.
The summer Farmers Market is open on Saturdays from 8:00 a.m. to 1:00 p.m. on the Village
Green every Saturday through October. There are a variety of vendors and activities each week
for the children.

6. CONSENT AGENDA
a. Authorization of a request from Prince of Peace United Methodist Church, 1400 S. Arlington
Heights Road, to waive permit fees in the amount of $40 for driveway replacement at the
church parsonage located at 1307 Berkenshire Lane.
b. Authorization of a request from the Prairie Lake School, located at 408 E. Devon Avenue, to
waive FY2022-23 business license fees in the amount of $100.
c. Authorization of a request from the Elk Grove Park District, located at 499 Biesterfield
Road, to waive FY 2022/23 vehicle sticker fees in the amount of $1,950.
d. Authorization to concur with prior Village Board authorization to award a construction
contract to the lowest responsive and responsible bidder Valor Technologies, Inc. of
Bolingbrook, IL for Pre -Demolition Asbestos Abatement at 53 S. Arlington Heights Road, in
an amount not to exceed $41,930 from the Arlington Heights/Higgins Redevelopment Fund.
e. Authorization to award a professional service contract with Baxter & Woodman, Inc. of
Crystal Lake, IL for engineering services needed to complete an ADA Transition Plan for
Public Right of Way and Sidewalks in the amount of $42,500 from the Business Leaders
Forum Fund.
Authorization to award a professional engineering service contract with Baxter & Woodman,
Inc. of Crystal Lake, IL for the Biesterfield Road Basin Outfall Drainage Study in the
amount of $46,900 from the Water and Sewer Fund.
g. Authorization of a request from Meet Chicago Northwest Convention Bureau for payment of
annual dues for FY 2022-23 in the amount of $79,483.25.
h. Authorization to award a professional service contract to BLA, Inc. of Itasca, IL to provide
the necessary construction engineering services for the Meacham Road Side Path project in
the amount of $111,118 from Capital Projects Fund.
i. Authorization to award a professional service contract to the lowest responsive and
responsible bidder, Go Painters, Inc. of Maywood, IL, for the sandblasting and painting of
2,200 fire hydrants for the amount of $206,800 from the Water and Sewer Fund.
j. Authorization to increase the contract with Douglas Floor Covering of North Aurora, IL for
the carpet replacement in the Village Hall & Public Safety Building in the amount of $30,700
for a total contract amount of $223,226.19 from the Capital Projects Fund.
k. Authorization to award a construction contract to the lowest responsive and responsible
bidder, R.W. Dunteman Company of Addison, IL for the Meacham Road Side Path project in
the amount of $1,165,600.42 from the Capital Projects Fund.
1. Authorization of the following items related to the closing of the Fiscal Year 2022 Budget
and amendments to the adopted Fiscal Year 2023 Budget:
• Amend the Fiscal Year 2023 Budget for the carryover of bond proceeds and outstanding
encumbrances from the Fiscal Year 2022 Budget for a total amount of $26,048,506;
• Amend the Fiscal Year 2023 Arlington Heights/Higgins Redevelopment Fund budget in
the amount of $8,000,000 to cover costs associated with the redevelopment of the
Shopping Center and Elk Grove Bowling Alley;
• Amend the Fiscal Year 2023 Midway Court Redevelopment Fund budget in the amount of
$18,000,000 to cover costs associated with the redevelopment of the project area;
• Amend the Fiscal Year 2023 Devon/Rohlwing Road Redevelopment Fund budget in the
amount of $450,000 to cover costs associated with an amended redevelopment agreement;
• Amend the Fiscal Year 2022 General Fund budget in the amount of $10,000,000 to cover
costs associated with Fire Pension personal property replacement tax expenses and a
transfer of funds to support future capital projects;
• Amend the Fiscal Year 2022 Grove Mall Redevelopment Fund budget in the amount of
$530,000 to cover costs associated with the termination of the fund;

• Amend the Fiscal Year 2022 Debt Service Fund budget in the amount of $14,600,000 to
cover costs associated with the refinancing of existing bonds;
• Amend the Fiscal Year 2022 Police Pension Fund budget in the amount of $900,000 to

• Amend the Fiscal Year 2022 Residential Enhancement Fund budget in the amount of
$10,000 to cover retainage payable costs associated with the Clock Tower improvements.
in. Authorization to grant special permission authorizing the expansion of the previously
approved outdoor seating at Mikerphone Brewing, 121 Garlisch Drive, in conjunction with
the seating plan approved by the Community Development Department.
n. Authorization to commit to the purchase of Bulk Rock Salt through the State of Illinois Joint
Purchasing Contract in the amount of 2,500 tons for the FY 2022-2023 winter season.
o. Authorization to award a professional service contract to the lowest responsive and
responsible bidder Schaefges Brothers, Inc. of Wheeling, IL for the Gateway Signs —
Business Park Phase II project in the amount of $826,412.93 from the Business Leaders
Forum and Busse -Elmhurst Redevelopment Funds.
p. Authorization to adopt Ordinance No. 3765 entitled, "AN ORDINANCE GRANTING A
VARIATION OF SECTION 3-7:1)(3) OF THE ZONING ORDINANCE TO PERMIT THE
CONSTRUCTION OF A SIX (6) FOOT PRIVACY FENCE EXTENDING
APPROXIMATELY FOURTEEN (14') FEET BEYOND THE NEAREST FRONT
CORNER OF THE PRINCIPAL STRUCTURE ON THE ADJACENT SINGLE-FAMILY
RESIDENTIAL LOT TO THE NORTHEAST AT 1270 ROBIN DRIVE FOR PROPERTY

TO OVERHANGING STRUCTURES IN A REQUIRED FRONT YARD TO PERMIT

Mayor asked if the Board had any questions. Trustee Miller asked about the decreased fine
for truck parking since the original ordinance a couple of months ago had a fine of $300.
The Village Attorney informed the Board that there is a state statute that limits us to fine at
$250.

9. ZONING BOARD OF APPEALS — Village Manager Roan — We are waiting for the Finding
of Facts from the July 14 ZBA hearings so there will be a report at the next meeting.
10. RECYCLING & WASTE COMMITTEE — Trustee Feichter — No Report
11. JUDICIARY, PLANNING AND ZONING COMMITTEE — Trustee Prochno — No
Report
12. CAPITAL IMPROVEMENTS COMMITTEE — Trustee Schmidt — Next week there will
be some lane changes during the work on Arlington Heights Road. They will be starting with
curbs and sidewalks so lanes may need to be shifted. Please be cautious driving through the area
and be aware of the construction workers.
13. CABLE TELEVISION COMMITTEE — Trustee Lissner — No Report
14. YOUTH COMMITTEE — Trustee Franke — The Splash Party on July 15 was moved to the
Pavilion pool inside due to the weather. There were 87 students that attended. The next Splash
Party will be on August 5 at Rainbow Falls.
15. INFORMATION COMMITTEE — Trustee Miller - The Village's new service request
system MyEGV launched on July 11. The system is powered by the software SeeClickFix. The
SeeClickFix account will allow you to receive notices and notifications, follow issues or areas
you care about, submit concerns when traveling in other cities and towns, and more. Residents
are encouraged to download the app by searching "MyEGV" on the Google Play Store or the
App Store. This information is in the newsletter and if you do not know what is happening ,in the
Village or you did not receive a newsletter, please call the Village. We are also on Instagram,
Facebook, Twitter and Nextdoor.
The Elk Grove Public Library is doing an AV recording studio that will allow you to make
special projects such as a holiday card using the green screen. You can do stop motion videos
and radio drama. There are also other online software learning tools for creating business skills
and other items.
16. BUSINESS LEADERS FORUMS — Trustee Schmidt — The Business Leaders Forum
visited three businesses since the last board meeting. The first one was at Plasticade, 1460-140
Thorndale. Plasticade has been in business since 1954 and currently has 130 employees. They
make traffic products such as the orange construction barrels on the expressway.
The second visit was with Builders Chicago, 93 Martin Lane. They have been in business for 95
years and they have had locations in Rosemont, Chicago and Huntley but now are in Elk Grove
Village. They provide overhead doors for commercial and industrial buildings and loading dock
equipment. They also service the Segway's from the concourse to the runways at the airport.
The final visit was Stratus, 2480 Greenleaf Avenue. They make large signs for many of the
Fortune 500 companies and are currently working on a project for the Pro Football Hall of Fame
game next month in Canton, OH.
17. HEALTH & COMMUNITY SERVICES — Trustee Prochno — On July 9, Elk Grove
Village held their quarterly community blood drive. There were 36 donations, which will help
save a number of lives because of those donations.

19. AIRPORT UPDATE — Mayor Johnson — There will be a big meeting on August 17, where
the entire ONCC will vote on a nighttime Runway Rotation Plan. Our desire is for them to take
more than one option to the FAA.
20. PARADE COMMITTEE — Mayor Johnson — There was a Parade Meeting on July 11 to
discuss this year's parade. This parade will be like no parade that we have ever had before. The
event is coming up on September 17 and there will be many things for the kids.
21. MID -SUMMER CLASSICS CONCERT SERIES UPDATE — Mayor Johnson —
The next concert for the 2022 Mid -Summer Classics Concert Series is Rick Springfield on July
21 at RotaryFest and fireworks on July 23 at the Rotary Green; then on July 26, Sheena Easton
will be performing on the Village Green.
22. SPECIAL EVENTS COMMITTEE — Oktoberfest on Friday, September 16 and Saturday,
September 17 and the Hometown Parade.
23. LIQUOR COMMISSION — Mayor Johnson — No Report
24. REPORT FROM VILLAGE MANAGER — No Report.
25. REPORT FROM VILLAGE CLERK — Everything went well with Early Voting. There
were 1,254 total votes during Early Voting at Elk Grove. This was about 260 votes less than the
2018 Primary election. The next election is on November 8, 2022.
26. UNFINISHED BUSINESS —
a. Village Attorney - Direct the Village Attorney to prepare the necessary documents for the
fence variation at 1278 Diane Lane.
b. Village Attorney - Direct the Village Attorney to prepare the necessary documents to permit
the installation of a covered porch at 316 Walter Avenue.
c. Final adoption of an Ordinance approving the Midway Court Tax Increment Financing
Redevelopment Plan and Project. (First Reading at the June 30, 2021 Village Board Meeting)
d. Final adoption of an Ordinance designating the Village of Elk Grove Village Midway Court
TIF Redevelopment Project Area, in connection with the approval of the Midway Court Plan
and Project. (First Reading at the June 30, 2021 Village Board Meeting)
e. Final adoption of an Ordinance adopting Tax Increment Financing for the Village of Elk
