REGULAR VILLAGE BOARD MEETING
JANUARY 10, 2023
1. CALL TO ORDER — 7:06
PRESENT: Mayor Craig B. Johnson, Trustees Pat L. Feichter, Jeffrey C. Franke, Sam L.
Lissner, Tammy K. Miller, Christine K. Prochno, Stephen F. Schmidt
ABSENT: None
A Quorum was present.
Also Present: Village Manager Matthew J. Roan, Village Attorney George B. Knickerbocker and
Acting Deputy Clerk Caroline Gabiga
2. PLEDGE OF ALLEGIANCE / INVOCATION — Pastor Barbara Gorsky, Elk Grove
Presbyterian Church
3. APPROVAL OF MINUTES OF DECEMBER 13, 2022 - Motion to approve the
Minutes of the Regular Village Board Meeting held on December 13, 2022 as
submitted and dispense with the reading.
Moved by Trustee Lissner Seconded by Trustee Feichter
The motion was voted upon by acclamation.

4. MAYOR & BOARD OF TRUSTEES' REPORT
Mayor Johnson — Happy New Year. It is a brand new year — 2023. The Village did very well in
2022 and the Business Park is doing well. There are many projects going on the residential side.
The next Coffee with the Board will be on Saturday, February 4, from 9:00 a.m. to 11:00 a.m. in
Room E.
With the flu season so bad, some people have asked if masks are coming back to Elk Grove
Village. You are welcome to wear a mask if you are uncomfortable, we will even give you a
mask if you want one, but masks are not required in Elk Grove Village.
This June we will celebrate 5 years of the Elk Grove Cares Program. There was an article in the
paper stating there is a rise in Opioid deaths in Cook County. Please remember if you have a
friend or relative that has an opioid problem regardless if they are a resident or not, we will get
them the help they need. Our officers are trained to help people with the disease of addition.
The Library received one of the highest awards that they could win. The Elk Grove Library
received a 5 star rating in the latest of American Star Libraries of Library Journal. Their number
was 85 out of 6,000 libraries in the country. Congratulations to the Executive Director and the
Library Board.
Yesterday was National Law Enforcement Appreciation Day. On behalf of this community,
thank you to everyone in the Police Department for all your hard work.
Copying is the greatest form of flattery. Schaumburg announced a $217 million Capital Plan
similar to ours last year and announced that the residents might see a $150 Rebate, similar to our
$200 gift cards.
Rose Garden is relocating to the old Sweet Baby Ray's location and we have some new
renderings of what that building is going to look like both interior and exterior. We appreciate
that they are staying in Elk Grove Village and putting back into the community. The Rose
Garden will be located right across from the Tech Park. They expect to open the new location in
April.
The Village had an open house with the renderings of 4 developers that submitted proposals for
the Elk Grove Woods Plaza. The Village is following the direction of the residents that gave
their input and we are choosing Wingspan located in Mount Prospect to do the job. We told them
some of the suggestions from the residents and they are going to incorporate some of those ideas
into the design. They will submit a new rendering and we will have another Open House in

March. We will invite the residents to view what we think is close to the final design. This will
give the residents one last chance to provide input. Then it will go before the Plan Commission.
The Plan Commission meetings are public meetings so you can attend those meetings if you
would like. The goal would be to start construction possibly by the end of this year. They will
build in two phases, the retail along Higgins first, and then the row homes will be next.
Chief Walsh joined the Mayor at the podium to swear in the following police officers:
• Sergeant Justin Wolfe
• Commander Bill Callaghan
• Deputy Chief Chris Torres
Trustee Schmidt — Frank Deluca, who was involved in the Columbo murders, passed away while
we were preparing for the parole hearing. Ray Rose, Chuck Walsh and myself will be at the
hearing for Patty Columbo on April 8.
Trustee Prochno — The next Winter Farmers Market is Saturday, January 21, 2023 at Christus
Victor Church on Arlington Heights Road across from the Movie Theaters. The hours are 8:00
a.m. to 1:00 p.m.
Please remember if it snows to shovel your sidewalks for people that are out walking to keep
everyone safe.
Trustee Lissner — No Report
Trustee Feichter — Meet Chicago Northwest gave a report on hotel sales and the numbers are up
49%.
Trustee Franke — No Report
Trustee Miller — People have asked how they can be more involved in the Village. The
Community Character Coalition is always looking for volunteers to help with many events. One
event is Packages for Patriots that takes place at the Lutheran Church of the Holy Spirit on the
third Tuesday of the month. They pack up wonderful things for the soldiers and send out about
30 boxes every month.
5. ACCOUNTS PAYABLE WARRANT: Motion to authorize payment of invoices as
shown on the December 31, 2022 Accounts Payable Warrant in the amount of
$14,808,315.09.

6. CONSENT AGENDA
a. Consideration of a request from the Prairie Lake School, located at 404-408 E. Devon
Avenue, to waive 2023 alarm license fees in the amount of $50.
b. Consideration to award a professional service contract to the lowest responsive and
responsible bidder Visu-Sewer of Illinois, LLC of Bridgeview, IL for the Touhy Forcemain
Lining project in the amount of $203,140 from the Busse -Elmhurst Redevelopment Fund.
c. Consideration to award a professional services contract to Storino Ramello & Durkin of
Rosemont, IL to provide strategic consulting and advocacy services to the Village in
consulting with Cook County and other local agencies for the 2023 calendar year in the
amount of $48,000.
d. Consideration to adopt Resolution No. 62-22 authorizing release/retention of Executive
Session Minutes of the Village of Elk Grove Village (January 2021 through June 2021).
e. Consideration to adopt Resolution No. 63-22 amending Exhibit B of Resolution No. 70-17 of
the Cost Recovery Agreement between the Village of Elk Grove Village and Castle Chevrolet

f. Consideration to adopt Ordinance No. 3793 approving a two lot reconfigured subdivision with
associated variations for the operation of a Trucking Dispatch Repair Company for properties
located at 2001, 2045 and 2111 Pratt Boulevard, Elk Grove Village (M3 North America
LLC).
g. Consideration to adopt Ordinance No. 3794 amending Section 7E-6 of the Zoning Ordinance
of the Village of Elk Grove Village pertaining to prohibited uses in all industrial districts by
deleting the residential accessory facilities associated with a permitted use.
h. Consideration to adopt Ordinance No. 3795 amending Section 5-5 of the Village of Elk Grove
Village Zoning ordinance pertaining to Location of Planned Developments and Section 5-2:E
of the Elk Grove Village Zoning Ordinance pertaining to Procedure.

b. Consideration of a petition submitted by Riverpoint Property Trust, LLC for Rezoning from I-
2 to I-1 for property located at 751 Pratt Boulevard. (A Public Hearing date is yet to be
established.)
9. ZONING BOARD OF APPEALS — Village Manager Roan — No Report
10. YOUTH COMMITTEE — Trustee Franke — The 2023 Youth Scholarship applications are
now available online at the Village and the school counselor offices. Please submit the
application no later than a May 5. There are seven (7) one thousand dollar scholarships. We will
be selecting the winners in June.
11. BUSINESS LEADERS FORUMS — Trustee Schmidt — No Report
12. CABLE TELEVISION COMMITTEE — Trustee Lissner — No Report
13. HEALTH & COMMUNITY SERVICES — Trustee Prochno — The Village is working in
conjunction with Vitalant to sponsor our quarterly Blood Drive on Saturday, January 14 in Room
E from 8:00 a.m. to 1:00 p.m. If you would like to make a reservation, you can go online to
vitlant.org or call 847-258-4825.
14. INFORMATION COMMITTEE — Trustee Miller — There is an article on the Village
website that will give you prevention tips to reduce the risk of catalytic converter theft that is
happening all over the area.
15. RECYCLING & WASTE COMMITTEE — Trustee Feichter — The Village has a container
for residents to dispose any Holiday lights that need to be recycled.
The Community Character meeting, I mentioned the Sustainability Project that the Village is
working on and we asked the citizen groups to join the program. They were receptive.

year's parade and they will also be the Grand Marshal.

19. CAPITAL IMPROVEMENTS COMMITTEE — Trustee Schmidt -
There will be a meeting on Monday, January 16 at 3:00 p.m. in the Public Works Facility, 450 E.
Devon Avenue.
20. AIRPORT UPDATE — Mayor Johnson — The Fly Quiet Program is moving along.
21. MID -SUMMER CLASSICS CONCERT SERIES UPDATE — Mayor Johnson - The
lineup for July this summer will be July 4 - KC and the Sunshine Band, July I 1 - The Spinners,
July 20 - All American Rejects, July 25 - The Oak Ridge Boys and August 1 - Ann Wilson of

25. REPORT FROM VILLAGE CLERK - Nominating Petitions have been filed and ballots
are being prepared by the Cook County Clerk. Early Voting will begin on March 20 and run
through April 3.

a. Village Attorney - Prepare the necessary documents for the Trucking Dispatch Repair
Company located at 2001, 2045, and 2111 Pratt Boulevard.
b. Village Attorney - Prepare the necessary paperwork for the text amendment to the Elk Grove
Zoning Ordinance Section 7E-6 Prohibited Uses In All Industrial Districts by deleting the
residential accessory facilities associated with a permitted primary use.
c. Village Attorney - Prepare the necessary documents for a Text Amendment to remove and
replace Elk Grove Zoning Ordinance Section 5-5- Location of Planned Development, and to
remove and replace Elk Grove Zoning Ordinance Section 5-2 Procedure, Subsection E.
