AN ORDINANCE GRANTING A SPECIAL USE PERMIT TO THE DEPARTMENT OF
TRANSPORTATION OF THE STATE OF ILLINOIS TO OPERATE A
GOVERNMENTAL FACILITY IN A R-3 RESIDENTIAL ZONED DISTRICT FOR
PROPERTY LOCATED AT THE SOUTHEAST CORNER
OF BIESTERFIELD ROAD AND INTERSTATE 290
WHEREAS, the Plan Commission of the Village of Elk Grove
Village, at a public meeting duly called and held according to law,
considered the question of granting a Special Use Permit pursuant
to Section 3.3 of the Zoning Ordinance to permit a governmental
facility on property located at the Southeast corner of Biester-
field Road and Interstate 290 and legally described hereinafter;
and
WHEREAS, the President and Board of Trustees after having
reviewed the recommendation and finding of said Plan Commission
find and believe it to be in the best interest of the Village
that said Special Use Permit be granted.
NOW, THEREFORE, BE IT ORDAINED by the President and Board of
Trustees of the Village of Elk Grove Village, Counties of Cook
and DuPage, Illinois as follows:
Section 1: That there be granted a Special Use Permit pursu-
ant to Section 3.3 of the Zoning Ordinance of the Village of Elk
Grove Village to the Illinois Department of Transportation to per-
mit the operation of a governmental facility on property located
at the Southeast corner of Biesterfield Road and Interstate 290
and legally described on Exhibit A attached hereto and by this
reference incorporated herein.
Section 2: Th t said Special Use Permit 'tall be subject to
the following conditions and restrictions:
A. The subject property shall provide screening pur-
suant to an amended Landscape Plan as approved by
the Plan Commission and agreed to by the Depart-
ment of Transportation.
B. The relocation of the fence and gate serving the
South access driveway to a point 100 feet from the
centerline of Martha Street.
C. The providing of access control fencing along the
perimeter of the subject property.
Section 3: Due to the fact that the subject property is pre-
sently developed and certain conditions presently exist on the sub-
ject property for which this Special Use is being granted, the De-
partment of Transportation is hereby granted variations of the fol-
lowing provisions of the Zoning Ordinance and the Municipal Code
of the Village:
A. Outdoor storage of materials on both paved and un-
paved surfaces shall be permitted as an existing
condition identified by the Director of Engineering
and Community Development.
B. The parking lot lighting presently in existence
shall be permitted as an existing condition iden-
tified by the Director of Engineering and Community
Development.
C. The possible inaccessibility of the structure to
the handicapped shall be permitted as an existing
condition identified by the Director of Engineering
and Community Development.
Section 4: That this Ordinance shall be in full force and ef-
fect from and after its passage and approval according to law.

Range 11, East of the Third Principal Meridian, recorded October 7,
1986, as Document No. 86462251; thence on an assumed bearing of
North 88 degrees 16 minutes 29 seconds East along the North line
of said Subdivision 212.50 feet to the Southwest corner of Itasca
Meadow Farms, a Subdivision of said fractional Section 31, recorded
July 9, 1948, as Document No. 14355084; thence North 1 degree 41
minutes 31 seconds West along the West line of Itasca Meadows Farms
Subdivision 823.00 feet to a point 85.00 feet South of the Northwest
corner of Lot 44 in said Itasca Meadow Farms Subdivision; thence
South 88 degrees 18 minutes 29 seconds West along a line parallel
