AN ORDINANCE AMENDING ORDINANCE NO. 1964 BY AMENDING THE
DEVELOPMENT SCHEDULE FOR LOT 1 OF PARCEL D OF VILLAGE ON THE
LAKE PLANNED UNIT DEVELOPMENT (PARK CHARDONNAY/PARK ORLEANS)
WHEREAS, a Final Site Plan for Lot 1 of Parcel D of the Village on the
Lake Planned Unit Development was previously approved by the President and
Board of Trustees on September 23, 1980; and
WHEREAS, the developer has requested a revised Development Schedule
for the balance of the Park Orleans Condominium Planned Unit Development
(Park Chardonnay); and
WHEREAS, it is the recommendation of the Director of Engineering and
Community Development of the Village of Elk Grove Village that the
Development Schedule as amended, be approved.
NOW, THEREFORE, BE IT ORDAINED by the President and Board of Trustees
of the Village of Elk Grove Village, Cook and DuPage Counties, Illinois as
follows:
Section 1: That Ordinance 1964, which amended Ordinance Nos. 1927,
1555 and 1407 by amending the Final Site Plan for Lot 1 of Parcel D of the
Village on the Lake Planned Unit Development is hereby amended by extending
the Development Schedule as follows:

parkway trees along the east side of Leicester Road by June 30, 1990.
Section 3: That all other provisions of Ordinance No. 1555 shall
remain in full force and effect.
Section 4: That the Village Clerk is hereby authorized to publish
this Ordinance in Pamphlet Form.
Section 5: That this Ordinance shall be in full force and effect
from and after its passage, approval and publication according to law.

Section 2:
That as a condition of extending
the Development
schedule, the developer will install the remaining public sidewalk and
parkway trees along the east side of Leicester Road by June 30, 1990.

Dear Mr. Parrin:

Pursuant to your conversations with our attorney, we submit this
letter to provide the Village Board with a status report on the
above project, and to request a modification of the construction
commencement and completion dates of the remaining phases.
The bids that we recently received from various general
contractors were several million dollars over budget.
Consequently, we were required to revise portions of the
construction drawings and restructure our financial commitments.
In an effort to commence construction of the final phases of the
project at the earliest possible opportunity, we are negotiating
with a large national general contractor and developer, who has
access to major sources of construction financing. We will
identify the developer to you at such time as we reach a firm
deal. At that time, the project will be rebid and construction
commenced.
We are pursuing matters with considerable diligence. However,
this process necessarily requires a considerable commitment in
time. Inasmuch as the bid overruns and subsequent project
revisions were unforeseen when we received our current
construction schedule, we now anticipate the following
modification to the construction schedule will enable the timely
commencement of the final phases of construction activities:

Construction on the remainder of the development will
commence on or before August 1, 1990 and will be completed by
December 31, 1994. The developer may construct the remaining
Phases in the order it deems appropriate.
You have also indicated that the Village's staff recommends that
as a condition to granting the above extension, the developer be
required to install sidewalks and landscaping on the easterly
boundary of the project by June 30, 1990. We think the
recommendation is a good one and will, of course, see that it is
complied with.
There will be considerable effort by all parties to improve upon
these dates as it will be in the best economic interest of
everyone to do so. We, therefore, respectfully request that the
construction schedule set forth herein be granted as requested.
If you have any questions regarding this request, we will be
pleased to provide any additional information you may need. I
will be present at the Board Meeting when this matter is acted
upon, to answer any questions the Board may have.
