REGULAR VILLAGE BOARD MEETING
AUGUST 16, 2022
1. CALL TO ORDER — 7:09 PM
PRESENT: Mayor Craig B. Johnson, Trustees Pat L. Feichter, Jeffrey C. Franke, Sam L.

3. APPROVAL OF MINUTES OF JULY 19, 2022 - Motion to approve the Minutes of the
Regular Village Board Meeting held on July 19, 2022 as submitted and dispense with the
reading.

4. MAYOR & BOARD OF TRUSTEES' REPORT
Mayor Johnson — We appreciate State Representative Marty Moylan and State Senator Laura
Murphy meeting with us to discuss projects that we are working on in the Business Park. They
do a phenomenal job representing Elk Grove Village.
There have been a lot of concerts in Elk Grove Village this summer. Rick Springfield was at
RotaryFest on July 21 and we are waiting for a confirmation but we believe this year was one of
the largest crowds in history. As previously mentioned, we will have one of the concerts from
the Mid -Summer Classics Concert Series next year at RotaryFest again. The fireworks went
well on Saturday, July 23, and we finished the series with Sheena Easton on July 26.
On July 28, we met with the CEO of ComEd to go through some projects in the Village.
On July 30, we had one of the largest turnouts at the Coffee with the Board with over 30 people
attending.
The new assessments for Cook County went up quite a bit and residents are encouraged to
appeal if you feel that your taxes are not fair. The Assessor's Office at Elk Grove Township, 600
Landmeier, can assist you if you want to appeal.
Next year we will have five (5) concerts for the Summer Concert Series: July 4, July 11, July 20,
July 25 and August 1.
The band for the Tree Lighting Ceremony will be New Colony Six. They are a band from the
1960's and one of the members still lives in Elk Grove Village.
The Village has been recognized for two awards in the past month. The first was Municipality
of the Year and two weeks later we were voted the Number One Business Park in the Country
from Business Facilities Magazine that reviews business parks throughout the country.
The Strike has been settled and the construction work planned for this year will be done. The
only area that will not be completed is Crest and Clearmont because of school being in session.
Elk Grove Village bought the shopping center at Arlington Heights Road and Higgins Road.
The Village is putting together a Redevelopment Agreement with the assistance with OKW. On
September 1, the RFP will be going out to the Private Sectors. On November 9, there will be a
Public Town Hall Meeting to display the submittals that were received. In January, we will
make an announcement of who the developer is that the Village will be using. We hope to begin
development in Spring of 2024, possibly even the fall of 2023. The retail section will be built

first to keep things going to make an easier transition.
There is a Higgins Retail Redevelopment Agreement with Rose Garden Cafe. We bought Sweet
Baby Ray's and made a deal with Rose Garden to relocate into that building. Rose Garden
should open at that location on April 1 of 2023. The Village is partnering with Rose Garden and
the Village is giving Rose Garden incentives. If they keep the restaurant open for that long, then
the land and the building that we bought will be given to them. They will have to remain open
for five (5) years. If they close early, then the land will be given back to the Village. The
incentives include updating the Sweet Baby Ray's location exterior, and interior similar to a 6b.
The Village will have to sign off on the work.
The Hometown Parade will be Saturday, September 17 and it will be like no parade we have
ever had in Elk Grove. We have sponsorships like we never had before. For example, we have
the Chicago Fire Department Pipes and Drums, the Navy Band Great Lakes, the Illinois Army
National Guard will be there, the big balloons in the sky similar to the Thanksgiving Day
Parade, Action Heroes, the Highlanders are coming, Chicago Bears Band, and it will be mascot
heaven. There will be bounce houses in the kids section and with Oktoberfest, it will be a family
fun event.

School is open again. Please be careful while driving around the schools.
Trustee Lissner announced that he will not be running for another term. It has been an honor
and a privilege to work in the community for over 28 years.
Dr. Brian Homann announced that the 41h Annual Free Dental Clinic is on Friday, September 9
from 8:00 a.m. to 4:00 p.m. at Elk Grove Family Dental, 8 E. Devon Avenue. They will offer a
full range of services to anyone that is 18 years of age or older. It will be first come, first served.
Trustee Schmidt — Attended an Eagle Scout Ceremony on July 17, on behalf of the Village
Board, for Karan Kashyap. Karan built some shelves at the food pantry and the boys locker
room at Mead Junior High School along with some benches. On July 27, Trustee Prochno and I
attended the first Patient and Family Advisory Council at Ascension Medical Center.
Trustee Prochno — Yesterday I had the delightful experience of meeting with Matthew Francl
and Roland Johnson. They are two (2) Cub Scouts working to complete their Arrow of Light
requirement for their transition to Boy Scouts. They are 5t" grade students at Queen of the
Rosary and we spent a lot of time talking about government. I gave them a tour of the building.
They took a few photos sitting at the dais. They learned about municipal government,
responsible citizenship, Elk Grove history and strong environmental stewardship.
The outdoor Farmers Market is still open on the Village Green every Saturday from 8:00 a.m. to
1:00 p.m. through October 15.
In honor of those we lost to overdoses, International Overdose Awareness Day is August 31
from 5:00 p.m. to 8:30 p.m. at the Kenneth Young Center, 1001 Rohlwing Road. Please visit

Trustee Feichter — Congratulations to Tom Robb for winning three (3) state awards for
Journalism.
Trustee Franke — Oktoberfest is on September 16 and 17 at Rotary Green. The event will be
open Friday from 6:00 p.m. to 11:00 p.m., On Saturday, after the Hometown Parade, come over
to Oktoberfest. There will be a kids area with bounce houses and other activities for the family

on Saturday from 3:00 p.m. to 7:00 p.m. The Oktoberfest portion will be open until 11:00 p.m.
Tickets are available for purchase with a 20% discount at elkgrove.org/Oktoberfest until
September 12. Tickets may be purchased at the event for full price. Tasty Catering will provide
plenty of German food for purchase and there will be approximately 8 different kinds of beer.

6. CONSENT AGENDA
a. Authorization of a request from the Community Consolidated School District 59, located at
1001 Leicester Road, to waive FY 2022/23 vehicle sticker fees in the amount of $825.
b. Authorization of a request from the Rotary Club of Elk Grove Village to waive the fee for a
temporary Class D liquor license ($2,100) for the Village's Oktoberfest on September 16 and
17, 2022.
c. Authorization to award a professional service contract with Temple Outdoor Decor of
Oswego, IL for the Holiday Lighting and Decoration Services contract in the amount of
$52,928 from the General Fund.
d. Authorization to increase the professional service contract with Engineering Enterprises Inc.
of Sugar Grove, IL for additional design engineering services needed for the Devon Avenue
and Busse Road Intersection Rehabilitation project in the amount of $43,997 for a total
contract of $148,956 from the Busse -Elmhurst Redevelopment Fund.
e. Authorization to award a professional service contract with Clauss Brothers, Inc. of Elgin, IL
for the 1689 Virginia -Fall Landscape Renovation project in the amount of $89,836.57 from
the Water & Sewer Fund.
f. Authorization to concur with prior authorization to award a purchase contract through the
BuyBoard Purchasing Cooperative to Chastang Ford of Houston, Texas for the purchase of
two (2) Ford F-150 Responder Trucks in the amount of $97,890 from the Foreign Fire and
Capital Replacement Funds.
g. Authorization to concur with prior Village Board authorization and award a construction
contract to the lowest responsive and responsible bidder, Albrecht Enterprises, Inc. of Des
Plaines, IL, for demolition and site restoration at the former Elk Grove Bowl, 53 S. Arlington
Heights Road, in an amount not to exceed $198,750 from the Arlington -Higgins TIF.
h. Authorization of a request to hold a Public Hearing before the Plan Commission to consider
a petition for a Special Use Permit for food processing at 2500 Lunt Avenue in the I-2
Industrial District.
i. Authorization of a request to hold a Public Hearing before the Plan Commission to consider
a Petition to rezone the property at 1905 W. Higgins Road from B-2 to I-1.
j. Authorization to adopt Resolution No. 37-22 authorizing the Mayor to execute an

Intergovernmental Agreement between the Village of Elk Grove Village and the County of
Cook for the construction of a sidepath along Oakton Street from Crossen Avenue to Bonnie
Lane.
k. Authorization of the following:
- To increase the Motor Fuel Tax (MFT) budget in the amount of $485,208.27 to utilize all of
the remaining REBUILD Illinois Bond allotment.
- To adopt Resolution No. 38-22 entitled, "A RESOLUTION AUTHORIZING THE
MAINTENANCE OF STREETS AND HIGHWAYS BY A MUNICIPALITY UNDER THE
ILLINOIS HIGHWAY CODE AND APPROPRIATING MFT FUNDS MFT FROM THE
REBUILD ILLINOIS BOND ALLOTMENT IN THE AMOUNT OF $1,445,208.27 FOR
THE TONNE ROAD FROM CENTER STREET TO LANDMEIER ROAD
RECONSTRUCTION PROJECT."
- To award a professional engineering service contract be executed with HR Green, Inc. for
design engineering services for the Tonne Road from Center Street to Landmeier Road
Reconstruction project in the amount not to exceed $2,120,456.
1. Authorization to award a professional service contract to HR Green, Inc. of Aurora, IL to
coordinate the vacation of Midway Court with the Cook County Department of
Transportation and Highways (CCDOTH) and the Illinois Department of Transportation
(IDOT) and produce necessary supporting documents in an amount not to exceed $50,000
from the Busse -Elmhurst TIF Fund.
m. Authorization to award a professional services contract to HR Green of McHenry, IL for
engineering/bidding services, construction observation and project management services
related to the demolition and restoration of property located at 1 E. Higgins Road in an
amount not to exceed $67,520 from the Arlington/Higgins TIF Fund.
n. Authorization to adopt Resolution No. 39-22 entitled, "A RESOLUTION AUTHORIZING
THE MAYOR AND VILLAGE CLERK TO EXECUTE A REDEVELOPMENT
AGREEMENT BETWEEN THE VILLAGE OF ELK GROVE VILLAGE CG 800
HIGGINS LLC, AND C.G.C.G., INC."

9. ZONING BOARD OF APPEALS — Village Manager Roan — There are two (2) items for
discussion tonight.
a. ZBA Docket 22-7 - Petition submitted by Paul Wicoff, Burr Computer Environments, Inc.,
for a variation from the Elk Grove Village Zoning Ordinance as it pertains to permitted
heights of fences in industrial zoning districts for property located at 2021 Lunt Avenue.
On July 14 the Zoning Board of Appeals met to hear Docket 22-7 with a petitioner seeking a
variation of Section 7E-9(A) of the Zoning Ordinance as it pertains to permitted heights of
fences in Industrial Zoning Districts for property located at 2021 Lunt Avenue. It was the
consensus of the Zoning Board of Appeals by a 9-0 vote to Do Grant the variation to allow for
the installation of an 8' high ornamental black security fence in the rear of the property.
Motion to direct the Village Attorney to prepare the necessary documents for the
variations at 2021 Lunt.

b. ZBA Docket 22-8 - Petition submitted by Matthew Williams, Gensler, for a variation from
the Elk Grove Village Zoning Ordinance as it pertains to permitted heights of fences in
industrial zoning districts for property located at 2055 Lunt Avenue. (PH 07-14-22)
On July 14, the Zoning Board of Appeals also met to hear Docket 22-8 with the petitioner

seeking variations of the Zoning Ordinance for property located at 2055 Lunt Avenue. The
consensus of the Zoning Board of appeals by a 9-0 vote to Do Grant the variation for the
following: permit a building height of 65' 6" to top of screen wall, decrease the number of
loading spaces from 5 to 2, and allow the installation of an 8' security fence to be located in the
required front yard.
Motion to direct the Village Attorney to prepare the necessary documents for
variations at 2055 Lunt.

11. JUDICIARY, PLANNING AND ZONING COMMITTEE — Trustee Prochno — No

12. CAPITAL IMPROVEMENTS COMMITTEE — Trustee Schmidt — Construction is
moving along on Arlington Heights Road. A variety of work was finished the past few weeks
and they are working on the curbing and gutter. Please be careful of the workers when driving
through that area.
13. CABLE TELEVISION COMMITTEE — Trustee Lissner — The Mayor just recorded an In
the Grove segment for the upcoming Hometown Parade and Trustee Franke recorded a segment
for Oktoberfest. On August 26, Elk Grove High School football returns.
14. YOUTH COMMITTEE — Trustee Franke — The last Splash Party of the year was on
August 5 at Rainbow Falls with 185 kids in attendance. The Teen Bon Fire will be at Olmsted
Park on Cypress Lane with Fire Pits to cook s'mores. This event is open for 11-14 year olds.
You must pre -register for this event at the Park District. The event will be Friday, September
23, from 7:00 p.m. to 9:00 p.m.
15. INFORMATION COMMITTEE — Trustee Miller — On Friday, August 19, from 5:00 a.m.
to 9:00 a.m., there will be Cops on a roof at our Dunkin' Donuts on Biesterfield. They have
partnered with Dunkin' Donuts for "Cop on a Rooftop" that raises money for Special Olympics.
Checks can be made out to Special Olympics Illinois and 100% of the proceeds will go to
Special Olympics.
We are hiring School Crossing Guards, and entry level or lateral Police Officers.
16. BUSINESS LEADERS FORUMS — Trustee Schmidt — There were three Ambassador
visits since our last meeting. On July 20, the Team visited FPM Heat Treating, 1501 S. Lively
Boulevard that is a family owned business that opened in Elk Grove Village in 1979.
On July 27, the Team visited State Farm at 822 E. Higgins Road that has been at this location for
seven (7) years offering all types of services and they support the community in a variety of
ways.
On August 10, the Team visited BV at 1951 Landmeier Road that designs and sells E-bikes and
bike components. They have been in the Village since 2012.
17. HEALTH & COMMUNITY SERVICES — Trustee Prochno — Thank you to the Village
employees for coordinating the Employee Blood Drive on August 10. There were 27 pints of
blood donated that can save up to 81 lives.
18. PERSONNEL COMMITTEE — Trustee Frankie — No Report
19. AIRPORT UPDATE — Mayor Johnson — This Thursday, the ONCC will be having a
meeting to talk about the Runway Flight Rotation.

25. REPORT FROM VILLAGE CLERK — We have a confirmation that Elk Grove Village
will be an Early Voting site for the November 81h election. Early Voting will take place on
October 24 through November 7. The hours are posted on the website.
