To waive the first reading of an
Ordinance; and,
To adopt ORDINANCE N0. 2142
(attached), increasing the number of
Fire Department personnel receiving
paramedic allowances from 30
employees to 36 employees.
(In the FY 1990-91 Budget the Village
Board authorized the addition of six (6)
paramedics to staff a third ambulance. The
Ordinance will increase the number of
personnel receiving the pay differential to
coincide with the authorized number of
paramedics.

AN ORDINANCE AMENUING THE FIRE DEPARTMENT/PARAMEDIC
PERS�L OF THE E,VILLAGE OF, ELK GROVE VILLAGE
WHEREAS, the Village, of Elk'Grove Village is,a Home Rule Municipality
as authorized and'set forth in the Constitution of the State of Illinois
and.a's such, 4uthorized to enact.,certain legislation pertaining to its
local government affairs.
NOW, THEREFURE, BE IT'ORDAINED,by the President and Board of Trustees
of the Village of Elk Grove Village;'Counties of Cook and DuPage, III-inois,
in exercise of its Home Rule authority as follows:
Section` 1 That Fire Department personnel, who are certified,
assigned and function as paramedics, be awarded an additional allowance of
$1,545.00 annually for such certificatiorr and performance. This allowance
shall be an addition to their annual salaries or< hourly rate.
Section 2: That tr.e above paramedic allowance be allowed for
thirty-six (36) Fire Department employees.
Section That this Ordinance shall be in full force and effect
from and after its passage and approval according to law.

SUBJECT: ordinance Amendment
For Authorized strength for Paramedics
Ordinance No. 2023 {copy of which is attached) which was approved
on March 14, 1989, allows for the awarding of a paramedic pray
differential in the amount of 51,545.00 to thirty-four (34) Fire
Department employees. This number was to be reduced to thirty
(30) through either attrition or voluntary/involuntary
decertification.
Although the Fize Department is now at this level of thirty, the
Village. aoard of Trustees approved six (6) additional paramedics
to be hired during Fiscal Year Z990-91 to man a third paramedic
ambulance. rt is therefore necessary to amend the existing
Ordinance to reflect this increase to thirtu-six (36) as approved
in the budgetary process.
Please take appropriate action to bring this request for an amended
ordinance before the village Board at its next, regularly scheduled
meeting.

Schedule for 1991:

Thanksgiving Day Thursday, November 28, 1991

(All general personnel will be entitled to have
Friday, November 29, 1991 as a scheduled Holiday, and
three (3) Floating Holidays.
(Sworn personnel (except unionized Police
officers) do not celebrate the Frid,,ay after
Thanksgiving as a fixed holiday. They have one (1)
additional Floating Holiday.)
B) Consideration of a reque!;.4 (attached) .from the Elk
Grove Lion's Club for the following:
-- To waive the va,.•ious license fees required for
the annual. Lions Club Festival scheduled for

ordinance fo:: the display,off a portable lighted
sign at th.:, intersection of Arlington Heights
Road and Elk Grove .Boulevard for a period of 30
days
(It has been the past practice of the Village
Board to waive the fees associated with the Lion's
Club Festival.
(The Director of Engineering and Community
Development recommends approving the sign variation
based upon the sign's being the sauce type and at the
same location as last year.
(A report from the Assistant Director of Finance
is attached.)
Consideration of the following:
To reject the.bid submitted by Bridges Coach
Company, Newport, Arkansas, for a 1991 Ambulance
for two reasons: (1) the manufacturer's service
is located in Arkansas;,and (ii) units in service
in the metropolitan area are showing signs of
rapid deterioration after only 14 months of use.
To award a purchase contract to the lowest
responsive and responsible bidder, Wheeled Coach
Midwest, Joilet, IL to furnish and deliver one
1991 Ambulance in an amount not to exceed $67,959.
(The Fire Chief recommends rejecting the initial
low bidder after examining ambulances in West Dundee
and Elgin which were manutartured by Bridges Coach.
Thore were noticeable signs of deterioration on those
units which are approximately 14 months old. The
village owns an ambulance wi'lich was produced by the
recommended vendor, Wheeled Coach, grid the Fire Chief
has found that ambulance to be of high quality and
good workmanship.
(Funds in the amount of $65,000 were budgeted for
= this purchase. rn order to make the purchase, $2,959
will be transferred within the Fire Department Budget
to cover the bid price of $67,9w,9.

recommending the above action is attached.)

D) Consideration of, the following:
T3 waive the first reading of an Ordinance; and,
To adopt ORDINANCE NO. 2141 (attached),
am6nding Article IX ( Fire Lanes) , Section ' 23.903
of the Municipal Code for.Avalon Banquets, 1905
E. Higgins Road.
(The Ordinance establishes fire lanes around
the. Banquet 11al1 as required by the Fire
Department.
(A copy of the request from Avalon Banquets
and a site plan showing the fire ,lanes are
attached.)
L) Consideration to adopt the following Resolutions:
- RESOLUTION NO. 4-91 (attached), authorizing the
Village President r.o execute a grant of easement,
for a storm sewer at 591 Clearmont Drive; and,
- RESOLUTION NO. 5-91(attached), authorizing the
Village President to execute a grant of easement
for a storm sewer at 601 Clearmont Drive.
(in order to undertake the storm sewer work
at Clearmont and Pinewood, the owners of property
at 591 and 601 Clearmont committed to dedicating
a 5-foot easement to the Village. The easement
agreements have been executed by the homeowners
and require Village Board approval..

Dear Pat:
We are now in the process of planning our 1991 Festival. The dates for this year's event are June
12th through the 16th. The festival will include a carnival with rides and games, various food
purveyors, entertainment, and beer sales. We respectfully inquest the Village to issue the
appropriate licenses for this event. We also would appreciate it very much if the fees for the
licenses could be waived.
As I•recall last year we had a problem due to a portable sign on the high school property. As our
event runs immediately after the closing of school, we will again be precluded from using the high
school sign. Might we again get the Board's permission to display a sign such as last year's for 30
day's prior to the event? This would be greatly appreciated.
As always, should you require any additional information I can be reached at (708) 303-03(X)
during the day. We of the Lions Club sincerely appreciate all of the help you and the Beard have
given us over the years and stand ready to assist you whenever we can.

SUBJECT: Award of Contract to Furnish and Deliver One (1) 199' Model year Ambulance
Bids were opened at 10:00 a.m., Wednesday, November 14, 1990, to furnish and deliver one (1)
1991 model year ambulance. Notice to bidders was oublished in the October 26, 1990 DAILY
HERALD, and bid specifications were mailed to eight (8) potential bidders. A tabulation of the
three (3) responses received is provided (Exhibit A) for your consideration.
The Fire Department has reviewed the proposals submitted, as well as the qualifications of each
bidder. They respectfully request (Exhibit B) the Village Board:
• Reject the bid submitted by the Bridges Coach Company of
Newport, Arkansas, based on the lack of quality and workmanship
found on units manufactured by Brdges Coach.
• Award this contract to furnish and deliver one (1) 1991 ambulance
to Wheeled Coach Midwest of Joilet, Illinois, the lowest responsive
and responsible bidder.
I concur with this recommendation. This contract, awarded to Wheeled Coach Midwest is to be;
awarded in the amount of $67,959,00, their bid price. (At time of delivery, the Village will
consider the option of taking a 1 percent discount based on payment at tiime of delivery, as
compared to the net 15 payment terms.)
Budgeted funds in the amount of $65,000 plus $2,959 transferred, provides adequate funding in
the Fire Department's General Fund Account 101-213-576.001.

In mid -November 1990, bids were received and opened from three
(3) vendors for the purpose of bidding on the delivery of an
Ambulance to the Elk Grove village Fire Department. I am
attaching a sheet marked EXHIBIT A which indicates the bid prices
as well' as the approximate lead time for delivery of this
vehicle.
Prior to going out for bid, many hours were spent by Jack Cray
(superintendent of Fleet services), Captain Herrmann (Fire
Department Apparatus Officer), and myself viewing ambulances
built by various manufacturers. Of the three vendors who have
submitted, only Wheeled Coach and Road Rescue (whose vendor
Is Midwest Emergency Vehicle Sales) were a part of this viewing
and as a group we were extremely pleased with the units we saw.
we were not familiar with not did we have the opportunity to
view a Bridges Coach unit. Because of this, the past, two months
have been spent in resnarchinq Bridges Coach Company as well
as viewing their products which have been purchased by
neighboring communities,
At face value, Bridges Coach would be the vendor of choice owing
to the fact it is the only company whose bid comes in under
our allocated budget dollars for this purpose. However, there
a.:'e several serious concerns we collectively have, regarding
this vendor. First, the quality of workmanship of units viewed
in both Elgin and West Dundee did not appear to be of the quality
found in the Wheeled Coach and Road Rescue units we had
previously viewed. There were noticeable signs of deterioration
including peeling paint, damaged/loose floor plates, poor seal
designs, and wear at the doors. This `s especially alarming
in view of the fact that these units have been in service for
or.:y approximately 14 months or less,

All Indications are that Bridqes Coach is a newer builder of
ambulances with approximately five years experience in the field,
and we therefore feel this company needs to gain more experience
In order to have credibility.
Another concern with this vendor is the fact that there is no
local" or regional service facility capable of repairing their
units. It 'is our understanding the nearest such facility .is
locatod in Arkansas. Such lark of a' service support for this
vehicle also raises questions and concerns.
This vendor also failed to submit the requested; required
documents as per our bid specifications; specifically, pages
2 and 3.
In past year., Elk Grove. Village has purchased ambulances from
E:V,F,, Wheeled Coach, and M & M. At: present, we have E.V.F.
and Wheeled Coach units which are high quality produc..s and
with which we have been extremely. pieased. As E.V.F. is no
longer in the business of building ambulances, Wheeled Coach
is the only remaining vendor with which we have had any true
experience. Although somewhat higher in dollars than dollars
which were budgeted, lowest cost alone should not, be the' sole
or most important consideration in purchasing an ambulance.
Quality workmanship and durability must also be taken into
account.
Based on personal viewing of vehicles from each of these vendors,
availability of local service support, rid information submitted
and received, and the aforementioned concerns, it is my
recommendation that this bid be awarded to Wheeled Coach ,Midwest
of Joliet, Illinois, as specified in their submittal, in the
amount of $67,959.00, As there are $65,000 in account
#101-213-576-001 for the purchase of this vehicle, I am attaching
a Budget Transfer request in the amount of $2,959.00 tc

I would ask that you bring this matter before the b'illage Board
at their next scheduled meeting to be held on Tuesday, January
22, 1991. This is necessary ill order to receive prompt delivery
and make payment within the current fiscal year.

2. ZNDENNI TY. Grantee agrees to defend, indemnify and
hold Grantor's, its agents, employees, successors
and assigns harmless from and against all claims,
demands, liabilities and expenses, including attorneys
fees and costs, which in any way arise out of or result
either directly or indirectly from the exercise, use
or enjoymcne of any rights or objections granted Grantee
under this Grant of Easement.
3. RUNNING OF BENEFITS AND BURDENS. The recitals herein -
before set forth are hereby made a part of this Grant.
All provisions of this Grant, including the benefits
and burdens, are intended to and shall run with the
land and all binding upon and inure to the benefit of
the successors, assigns and legal representatives of
each of the parties hereto.
4. ATTORNEYS' FEES. Either party may enforce this Grant
hu appropriate action, and, should it prevail in such
litigation, it shall recover as part of its costs
reasonable attorneys' fees and expenses.
5. CONSTRUCTION. The rule of strict construction shall not
apply to this Grant. This Grant shall be given a
reasonable construction so that the intention of the
parties is carried out, but in no event shall the right
of use extend beyond the area granted herein.

Grove Village, Illinois, 60007 and the Grantee's address

60007. Either party may give written notice of change
of addres5 to the other. All notices shall be sent by

7. RELEASE OF EASEMENT. The Grantee herei.-i may terminate
this Grant by recording a release in recordable form

In accordance with the request of the Village Board, the
Engineering and Community Development Department designed a solution
to the drainage problem located in the rear yards between Clearmont
Drive and Pinewood Drive. Mr. 6 Mrs. Canter of 591 'learmont Drive
and Mr. John Fornkahl of 601 Clearmont Drive both committed to
dedicating a 5 foot easement to the Village to permit construction
of a store sewer to resolve this problem. Attached are copies of the
"Grant of Easement for Storm Sewers" documents executed by each of
the property owners.
I respectfully recommend approv,il of these grants by the
President and Board of Trustees at the January 22, 1991 village Board
n'Outing with subsequent execution by the President and 'tillage Clerk.
If approved, both grants must be recorded at the Cook County Recvrder's
office.

Dear Mr. Willis:.
You may have noticed, or may have been informed, that on January 3
we erected a 125 electrically lighted sign on top of the hospital
at the same location in which we have placed a star every year for
the last three or four years at Christmas time.
The purpose of the 125 is to•announae to those members of the
community who approach Alexian Brothers Medical Center from the
west and south that we are celebrating our 125th Anniversary this
year.
Someone raised the question, very shortly after we put the
electrical sign up, about whether or not authorization for same
had been obtained from the Village. When we had originally
discussed the possibility of erecting such a sign, and the matter.
of Village authorization was raised, one member of our staff
suggested that because we put up a star and two Christmas trees on
the roof at Christmas, without being required to seek
authorization, the same logic ought to apply to the 125.
Such, however, may not be the case, because as we discussed the
issue at greater length after the sign was up, the notion of
authorization for a temporary sign - 3-4 weeks at most - as
Opposed to a sign that would .rest on the roof for almost a year,
the matter of authorization took on an altogether different
dynamic and we are now wondering if we should seek authorization,
Post facto, or presume that its year long tenure on the roof is
short enough not to require authorization.
Can you please advise me about the above and we will observe
whatever counsel you provide.

The petitioner is requesting permission to display an illuminated r:ign on the roof or the hospital for a period
cf one ems. !'he purpose of the sign is to announce the celebration of their 125th anniversary.
The brupartment of Engineering and Coremeunity Development has evaluated the various ways that such signs may impact
the conurwnity such as safety of motorists on the adjacent roadways, detrimental effects on land values and the overall'
effect in terms of aesthetics. We feel that the proposed sign will not result in any negative effects on the
ce7mrnun.ity or surrounding properties.
