AN ORDINANCE CALLING FOR A PUBLIC HEARING TO CONSIDER THE
DESIGNATION OF THE GROVE SHOPPING CENTER AS A BLIGHTED AREA
IN ACCORDANCE WITH THE PROVISIONS OF TITLE 8, SECTION 8-13-1,
ET SEQ., OF THE MUNICIPAL CODE OF THE VILLAGE OF ELK GROVE VILLAGE
WHEREAS, the Village of Elk Grove village is a Home Rule unit
of local government pursuant to the provisions of Article VII,
Section 6 of the Illinois Constitution; and
WHEREAS, the Village, in its capacity as a Home Rule unit
of local government has enacted Ordinance No. 2327 pertaining to
the redevelopment of blighted areas within the Village of Elk
Grove Village; and
WHEREAS, the Village has hired the firm of Trkla, Pettigrew,
Alan and Payne, Inc. to investigate and review the question of
whether the Grove Shopping Center, located at the Southeast corner
of Arlington Heights Road and Biesterfield Road is in such condi-
tion as would constitute a blighted area under the definition for
same of Ordinance No. 2327 and of Chapter 13 of Title 8 of the
Municipal Code; and
WHEREAS, the Village has received an eligibility report from
said firm, which report and the findings therein raise sufficient
issues so as to justify the calling of a public hearing by the
President and Board of Trustees to consider the designation of
the Grove Shopping Center as a blighted area.
NOW, THEREFORE, BE IT ORDAINED by the President and Board
of Trustees of the Village of Elk Grove Village, Counties of Cook
and DuPage, Illinois as follows:
Section 1: That a public hearing be held on February 15, 1994
in the Council Chambers of the Charles J. Zettek Municipal Com-
plex, 901 Wellington Avenue, Elk Grove Village to consider the
question of designating the Grove Shopping Center as a blighted
area pursuant to the provisions of Chapter 13 of Title 8 of the
Municipal Code at which hearing any interested person may file
with the Village Clerk written objections to and may be heard
orally in respect to any issues embodied with respect to the sub-
ject matter of said public hearing.
Section 2: That the Village Clerk is hereby directed to pro-
vide notice of said public hearing by publication at least twice,
and by mailing to all appropriate parties, in accordance with the
notice provisions of Paragraph D of Section 8-13-1 of the Municipal
Code of the Village of Elk Grove Village, which notice shall in-
clude the following:
A. The time and place of public hearing.
B. The boundaries of the proposed blighted area by
legal description and by street location or iden-
tification.
C. A notification that all interested persons will
be given an opportunity to be heard at the public
hearing.

D. A notification that property within the proposed
blighted area may be subject to being acquired by
the Village through condemnation if it is deter-
mined that a blighted area exists.
Section 3: That this Ordinance shall be in full force and
effect from and after its passage and approval according to law.
