HomeMy WebLinkAboutORDINANCE - 2191 - 10/8/1991 - ZONING ORD. AMENDEDNO. 2191 AN ORDINANCE AMENDING SECTIONS 3.95 F., 3.96 B. AND 3.96 C.(2) OF THE ZONING ORDINANCE PERTAINING TO REQUIRED PARKING SPACES FOR BUSINESS USES WHEREAS, the Plan Commission of the Village of Elk Grove Village at a public meeting duly called and held according to law considered the question of amending the parking requirements for business uses in the Village; and WHEREAS, the President and Board of Trustees after having reviewed the recommendation and findings of said Plan Commission find and believe that the Zoning Ordinance be amended pursuant to the recommendation of the Plan Commission. NOW, THEREFORE, BE IT ORDAINED by the President and Board of Trustees of the Village of Elk Grove Village, Counties of Cook and DuPage, Illinois as follows: Section 1: That Section 3.95 F. Fractions of the Zoning Ordinance be and the same is hereby amended to read as follows: F. Fractions. When the required number of off-street parking spaces results in a fractional space, any fraction less than one-half () may be disregarded, while a fraction of one-half () or greater shall be counted as one parking space. Section 2: That Section 3.96 B. (Parking Spaces Required for Business Uses) be amended to read as follows: B. Business Uses (Minimum Requirements). (1) Automobile Laundry. (Car Wash) Automatic auto- mobile laundries shall provide stacking spaces in accordance with paragraph 19 of this section plus one parking space for each two employees. The calculation of stacking spaces shall include the spaces provided within the wash tunnel. Man- ual automobile laundries shall provide stacking spaces in a number sufficient to avoid the use of public streets by any vehicle waiting for ser- vice plus one parking space for each two employees. (2) Automobile Repair Garage. 1.5 storage spaces shall be provided for each repair station plus one (1) parking space for each employee, each enclosed repair station shall constitute a storage space for the purpose of meeting this standard. (3) Automobile Service Stations. Crie (1) parking space shall be provided for each pump (space at pump shall not be included), plus an addi- tional three (3) spaces for eac`i service stall. (4) Banks. One (1) parking space shall be provided for each two hundred (200) square feet of gross floor area. (5) Bowling Alleys. Four (4) parking spaces shall be provided for each alley, plus such additional parkings spaces as may be required herein for affiliated users - bars, restaurants, and the like. (6) Coin Operated Amusement Centers. One parking space shall be provided for each two hundred (200) square feet of gross floor area. (7) Customer Service Office/Use. One (1) parking space shall be provided for each one hundred eighty (180) square feet of gross floor area. (8) Establishments Engaging in the Sale of Equip- ment, Machinery or Products Intended for Indus- trial Use And Not Domestic Use. (Domestic use -2- (9) being those described under the Permitted Uses for the B-1 District) Where Sales Are Made Through Use of Display Areas and Showrooms Which Are Used for Display Only: One (1) parking space shall be provided for each six hundred (600) square feet of gross floor area plus one (1) space for each two (2) em- ployees for those areas of the building devoted to displays, showrooms and storage. As to the balance of the areas of the building, parking spaces shall be provided pursuant to "Other Re- tail Stores" under 3.96.B.(12). ment or Furniture Repair Shops. One (i) parki space shall be provided for each six hundred (600) square feet of gross floor area plus one parking space for each employee. (10) Hair Care. (Barber Shop, Beauty Parlor) One (1) parking space shall be provided for each one hundred (100) square feet of gross floor area. (11) Motor Vehicle Sales and Nachinery Sales. One (1) parking space shall to provided for each eight hundred (800) square feet of gross floor area. (12) Restaurants. (One Hundred (1000 Percent Con- sumption on the Premises) One parking space shall be provided for each one hundred (100) square feet of gross floor area. (13) Restaurants Out) One p each ninety (One Hundred (1000 Percent Ca rking space shall be provided f (90) square feet of gross floor rry- or area. (14) Restaurants. (Combination •:onsumption on Pre- mises and Carry -Out) One )arking space shall be provided for each eighty (80) square feet of gross floor area. Establishments with drive- thru facilities shall provide one parking space for each one hundred (100) square feet of gross floor area. -3- (15) Restaurants. (Drive -In and/or Refreshment Stand where food is consumed in a vehicle on the pre- mises) One parking space shall be provided for each twenty (20) square feet of gross floor area, but not less than twenty (20) spaces. (16) Other Retail Stores. One (1) parking space shall be provided for each one hundred eighty (180) square feet of gross floor area. (17) Theaters (Indoor). One (1) parking space shall be provided for each four (4) seats up to four hundred (400) seats, plus one (1) for each six (6) seats over four hundred (400) seats. (18) Undertaking Establishments, Funeral Parlors. One (1) parking space for each seventy-five (75) square feet of grass floor area plus twenty (20) stacking spaces. Section 3: That Section 3.96 B. (Parking Spaces Required for Business Uses) be further amended by adding thereto a new paragraph which shall read as follows: (19) Reservoir/Stacking Spaces - Drive-Thru Facili- ties. Twelve (12) reservoir/stacking spaces or six (6) reservoir/stacking spaces per drive-thru lane shall be provided for all drive-thru facili- ties, whichever formula results in the greater number of required spaces. Reservoir/stacking spaces are to be located so as not to interfere with parking or circulation upon the site. For purposes of this section reservoir/stacking spaces shall measure nine (9) feet wide by nine- teen (19) feet long. Section 4: That Section 3.96 C.(t) of the Zoning Ordinance be and the same is hereby amended to read as follows: (2) Medical and Dental Clinics, and Ambulatory Surgical Treatment Centers. One (1) parking space shall be provided for each one hundred twenty five (125) square feet of gross floor area. -4- Section 5: That this Ordinance shall be in full force and effect from and after its passage and approval according to law.
