AN ORDINANCE AMENDING ORDINANCE NO. 1714 PERTAINING TO THE
DEVELOPMENT, LANDSCAPING AND SCREENING'AND APPROVING THE
PRELIMINARY SITE PLAN FOR PROPERTY LOCATED AT THE NORTHWEST
CORNER OF MEACHAM ROAD AND BIESTERFIELD ROAD, ELK GROVE VILLAGE
(SUPER K MART)
WHEREAS, the President and Board of Trustees of the Village
of Elk Grove Village, pursuant to Ordinance No. 1714 duly passed
and approved on the 23rd day of April, 1985 rezoned certain parcels
of property located at the Northwest corner of Meacham Road and
Biesterfield Road from R-3 Residential to B-2 Business and B-3
Business subject to certain conditions relating to a Conceptual
Site Plan and Preliminary Landscaping and Screening; and
WHEREAS, the Plan Commission of the Village of Elk Grove
Village at a public meeting duly called and held considered an
Amendatory Preliminary Site Plan, Preliminary Plat of Subdivision,
Lighting Plan, and Preliminary Landscaping and Screening Plans
from K Mart Corporation, the successor in interest to the prior
owner of record; and
WHEREAS, the K Mart development would utilize the existing
zoning of the subject property but amend that portion of Ordinance
No. 1714 pertaining to the Initial Conceptual Site Plan and the
Preliminary Screening, Landscaping and Lighting Plans for the sub-
ject property; and
WHEREAS, the President and Board of Trustees after having
considered the recommendation of said Plan Commission find and
believe it to be in the best interest of the Village that Ordi-
nance No. 1714 be amended by approving the Development Plans of
K Mart Corporation, as modified.
NOW, THEREFORE, BE IT ORDAINED by the President and Board of
Trustees of the Village of Elk Grove Village, Counties of Cook
and DuPage, Illinois as follows:
Section 1: That that portion of Section 1 of Ordinance No.
1714 pertaining to the terms and conditions for the development
of property located at the Northwest corner of Meacham and Bies-
terfield Roads be and the same is hereby amended to read as follows:
1. The construction and development of the subject
property shall be in substantial conformance with the
Conceptual Site Plan dated December 31, 1992 prepared
by Cowhey, Gudmundson, Leder, Ltd. and the Elevation
Plan dated January 5, 1993, prepared by SSOE, Inc.,
as modified by supplemental documentation (Sheet C
dated December 23, 1992) which Site Plan and Eleva-
tion Plan are hereby approved. The development and
construction of any improvements on Lot 2 of the sub-
ject property shall be architectually compatible with
the improvements set forth on Lot 1 of the Conceptual
Site Plan and Elevation Plan.
2. The Screening and Landscape Plan for the entire
parcel, including a berm and continuous eight (8) foot
fence along the rear property line, prepared by Cowhey,
Gudmundson, Leder, Ltd. dated January 7, 1993 is here-
by approved.
3. Screening and landscaping of Lots 1 and 2 (Preli-
minary Plat of Subdivision) as depicted on the approved
Screening and Landscape Plans must be completed prior
to the issuance of the Final Occupancy Permits.

4. The Lighting Plan heretofore submitted reflecting
a non -glare concept, having been reviewed by the Plan
Commission is hereby approved.
5. Subject to approval by the Cook County Highway De-
partment, where applicable, the developer shall install
such off-site traffic improvements in conformance with
the Conceptual Site Plan dated December 31, 1992. The
Village agrees to assist the developer in obtaining
necessary County approval. It is acknowledged that
the failure of the County to approve off-site traffic
improvements along Meacham Road does not render the
remaining provisions of this Ordinance void and this
Ordinance in all other respects shall remain in full
force and effect.
6. It is acknowledged that the Conceptual Site Plan
herein approved does not contain the striping of the
fifty-nine (59) parking spaces located at the West and
North rear sides of the subject property provided that
the developer shall be permitted to stripe said parking
stalls in the future, in accordance with the Preli-
minary Site Plan dated November 18, 1992, provided no-
tice thereof is given to the Village.
7. Outside use/storage of materials shall be in con-
formance with the Zoning Ordinance of the Village pro-
vided further that the outside use of vending machines
shall be prohibited.
8. The Final Plat of Subdivision must be approved by
the Plan Commission and the Village Board prior to the
issuance of any Building Permits for the subject pro-
perty.
9. Covenants of ingress and egress and property main-
tenance between Lots 1 and 2 of the subject property
shall be submitted to and approved by the Village prior
to the recording of the Final Plat of Subdivision and
shall be recorded contemporaneously with said Final
Plat of Subdivision.
Section 2: That the Village Clerk is hereby directed to
publish this Ordinance in pamphlet form.

Section 3: That this Ordinance shall be in full force and
effect from and after its passage, approval and publication ac-
cording to law.
