AN ORDINANCE AMENDING ARTICLE 4A.203, THE CLASSIFICATION
PLAN, OF CHAPTER 4A, POSITION CLASSIFICATION AND SALARY PLAN,
OF THE MUNICIPAL CODE OF THE VILLAGE OF ELK GROVE VILLAGE
WHEREAS, the Village of Elk Grove Village is a Home Rule Municipality
as authorized and set forth in the Constitution of the State of Illinois
and as such, authorized to enact certain legislation pertaining to its
local government affairs.
NOW, THEREFORE, BE IT ORDAINED by the President and Board of Trustees
of the Village of Elk Grove Village, Counties of Cook and DuPage, Illinois,
in exercise of its Home Rule authority as follows:
Section 1: That the Municipal Code of the Village of Elk Grove
Village, Article 4A.203, The Classification Plan, of Chapter 4A,
Position Classification and Salary Plan, be and the same is hereby
amended by adding thereto the following:

POLICE DEPT. APRIL 29, 1991 ADD JULY 15, 1991
Police Officer 77 2* 79*
*Denotes one temporary police officer position which will lapse upon the
next opening of a permanent police officer position (expected in August
1991 due to retirement). The other police officer position will lapse upon
the expiration of the temporary Sergeant position created by Ordinance No.
2171.
Section 2: That this Ordinance shall be in full force and effect
from and after its passage and approval according to law.

SUBJECT: Request for Temporary Increase in Police f
Department Authorized Strength F
I reapectfully request your consideration and presentation, to the Village
Board, of a proposal to temporarily increase the authorized strength of the`�y pl
Police Officer classification by two (2); from seventy-seven (77) to
seventy-nine (79) officers, for the following reason:

The next recruit training class is scheduled to commence on July 22, 1991
and the timing is right for us to hire additional officers from the
relatively fresh eligibility list given our present situation.
One officer has announced he intends to retire in August, while another, a
supervisor, is on extended sick leave. We do not anticipate the supervisor
will be able to return to duty barring a substantial improvement in his
physical condition, which is unlikely.
Approval of this proposal will provide the Department an ability to fill
vacancies immediately with partially trained officers and work further to
stabilize the manpower situation. If additional temporary personnel are to
be considered, there is some expediency for a decision required as
notification to applicants has to be made and physical exams taken.
Accordingly, I would ask that you bring this proposal to the Village N
Board's attention as soon as possible and get their feelings on it. If I �•
can receive the Board's okay on or before July 2, 1991, we can have the p�
necessary notifications made to applicants and arrange for physicals. If
the proposal is viewed favorably, they could then take official action at
their July 9th meeting.
