Chairman Glass called the meeting to order at 7:04 p.m.
Item 1: April 04, 2022 Meeting Minutes
Commissioner Rettberg moved to approve the meeting minutes of April 04, 2021. Commissioner
Geinosky seconded the motion. Upon voting (Glass, Bacigalupo, Geinosky, Weiner, DeFrenza,
Rettberg, Morrill, AYES, Schumm, Carlson ABSTAIN), the motion carried 7-0-2.
Item 2: PC Docket # 22-2 Petition for a Special Use Permit for internet-based
automotive sales located at 755 Nicholas Boulevard (Titan Motors)
Chairman Glass read the legal notice into the record and asked the Petitioner to explain their
purpose before the Plan Commission.
K. Antoniou stated that he would like to open up a showroom and utilize it as an internet based
automotive sales facility. All vehicles located in the building would be vehicles that are ready to
be picked up after being sold.

K. Antoniou stated he plans on creating this business for his family. K. Antoniou stated that the
cars they are interested in selling online would be affordable cars purchased through auto pounds,
auctions, and cheaper cars that they would fix up and resell.
K. Antoniou stated that 744 Nicholas Blvd. is 5,700 square feet and that they are fixing up the
building and bringing it up to code. This facility would be used for sales only and pick up of
vehicles that are sold. K. Antoniou stated they would have a couple employees to begin and that
they would expand as time goes by.
Commissioner Rettberg asked if the showroom would have customers enter there in person. K.
Antoniou stated that customers would purchase the vehicles on the internet, they would then come
to the facility to test drive the car, take a look at it in person, complete paperwork, and then drive
off. K. Antoniou stated 755 Nicholas Blvd. stated that this facility is just a point of delivery.
Commissioner Rettberg asked how many parking stalls are there. M. Hartel stated there are 6
standard stalls and 1 accessible stall.
Commissioner Carlson asked what the Petitioner plans to do with the second floor that was
proposed. M. Hartel stated that the second floor would be an office and is less than 1,000 square
feet.
Commissioner Carlson asked if any vehicles would be stored outside. K. Antoniou stated that no
vehicles would be stored outside, and if a purchaser were to not want the vehicle, they would ship
it back to their other facility.
Commissioner Weiner asked what happens with overflow of vehicles located at 755 Nicholas
Blvd. K. Antoniou stated that he owns land out in Gary where all the vehicles would be stored
until they are ready for purchase.
Commissioner Weiner asked where they get their vehicles from. K. Antoniou stated that the
vehicles they would look to purchase are seized vehicles where the city of Chicago auctions them
off. Another source is municipalities that auction off vehicles, as well as the DEA and Federal.
Commissioner Geinosky asked where the Petitioner got this idea from. K. Antoniou stated that he
has been working on this idea for 3 years and has a close friend that is doing very well in this
industry. The unique aspect of this idea is that these vehicles are typically entry level and
affordable.
Commissioner Geinosky asked how you know if it's a good used car. K. Antoniou stated that he
uses car fax and good judgement when purchasing a vehicle.
Commissioner Geinosky asked Village Staff if there are similar uses throughout Elk Grove
Village. B. Kozor stated that there are 2 others in the Village and there are no issues.

Commissioner Geinosky stated that the site plan shows new concrete, reseal and restripe parking
lot, landscaping and asked if the Petitioner plans to do all of that. K. Antoniou stated that he is also
installing a new fire sprinkler system and that this building is a great investment for his family
whether the business works out or not. If the business doesn't work, he can then rent out the
facility.
Commissioner Geinosky asked when they plan to open. K. Antoniou stated he would like to be
ready to open by the end of the year. M. Hartel stated that there is a long delay on getting materials,
so 6 months sounds realistic.
Commissioner Geinosky asked what the operation of hours. M. Hartel stated that they plan on
operating Monday through Friday, Sam — 7pm and Saturday, 8am — 5pm.
Commissioner Geinosky asked if there would be car carriers sitting outside causing traffic. K.
Antoniou stated that they do not plan on utilizing that way, and that they plan on using transit
plates which offers more job opportunities in order to drive vehicles back and forth.
Commissioner DeFrenza asked what the price is for a car carrier to transport vehicles. K. Antoniou
stated that it cost them $750 to use a car carrier of 3 vehicles. K. Antoniou stated he would rather
pay a kid minimum wage to go back and forth where at least he is giving someone a job.
Commissioner DeFrenza asked what kind of customers can purchase from you and if you would
transport to them if they are far. He stated that anywhere over the US, but most likely the Midwest
region. K. Antoniou stated that they would be required to come to his facility in order to complete
the transaction. It is illegal to conduct business outside of a registered facility.
Commissioner Morrill asked how people would find out about the business. K. Antoniou stated
they would utilize Facebook, Craigslist, and other various marketing tools in order to promote their
company. They are also planning on building a turn table at their other facility in order to record
videos of the vehicle so you can see a 360 degree view.
Commissioner Schumm asked if Titan Motors has any other locations. K. Antoniou stated that this
business is a start-up. Commissioner Schumm asked if he is the President of the corporation. K.
Antoniou stated that he is the President, and the secretary is his accountant.
RECOMMENDATION:
Commissioner Geinosky moved to recommend approval of the Special Use to operate an
automobile showroom for internet vehicle sales located at 755 Nicholas Boulevard.
Commissioner Carlson seconded the motion. Upon voting (Rettberg, Geinosky, Morrill,
DeFrenza, Glass, Bacigalupo, Weiner, Schumm, Carlson, AYES), the motion passed unanimously.

Item 3: PC Docket # 22-3 Petition for a Special Use Permit to operate a collision
repair shop located at 145 Lively Boulevard (Vresthena LTD)
K. Antoniou stated that this petition request is in relation to the prior petition in order to complete
his business. In order to sell vehicles online, they would have to repair the vehicles that they
purchase at auctions and other areas. K. Antoniou stated they would not be open to the public and
it is strictly for their use. The building is an estimated 15,000 square feet and will have 4 lifts. All
mechanical work would be completed inside and no vehicles would be stored outside of the
facility. Once repairs are completed, they would ship it to their storage facility located in Gary.
Chairman Glass asked if they plan to properly dispose of all chemicals, fluids, and oils. K.
Antoniou stated they would adhere to all ordinances, install triple basin inside and special piping
to ensure they are applicable to the rules and regulations.
Commissioner DeFrenza asked if any vehicles will be parked outside. K. Antoniou stated that no
cars in disrepair would be stored outside.
Commissioner DeFrenza asked how many employees they anticipate having. K. Antoniou stated
they plan on starting with 4 employees.
Commissioner Rettberg asked if any customers would be able to use the facility. K. Antoniou
stated that no customers would be allowed.
Commissioner Carlson asked what the need is for a 10 foot door into the office. K. Antoniou
stated that the 10 foot door would be used to get cars in and out for use of the turntable in order
to take photos and videos to post online.
Commissioner Geinosky asked what the hours of operation are. K. Antoniou stated they plan on
operating Monday through Friday, 8am - 5pm.
Commissioner Geinosky asked what the amount of parking stalls are available. K. Antoniou
stated there are 16 parking stalls with 1 ADA parking stall.
RECOMMENDATION:
Commissioner Carlson moved to recommend approval of the Special Use to operate a vehicle
collision repair shop located at 145 Lively Boulevard with the following condition:
• The Petitioner has agreed and acknowledged that no vehicles awaiting repair will be stored
outside
Commissioner Weiner seconded the motion. Upon voting (Rettberg, Geinosky, Morrill, DeFrenza,
Glass, Bacigalupo, Weiner, Schumm, Carlson, AYES), the motion passed unanimously.

Item 4: Adjournment
Commissioner Weiner moved to adjourn the meeting. Commissioner Rettberg seconded the
motion. Upon voting (Rettberg, Geinosky, Morrill, DeFrenza, Glass, Bacigalupo, Weiner,
Schumm, Carlson, AYES), the motion passed unanimously.
