Plan Commission Minutes

Chairman Glass called the meeting to order at 7:08 p.m.
Item 2A: Plan Commission Meeting Schedule
The Commissioners discussed the recent request to consider setting an annual schedule of
meetings for the Plan Commission.
Chairman Glass explained the context in relation to the email that was sent by the Village to the
members of the Plan Commission and Zoning Board of Appeals seeking input about preferences
for an annual schedule of meetings. The members of the Plan Commission in attendance all
agreed that the current way of scheduling meetings on an as needed basis is preferable.
Chairman Glass suggested staff provide the members of the Plan Commission advance notice of
the date for a Plan Commission hearing once it is agreed upon and scheduled.
Item 2B: PC Docket #22-11: Petition for Subdivision with associated variations at 2001,
2045, 2111 Pratt Boulevard

Chairman Glass read the legal notice into the record and asked the Petitioner to explain their
purpose before the Plan Commission.
S. Madej stated that he is the owner of the properties at 2001, 2045, 2111 Pratt Boulevard. The
Petitioner stated the property at 2001 Pratt Boulevard was purchased earlier this year to expand
and consolidate the operations of the Petitioner's company located at 2045 and 2111 which
consists of distribution, truck repair, and warehousing. The purpose of the consolidation and
reconfiguration of the properties is to consolidate the operations of the transportation and
distribution company.
Chairman Glass asked about the reason for resubdividing the property from two (2) lots into (2)
reconfigured lots instead of from two (2) lots to one (1) lot.
The Petitioner stated that there is a building on the property at 2111 Pratt Boulevard and 2001 Pratt
Boulevard and that two buildings on one lot are not permitted.
Chairman Glass asked whether the Petitioner has enough room to operate his business. Chairman
Glass explained that when he went to take a look at the location prior to the hearing, it took a long
time to maneuver the area due to the crowded truck parking lot.
The Petitioner explained this reconfiguration will include the addition of a substantial amount of
additional parking for employees and trucks.
Chairman Glass asked why the fuel canopy is proposed over the lot line.
The Petitioner explained that the placement of the fuel island over the lot lines was the best possible
design to allow for truck fueling and maneuvering between both buildings.
Commissioner Rettberg asked where exactly the fuel canopy will be located.
R. Raphael explained the fuel island canopy will be between the 2001 and 2111 Pratt Boulevard
properties. R. Raphael pointed out the exact location on the materials provided to the members of
the Plan Commission.
Commissioner Rettberg asked how many parking spaces will be added.
The Petitioner explained that the plan includes the addition of over 40 parking spots for vehicles,
in addition to more truck parking spaces.
Chairman Glass asked how many employees work for the Petitioner's company.

The Petitioner explained that he owns two companies in Elk Grove Village. The transportation
company, KLC Global Services employees about 350 people and the other business, Greenridge
Farm Inc., located on Greenleaf Avenue employees about 100 people.
Commissioner Carlson asked whether the staff review comments regarding the fire hydrant
requirements in the new parking area have been addressed.
C. Gabiga stated that the Petitioner has acknowledged the requirements that will be addressed
during the formal plan review process.
Commissioner Carlson asked what happens to the fuel island should the Petitioner sell one of the
lots.
B. Kozor advised that the Petitioner will be required to submit an agreement between both
properties for the structure extending over the lot lines to the Village for review. Once approved
by the Village, the Petitioner will be required to record the agreement at Cook County against the
properties before the Village will issue a permit for the fuel canopy.
Commissioner Weiner asked who would be responsible for the fuel removal and costs associated
with any requirements from the Environmental Protection Agency should the Petitioner choose to
sell one of the lots.
R. Raphael stated those decisions would be determined during the sale of the property between the
purchaser and seller.
Commissioner Weiner inquired whether the Petitioner's trucking company distributes the products
produced at the Greenridge Farms location.
The Petitioner confirmed that is correct.
Commissioner Geinosky asked when the Petitioner plans to begin construction.
The Petitioner stated he plans to begin construction in the first quarter of 2023 and anticipates
construction to be finished by the summer.
Commissioner Geinosky asked whether the Petitioner anticipates any growth in the business as a
result of the additional space and changes.
The Petitioner explained that he expects the business operations to grow substantially. The
Petitioner stated he has worked on acquiring property in the Village and plans to begin developing
those within the next few years. The Petitioner also explained that this proposal will assist in an
interim solution for the businesses expanding operations until the developments are completed.

Commissioner Geinosky inquired about a comment made on the geometric plan provided to the
members of the Plan Commission. The comment referenced the landscape plan and stated that
some trees and plantings may be removed due to the proposed construction. Commissioner
Geinosky stated a landscaping plan was not provided for review.
Chairman Glass mentioned that a landscaping plan is not required for review.
The petitioner advised the landscaping plan was submitted to the Village and that it was approved
by staff.
Commissioner Geinosky asked whether the construction and changes to the property will create
difficulties for the trucks entering and exiting the properties.
The Petitioner advised that this revised layout was created to alleviate the current congestion and
provide for easier truck maneuvering and flow.
Commissioner Geinosky mentioned that the property at 2001 Pratt Boulevard has a sign that says
Ziebell Water Service Products and asked whether the sign will be updated.
The Petitioner stated the company is currently operating and they will be moving out at the end of
the year and the sign will be removed.
Commissioner DeFrenza asked the Petitioner to clarify his future long-term plans since it was
mentioned this proposal would assist business operations only in the interim.
The Petitioner explained he has acquired two surrounding properties on Greenleaf Avenue to
expand Greenridge Farm operations. S. Madej also explained he has acquired 20 acres of land on
Pratt between Lively and Tonne to expand future business operations.
Commissioner Morrill asked whether the existing fuel tank will be removed.
The Petitioner explained the existing fuel tank will be removed and new 30,000 gallon double wall
fuel tanks will be installed.
RECOMMENDATION
Commissioner Geinosky moved to recommend approval of the following:
Petition to resubdivide the properties at 2045, 2001, and 2111 Pratt Boulevard in the I-2
Industrial Districts from two (2) lots into two (2) reconfigured lots with the following variations:
Variation from Section 3-7: D-2 of the Elk Grove Village Zoning Ordinance to allow the
fuel island canopy to encroach into the required side yard.

• Variation from Section 7-1 of the Elk Grove Zoning Code to allow the principal building
size to be less than 25% of the overall property area.
Subject to the following conditions;
• Prior to issuance of a building permit for the fuel canopy, the Petitioner shall record a
legal agreement stating how the structure between the lot lines will be handled upon sale
of either property to be approved by the Village.
• A cross access and parking easement shall be granted with the final plat of subdivision.
Commissioner Weiner seconded the motion. Upon voting (Glass, Carlson, Geinosky, DeFrenza,
Rettberg, Morill, Weiner, AYES), the motion carried unanimously.
Item 1: November 7, 2022 Meeting Minutes
Commissioner Rettberg moved to approve the meeting minutes of November 7, 2022.
Commissioner Carlson seconded the motion. Upon voting (Glass, Carlson, Schumm, Weiner,
Morrill, Rettberg, Geinosky, DeFrenza AYES), the motion passed.
