AN ORDINANCE AMENDING THE ZONING ORDINANCE BY ADDING INDEPENDENT
SENIOR HOUSING AS A SPECIAL USE IN THE A-2 RESIDENTIAL DISTRICT
WHEREAS, the Plan Commission of the Village of Elk Grove Vil-
lage at a public hearing duly called and held according to law con-
sidered the question of amending the Zoning Ordinance by providing
for Independent Senior Housing as a Special Use in the A-2 Residen-
tial District; and
WHEREAS, the President and Board of Trustees of the Village
of Elk Grove Village after having considered the recommendation of
said Plan Commission find and believe that said text amendment
would be in the best interest of the Village.
NOW, THEREFORE, BE IT ORDAINED by the President and Board of
Trustees of the Village of Elk Grove Village, Counties of Cook and
DuPage, Illinois as follows:
Section 1: That Section 7A-3 of the Zoning Ordinance be amended
by adding thereto the following new subsection 7-3: C.2.c.
7A-3: C.2.c. INDEPENDENT SENIOR HOUSING SPECIAL USE IN THE
A-2 DISTRICT
A special use permit may be issued in the A-2 Zoning District
to permit Independent Senior Housing, providing the standards
and conditions hereinafter set forth are adhered to. Indepen-
dent Senior Housing is hereby defined as a planned housing en-
vironment for adults that caters to the special needs of senior
citizens, 55 years of age or older, who are capable of indepen-
dent living, yet may need certain supportive, recreational,
and social facilities or services and affordable rent levels.
A. Standards
1. The tract of land (which may be made up of smaller
parcels) must be under single ownership and/or uni-
fied control, having at least 2.5 acres, or be a
parcel adjoinging an existing area which has already
received this special use within the A-2 district.
2. The area in question must be comprehensively planned
and designed as one development, though it may be
built in phases.
3. Independent Senior Housing shall provide space for
common supportive recreational and social facilities
or services of not less than thirty (30) square feet
per dwelling unit in order to support the residen-
tial function and enhance the lives of the residents.
The following shall not be included in the calcula-
tion of space for common supportive, recreational
and social services: hallways, stairwells, elevators,
mechanical rooms, offices, storage, employee areas
and public restrooms.
4. Related ancillary uses shall be permitted, includ-
ing, but not limited to, such uses as barber/beauty
shop, doctor's office and other such senior service
providers to enhance the well being of residents.
B. The following modifications of the
A-2 zoning cia
as appropriate
1. Bulk and yard requirements:
a. Building may not exceed three (3) stories and
forty-five (45') in height.
b. All buildings in excess of one (1) story in
height shall be equipped with elevators.
C. Landscape development with emphasis on serving
the needs of elderly resident shall be considered.
2. Density:
The number of dwelling units shall not exceed thirty
(30) per acre.

3. Off -Street Parking and Loading:
a. Ninety-five percent (95%) of the off-street
parking shall be provided with spaces no less
than nine (9) feet in width and nineteen (19)
feet in length.
b. Five percent (5%) of off-street parking spaces
shall be provided for persons with disabilities,
no less than sixteen (16) feet in width and
nineteen (19) feet in length and in accordance
with the Illinois Accessibility Code.
(i) In the event that there are individuals
who require parking spaces which are closer
to the building, the developer will propose
special parking spaces to accomodate such
needs.
C. The parking requirement for Independent Senior
Housing shall not be less than one (1) parking
space for each dwelling unit.
d. The provision of at least one (1) loading space,
not less than twelve (12) feet in width and
sixty (60) feet in length, is required.
Section 2: That this Ordinance shall be in full force and
effect from and after its passage and approval according to law.
