HomeMy WebLinkAboutORDINANCE - 2466 - 1/23/1996 - IND/COM REVITALIZATION COMMISSIONORDINANCE NO. 2466 AN ORDINANCE ESTABLISHING THE INDUSTRIAL/COMMERCIAL REVITALIZATION COMMISSION FOR THE VILLAGE OF ELK GROVE VILLAGE WHEREAS, the vitality and growth of the industrial and commer- cial community of the Village of Elk Grove Village is essential to the continued prosperity and growth of the Village of Elk Grove Village as a whole; and WHEREAS, the residential community of the Village has benefitted and continues to benefit from the ongoing vitality and growth of the Industrial Park and has a vested interest in the revitalization and continued vitality of said industrial and commercial community; and WHEREAS, the President and Board of Trustees of the Village of Elk Grove Village deem it to be in the best interest of the Village to create an Industrial/Commercial Revitalization Commission for the purpose of overseeing the revitalization and continued growth of the commercial and industrial community. NOW, THEREFORE, BE IT ORDAINED by the President and Board of Trustees of the Village of Elk Grove Village, Counties of Cook and DuPage, Illinois as follows: Section 1: That Title 2, Boards and Commissions, of the Vil- lage Code be amended by adding thereto a new Chapter which Chapter shall read as follows: CHAPTER 11 INDUSTRIAL/COMMERCIAL REVITALIZATION COMMISSION Section 2-11-1 - Commission Created/Purpose: There is hereby established an Industrial/Commercial Revitaliza- tion Commission of the Village of Elk Grove Village for the purpose of overseeing the revitalization and con- tinued vitality and growth of the commercial and indus- trial establishments located in the Village of Elk Grove Village. Section 2-11-2 - Membership; Appointment; Term: The Industrial/Commercial Revitalization Commission shall consist of nine (9) members, one of whom shall be a Village Trustee and each of whom shall be appointed by the Village President with the consent of the Board of Trustees for a term of four (4) years or such lesser period of time in order that all appointments terminate on April 30, 1997 and every four (4) years thereafter. Section 2-11-3 - Qualifications: No person shall be appointed to the Commission unless it is demonstrated that they own property or are employed by a business, located within the jurisdictional boundaries of the Village. Section 2-11-4 - Organization: A. One of the nine (9) members shall be appointed Chair- man by the Village President by and with the consent of the Board of Trustees. B. The Commission shall keep written records of its proceedings, which shall be open at all times to public inspection. C. All members shall serve without compensation. D. All meetings of the Industrial/Commercial Revitali- zation Commission shall be held at the call of the Chair- man and at such times as such Commission may determine. All meetings conducted by it shall be open to the public. -2- Section 2-11-5 - Functions and Duties: The Industrial/ Commercial Revitalization shall have the following func- tions and duties: A. To interview and recommend consultants or technical advisors that may be retained by the Village to fulfill the responsibilities of the Commission. B. To prepare and recommend to the Village Board of Trustees a comprehensive revitalization plan for the industrial and commercial areas of the Village. Such a plan may be adopted in whole or in separate geographi- cal or functional parts, each of which, when adopted, shall be considered the Official Revitalization Plan of the Village. Such a plan may include a coordinated, multi -disciplined approach, including, but not limited to, landscape architecture, zoning and building code regulations, financial planning, traffic engineering and promotion of sound planning practices. C. To recommend any form of publicity relative to its activities for the general purpose of public understand- ing. D. To annually review telecommunications tax revenues. Such a review shall include but is not limited to the adequacy, sufficiency and/or surplus of funding provided by the Telecommunications Tax. E. To perform such other duties as authorized or as- signed by the Village Board. F. To submit annually, prior to February 15 of each year, a written budgetary program for the industrial and commerical revitalization plan together with a re- commended budget sufficient to carry out said program in a form satisfactory to the Village Manager. Section 2: That this Ordinance shall be in full force and effect from and after its passage and approval according to law. VOTE: AYES: 6 NAYS: 0 ABSENT: 0 PASSED this 23rd day of January 1996.
