Johnson, Trustees Pat L. Feichter, Jeffrey C. Franke, Sam L. Lissner, Tammy K. Miller, Christine K. Prochno, Stephen F. Schmidt ABSENT: None A Quorum was present. Also Present: Village Manager Matthew J. Roan, Village Attorney George B. Knickerbocker and Deputy Clerk Jennifer Mahon 2. PLEDGE OF ALLEGIANCE / INNVOCATION — Pastor Manuel Borg, St. Nicholas Episcopal 3. APPROVAL OF MINUTES OF JANUARY 10, 2023 - Motion to approve the Minutes of the Regular Village Board Meeting held on January 10, 2023 as submitted and dispense with the reading. Moved by Trustee Lissner Seconded by Trustee Feichter The motion was voted upon by acclamation. MOTION CARRIED 4. MAYOR & BOARD OF TRUSTEES' REPORT Mayor Johnson — On January 19, Senator Laura Murphy met with the Village to talk about upcoming legislation. We thank Senator Murphy for all the help she has given Elk Grove Village over the years. On January 20, we attended a Roundtable with Cook County Commissioner Kevin Morrison and Cook County President Toni Preckwinkle. The next Coffee with the Board is Saturday, February 4, from 8:00 a.m. to 11:00 a.m. in Rooms A/B/C. The developer Wingspan was announced at the last board meeting for the project at Arlington Heights Road and Higgins Road. We are now working with Wingspan on a more detailed level to include ideas from our residents and the staff along with looking at the traffic flow, etc. By March, we will have another Open House for the public to view and provide input or ideas. The next step after that will be the Plan Commission, which is an open meeting for anyone to provide input as well. The Bank will close at the end of April and Rose Garden will open down the street in the Sweet Baby Ray's location in April. The Makers Wanted Race Car will be at the Chicago Auto Show on Monday, February 20, for Family Day. There will be giveaways and an opportunity to learn about Elk Grove Village. The Lions Club joined the Mayor at the podium. Karen Hicks, President of the Lions' Club presented the following awards for the Holiday House Decorating Contest. 1) Best Overall Holiday Decorations Used on a condo/apartment — Rachel & Victor Dula, 700 Wellington Avenue, Unit 517. 2) Best Overall Holiday Decorations Used on a House/Townhouse — Craig Muehlfelder, 716 Deep Wood Court. 3) Best Theme Display — Barb Purves, 941 Wisconsin Lane, 4) Best Creative Use of Decorations — The Dugo Family, 720 Utah Street (not present) Mayor read a Proclamation for the 50th Anniversary of Elk Grove Community Blood Donation Program. Trustee Schmidt — Trustee Prochno and I attended the Patient and Family Advisory Council meeting last week at Alexian Brothers Hospital. The topic was Spiritual Needs to helping Page 1 of 4 Patients. Retired Firefighter Richard Keyworth passed away this morning. He was a member of the Lions Club for many, many years. He is remembered for attending the 4th of July events with his big cowboy hat by the popcorn stand. He'd where a big belt buckle. He was a very friendly guy and always had a positive attitude. He had a lot of respect from the Fire Department and the Police Department and he will be missed. The Sister Cities group plans to go into the schools and start the Student Exchange Program hopefully in March. Trustee Prochno — Former Trustee Nancy Czarnik asked me to announce for her that the applications for the Czarnik / Heffern Scholarship Program. They will be giving away ten (10) $1,000 scholarships this year. Applications can be found at Czarnikgolf.com and more information will follow. The next Winter Farmers Market at Christus Victor Church will be on Saturday, February 4, from 8:00 a.m. to 1:00 p.m. Please be a good neighbor and shovel your sidewalks when snow arrives to keep everyone safe. Trustee Lissner — Deputy Village Manager Jablonski and I attended a ribbon cutting/grand opening at Louisville Tile Pro Shop located at 1650 Howard Street. Trustee Feichter — The Community Character Coalition has three (3) $2,000 scholarships available this year. The deadline is April 11. Information can be found on the Village website, school counselor offices, Community Character Coalition website and various social media platforms. The scholarships will be awarded at the May 9 Village Board Meeting. Meet Chicago Northwest has a Social Media Restaurant Week looking for Restaurant owners in the area to offer 10% off meals or provide a special plate for this event. MCNW is spending $40,000 to promote the event. Trustee Franke — I spoke with Heather Larson during a taping and two restaurants in Elk Grove Village will be participating March 3 through March 12. 1) RoccoVinno's 2) Real Time Sports Trustee Miller —No Report 5. ACCOUNTS PAYABLE WARRANT: Motion to authorize payment of invoices as shown on the January 24, 2023 Accounts Payable Warrant in the amount of $576,586.07. Moved by Trustee Lissner Seconded by Trustee Feichter AYES: Trustees Franke, Lissner, Miller, Prochno, Schmidt, Feichter NAYS: None ABSENT: None MOTION CARRIED 6. CONSENT AGENDA a. Consideration of a request from OneSchool Global - Prairie Lake School, 404 and 408 E. Devon Avenue, to waive filing fees for zoning variation petitions in the amount of $300. b. Consideration of a request from the Rotary Club of Elk Grove Village to waive the fee for a temporary Class D liquor license ($2,100) for the Village's Oktoberfest on September 15 and 16, 2023. c. Consideration of a request from the Rotary Club of Elk Grove Village for the following: • To authorize a $22,000 contribution to the 2023 RotaryFest event that takes place from July 20, 2023 through July 22, 2023; • To authorize the Rotary Club to host a fireworks display on Saturday, July 22, 2023; • To waive the fee for a temporary Class A liquor license ($2,900), a carnival license ($500), and a food caterer's license fee ($100) for a total amount of $3,500; and • To waive the permit fee for the use of a fire hydrant for non -firefighting purposes in the amount of $75. d. Consideration to award a professional engineering service contract with Baxter & Woodman, Inc. of Crystal Lake, IL for the 2023 ROW Drainage Improvements project in the amount of $33,715 from the Water and Sewer Fund. Consideration to award a purchase contract SHI International of Somerset, NJ to install and configure Hewlett Packard Enterprises - Zerto Data Protection/ Disaster Recovery, including perpetual licensing and 3-years of support in an amount not to exceed $57,298.00. f. Consideration to award a professional services contract to Tyler Technologies of Yarmuoth, ME for annual support and maintenance of Village business software applications in the amount of $80,647.19. g. Consideration to award a professional service contract to Engineering Resource Associates of Warrenville, IL for the design engineering services for the Lunt Avenue Water Main Replacement project in the amount of $81,303 from the Busse -Elmhurst Redevelopment Fund. h. Consideration to increase the contract with Gas Depot of Morton Grove, IL for the annual gasoline and diesel fuel supply contract in the amount of $175,000 for a total contract of amount of $600,000 from the FY2023 Budget. i. Consideration to award a professional services contract to Vandewalle & Associates of Milwaukee, WI for the development of a Community Revitalization Master Plan (CRMP) in a total contract amount not to exceed $823,500.00 from the Business Leaders Fund and the Busse/Elmhurst Redevelopment Fund. j. Consideration to adopt Resolution No. 3-23 entitled, "A RESOLUTION AUTHORIZING THE MAYOR AND VILLAGE CLERK TO EXECUTE A RENEWAL OF THE SERVICE AGREEMENT BETWEEN THE VILLAGE OF ELK GROVE VILLAGE AND MUNICIPAL GIS PARTNERS OF DES PLAINES, IL FOR SUPPORT SERVICES IN CONNECTION WITH ELK GROVE VILLAGE'S GEOGRAPHIC INFORMATION SYSTEMS (GIS) IN AN AMOUNT NOT TO EXCEED $177,930 FROM THE BLF FUND." k. Consideration to adopt Resolution No. 4-23 entitled, "A RESOLUTION AUTHORIZING THE MAINTENANCE OF STREETS AND HIGHWAYS BY A MUNICIPALITY UNDER THE ILLINOIS HIGHWAY CODE AND APPROPRIATING $1,050,000 FROM THE MOTOR FUEL TAX FUNDS (MFT) TOWARD THE 2023 ROADWAY MAINTENANCE PROGRAM." 1. PLAN COMMISSION — Village Manager Roan a. Consideration of a petition for a Special Use permit for an automotive truck repair at 2380- 2400 American Lane in the I-2 Industrial District. (PH 01-16-23) On January 16, the Plan Commission met to hear PC Docket 23-1 with the petitioner seeking a Special Use to operate a truck and trailer repair center in the I-2 Zoning District with an associated variation of the Zoning Code. It was the consensus of the Plan Commission by a 6-0 vote to recommend approval of the Special Use to operate a Truck and Trailer Repair Center in the I-2 Zoning District and grant a variation of the Zoning Ordinance to allow two (2) principle buildings on a lot. Direct the Village Attorney to prepare the necessary documents for the Special Use at property located 2380-2400 American Lane. ZONING BOARD OF APPEALS — Village Manager Roan 10. RECYCLING & WASTE COMMITTEE — Trustee Feichter - The Paint & Motor Oil Recycling event date is scheduled for Saturday, May 6 from 9:00 a.m. to 12:00 p.m. The Document Destruction and Electronics Recycling will be on Saturday, June 3 from 9:00 a.m. Page 3 of 4 to 12:00 p.m. Both events will be held at the James Paul Petri Public Works Facility at 450 E. Devon. The Village has a box by Community Development to recycle old Christmas lights. 11. JUDICIARY, PLANNING AND ZONING COMMITTEE — Trustee Prochno — No Report 12. CAPITAL IMPROVEMENTS COMMITTEE — Trustee Schmidt — The Capital Improvements Committee met on January 16 and the MFT was approved this evening on the Consent Agenda. Please see an upcoming newsletter to see which streets will be repaired. 13. CABLE TELEVISION COMMITTEE — Trustee Lissner — No Report 14. YOUTH COMMITTEE — Trustee Franke — The Youth Committee will give away seven (7) $1,000 scholarships. Applications are available on the Elk Grove Website or you can check at the High School Counselors office. Applications will be due on May 5, 2023. 15. INFORMATION COMMITTEE — Trustee Miller — The recent Villager is out and there are a couple of items to highlight. There is a Neighborhood Watch Meeting scheduled for this Thursday, January 26th in Room E. The Federal REAL ID has been extended to 2025. 16. BUSINESS LEADERS FORUMS — Trustee Schmidt — No Report 17. HEALTH & COMMUNITY SERVICES — Trustee Prochno — On January 14, the Village sponsored our first blood drive for the year. There were 49 pints of blood collected that can potentially save 140 lives. The next Blood Drive will be on April 1. In 2022, we collected 159 pints of blood, which could potentially save 477 lives. The Employees are now starting a Blood Drive to assist with the shortage. 18. PERSONNEL COMMITTEE — Trustee Franke — No Report 19. AIRPORT UPDATE — Mayor Johnson — No Report 20. PARADE COMMITTEE — Mayor Johnson — The First Responders will be our Grand Marshals this year. 21. MID -SUMMER CLASSICS CONCERT SERIES UPDATE — Mayor Johnson- The lineup for the Summer Concerts is: July 4 - KC and the Sunshine Band, July 11 - The Spinners, July 20 - All American Rejects, July 25 - The Oak Ridge Boys and August 1 - Ann Wilson of Heart. 22. SPECIAL EVENTS COMMITTEE — Mayor Johnson — Memorial Day 23. LIQUOR COMMISSION — Mayor Johnson — No Report 24. REPORT FROM VILLAGE MANAGER — No Report 25. REPORT FROM VILLAGE CLERK — Early Voting will begin March 20 through April 3 at Village Hall. The hours are Monday —Saturday, 9-5 and Sunday, 10-4. 26. UNFINISHED BUSINESS — No Report 27. NEW BUSINESS — Mayor spoke with George Busse to possibly take over the cemetery. 28. PUBLIC COMMENT — 8:04 PM Mike Urban, 170 Willow Lane: Do you have the public comments voting for Wingspan? Mayor stated that we have all the comments that were given in writing for public viewing. 29.
